Issues :
Security guards are engaged to protect their employers investment,
enforce rules and laws on the property and deter criminal activity or other
problems. There are three things to cosider when hiring security guards.
What needs to be protected, what level of protection is desired and who is
going to do the protecting. The firt step is to determine what needs to be
protected and what guards' responsibility will include. So the foremost
duty of the security guard would be to discourage misbehaviour on the
property, patrol and protect the property against fire, theft, vandalism and
illegal activity.
Today we are alarmed to notice misbehaviour, theft and illegal activity
carried on by the very security guards to whom we should look upon for
help.
1. There are about 400 private security agencies operating in Pune.
Out of them only 140 are licensed agencies ad the remaining are doing their
business illegally.
2. In these 400 private security agencies, more than 70,000
employees are working as security guards, supervisory staff and other
officials.
3. It is mandatory to verify the credentials including criminal
background and the antecedants of these employees. However there are no
proper police verification since the addresses of the security agencies are
incomplete.
4. The salaries paid to the employees are not as per the Mah.
Minimum Wages Rules 1963 revised from time to time tilldate.
5. Since they are paid low slaries , like a monthly salary of
Rs.1,500/- (for a guard working for 12 hours a day) such a low salary leads

the guard to earn the money by other means. In some cases these guards
are involved in committing thefts to meet their financial requirements.
6. This is an unorganized sector. Problems faced by the guards are
not solved as per the laws of the land. Minimum wages, other benefits
like GPF, ESI, injury while on duty, death, leave salary, bonus, increments,
pensionery benefits are not given to them by the employers.
These need to be streamlined by some Regulatory Body.
The licensees are also not organized. They do not have their Apex
body who could control them. There is a cut throat competition amongst
the licensees for securing job assignments. In the process of getting jobs
from different business establishments, the licensees engage cheap labour,
ultimately affecting the quality of their work and compromising on the
professionalism.
The training part to the guards is totally neglected. The guards are
not conversant with the techniques of checking. Laxity in checking and
frisking are noticed in some cases, Some agencies are not fully equipped
with the sophisticated electronic gadgets and security equipments.
