P3O is a model to deliver
your change initiatives
more effective and efficient.
If projects and programs
are the villages and cities,
the P3O model is
connecting these, providing
a structure (the roads)
delivering the right
information and knowledge
in every place and at each
level.
3. Plant some seeds…
It could start with just one office/department or
person supporting a project or program
collecting the best practices, templates, tools
and (resource) information relevant for each
project when you would start one.
An effective way to include others and adding
value to at first portfolio/project managers is
using their (informal) network meetings within
your organisation
It is a pragmatic Bottom Up approach.
4. Check the environment
Use the P3O model to identify your environment.
Which functions and services are available, by
whom and where. Look at the big picture,
however start with small steps.
Do project/program/portfolio managers and
decision makers get the right information?
When, how? Is it accurate. Is it what they
require?
From P3O perspective you will also analyze the
information flow and whether the timing of each
step is logically when you look at e.g. when
Board meetings take place.
5. Take time to grow…
Can I use P3O if I don’t want to build
this structure from strategic
perspective?
Yes. In practice the P3O model starts
‘as is’ and as an initiative by someone
who sees value in using the model.
This is not always ‘top down’.
When benefits of the adjustments of
the existing P3O model are visible and
aknowledged other departments and
top level might become interested in
using it. The organic way of using the
P3O model.
So you can start small, however it is
useful to identify the ‘as is’ state of your
P3O model throughout the
organisation, identify the main issues,
and to have a picture of what you
would like your model to be in the
future.
