• Accessibility – Ensure accessibility to goods, services -including public services- and
assistive devices for people with disabilities.
• Participation - able to fully exercise their fundamental rights as regards European
citizenship
• Equality - active policies to promote equality at European level and in Member States
• Employment - number of disabled workers in the traditional labour market to be
increased
• Education and training - benefit from an accessible education system and lifelong learning
programmes
• Social protection - compensate for the income inequalities, risks of poverty and social

DECISION No 1350/2007/EC OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL

issues at stake for people with disabilities.
• It is also establishes the EC Health
Programme.

• The Council of Europe adopted in 2006 a
Disability Action Plan 2006-2015 addressing
participation in political and public life,
education, information and communication,
employment, personal care, accessibility of
the built environment and transport.

disability
• Recommendation CM/Rec(2009) 6 of the
Committee of Ministers to member states on
ageing and disability in the 21st century:
– Promoting autonomy and an independent and
active life
