10. National MULTIMODAL Freight Network
Includes:
• National HIGHWAY Freight Network (NHFN)
• Freight Rail Systems of Class I Railroads
• Public Ports of the US
• US Inland and Intracoastal Waterways
• Great Lakes, St. Lawrence Seaway, and coastal and ocean
routes along which domestic freight is transported
• 50 US airports
• Other strategic assets, intermodal facilities, Class II & III
railroads

• Section 1116 of FAST Act
• Includes:
• Primary Highway Freight System (PHFS)
• Portions of the Interstate System NOT designated as
part of the PHFS
• Critical Urban Freight Corridors
• Critical Rural Corridors

• Effective since 09/30/15
• Includes:
o 41,518 centerline miles
o 37,436 miles of interstate
o 4,082 miles of non-interstates
• Must be re-designated every 5 years

Eligible activities include:
• Construction
• Operational improvements
• Freight planning and performance measures
NOTE: Starting in FFY 2018 a Freight Plan is Required
No State Freight Plan = No Freight Formula $

or TIFIA loans for projects > $100 M
