SYNAR Project and Why We Need to be Concerned
Requires state to enact and enforce laws prohibiting the sale or
distribution of tobacco products to individuals under 18 years old.
Annual, random, unannounced inspections of retail outlets and to report
the finding to the Secretary of the US Department of Health and Human
Services.
Compliance rate of 20% or less in sales to minors
States that fail to comply are subject to a penalty of 40% of their SAPT
Block Grant.
2013 Fiscal Year Oregon at 22.5% highest in US
2013/2014 Enforcement Inspections 26% non-compliance with sells
SYNAR summer inspections education based inspections
School year inspections are enforcement inspections
