SYNAR Project and Why We Need to be Concerned
Requires state to enact and enforce laws prohibiting the sale or
distribution of tobacco products to individuals under 18 years old.
Annual, random, unannounced inspections of retail outlets and to report
the finding to the Secretary of the US Department of Health and Human
Services.
Compliance rate of 20% or less in sales to minors
States that fail to comply are subject to a penalty of 40% of their SAPT
Block Grant.
2013 Fiscal Year Oregon at 22.5% highest in US
2013/2014 Enforcement Inspections 26% non-compliance with sells
SYNAR summer inspections education based inspections
School year inspections are enforcement inspections
