2. Introduction
 An executive who has worked to promote telemedicine in Japan, the Cape
Verde Islands, and other locations worldwide, Dr. Peter (Pete) Killcommons
serves as the CEO of Medweb, a medical device and software firm based in
San Francisco. Additionally, Dr. Peter Killcommons is a member of the
American Telemedicine Association (ATA).
In early 2019, ATA assembled select members from its Telebehavioral Health
Special Interest Group to form a workgroup to formulate recommendations
regarding recent legislation affecting telehealth prescribing practices. No later
than October 24, 2019, the special registration process for telehealth
prescribing will be enacted by the U.S. Attorney General, and in response the
workgroup has developed recommendations for best practices.
The group recommends that there be separate and distinct DEA registrations
to delineate the difference between traditional prescribers and telehealth
prescribers. It also suggests that telehealth sites, as well as prescribers who
work in these settings, should be eligible for DEA registration. Additionally, the
workgroup recommended that prescribers have the opportunity to apply for
DEA registration across multiple states at the same time.
