DIGITAL COMPETENCES
CATEGORY PROS CONS SOLUTION / PROPOSAL
Education Teachers
The teacher would be able to teach in a personally
way according to student's way of learning.
Teachers would be needed to be qualified in digital
knowledge.
According to their subjects, every teacher should be
to update with programs to teach his or her subject
by using ITC.
The teachers should be required to use pedagogical
techniques.
The teacher could use this tool so the students can
obtain further more knowledge.
We can apply any kind of technology we want to for
their development.
They are going to provide their knowledge in
technology.
They could share many tools to improve the
academic skills in students and the classes.
The way to teach should be the properly, neat and
sophisticated.
Teachers will manage usage technology during
their classes.
They have to take courses for updating related with
technology.
In some cases the teachers leave
students just playing around with the lap-
tops, tablets, etc. instead guiding them.
Not all the teachers are able to teach
about technology.
Some teachers do not have the capacity
of solving problems during the class.
It would be difficult for a teacher who
works in a school where the equipment is
not suitable.
The teacher has to know how to work with
technology to teach their students.
Teachers must be up to date constantly in
order to follow up the technology
advances.
The teacher would pay their computer
courses every time.
Teachers have the responsibility to teach
basic skills for easier development of the
students at the time of facing any
encounter with technology.

DIGITAL COMPETENCES
CATEGORY PROS CONS SOLUTION / PROPOSAL
Education Students
To give the possibility to develop their competences
and knowledge about this media.
Preparing them for a world that is becoming more
and more digital even as we speak.
It would be possible to have e-learning.
Students would be able to develop and discover
their technological skills and understanding.
Students will be able to complete their homework
without any problems and charge free.
The students won’t have a problem to access
information and complete the task the teacher’s
assign for the classes.
The student use Google scholar as the main page
so students can find correct information from
reliable sources such as PDFs and further more.
They will be able to solve problems, to handle
sophisticated stools, and to create and innovate
devices.
Students would search information on the web with
the tools that teachers have been teaching with total
responsibility.
Students will save money because most the
homeworks going to be digital.
Student will be more capable to use the technology
in different subjects.
The students use the computers there
with a limited access (having blocked
Facebook, Twitter, and any other social
media).
Some students are no interested to learn
and develop their education technology.
They usually waste their time doing other
things in class (surfing on networks).

DIGITAL COMPETENCES
CATEGORY PROS CONS SOLUTION / PROPOSAL
Education
Educational
system
The digital competence should be mandatory in the
educational system.
The digital competence should be mandatory in the
educational system and also it should be required
for teaching at any specific study field.
ICT as a separate compulsory subject in early
education.
Workshops for students and teachers in order to
achieve an ICT Driving license certification for them
increasing their chances of employment.
Teaching the basics about ethical and legal aspects
of ITC (intellectual property, rights, spam, etc.)
through a training program.
Changes in the use of technology.
They’ll have access to reliable information in order
to learn better the topics seen in the sessions with
the professor.
The technological resources that Mexico provides to
all educational levels would be used properly.
Not all the people are willing to become
digital literate (some senior citizens).
Poor initiative related to challenges in
technology development.
Inequalities in the use of technology.
Educational needs are different in every
state.
Educational technology is not in the
curricula.
Developing a digital competence is not in
the law.
The School will get extra money in order
to pay for the lack of funds.
If the technology were not transmitted
correctly, the use of it would be manage in
different aspects that would not be
educational.
Cyber School
Public Policy
Political and cultural activities are different
in every state.
Health Services Changes in the health services.

DIGITAL COMPETENCES
CATEGORY PROS CONS SOLUTION / PROPOSAL
Infrastructure
Increasing the digital penetration in isolated areas.
Creating digital kiosks in rural and poor areas free
of charge.
The technology will increase in the classrooms and
will help the students to have a higher education.
Lack of infrastructure or it is inadequate.
There is not Internet connectivity in all
schools.
Not all the people have access to the
Internet nor do they have a computer.
Great differences in the states, even in
the cities of the same state.
There is more ICT infrastructure in the
universities than in primary, secondary or
high schools.
Lack of technology.
Poor access (low connections) to the
internet.
Not all people have access to the Cyber
School, they have to pay a fee.
Schools will need to make a big
investment to buy the equipment,
electricity and more in order to reach the
academic goal we want to achieve.
Not all the computers are updated.
Some schools do not have access to
internet or the internet is low
The government just helps some schools
with devices.
To supply electricity: to provide
a full coverage of electrical
power in the areas where it
lacks.
To invest more time and
money in helping those
schools to bring their digital
infrastructure up to date with
current standards.
Internet should be available
countrywide.

DIGITAL COMPETENCES
CATEGORIES PROS CONS SOLUTION / PROPOSAL
Financial
People from outside can use the facilities for a fee;
this way, the School will get extra money in order to
pay for the lack of funds
Students will save money because most the
homeworks are going to be digital.
Low budget
Big investment on ITC
Poor economy
It requires a really big investing for the
schools to buy the equipment and the
facilities to be built, plus a little investment
every month for maintenance.
Human Resouces
(Technical expertise will be required) Teacher training
Social Benefit
The digital literacy in Mexico would increase.
It would reduce the digital divide.
It would also encourage the autonomous e-learning.
Universal Internet access to benefit the
development of the nation.
Citizens will learn to identify the most essential skills
to improve their professional lives.
Citizens can learn to identify the skills to improve
they are lacking and research for further skills
development and learning opportunities.
We can apply digital technologies to achieve goals
related to work, employability, learning leisure,
inclusion and participation in society.
Having the necessary digital competences can
increase the employability in Mexico because
schools can offer adequate career guidance.
Changes in the social environment.

In some cases the teachers leave students just playing around with the lap- tops, tablets, etc. instead guiding them. Not all the teachers are able to teach about technology. Some teachers do not have the capacity of solving problems during the class. It would be difficult for a teacher who works in a school where the equipment is not suitable. • 4.   DIGITAL COMPETENCES CATEGORY PROS CONS SOLUTION / PROPOSAL Education Students To give the possibility to develop their competences and knowledge about this media. Preparing them for a world that is becoming more and more digital even as we speak. It would be possible to have e-learning. Students would be able to develop and discover their technological skills and understanding. Students will be able to complete their homework without any problems and charge free. The students won’t have a problem to access information and complete the task the teacher’s assign for the classes. The student use Google scholar as the main page so students can find correct information from reliable sources such as PDFs and further more. They will be able to solve problems, to handle sophisticated stools, and to create and innovate devices. Students would search information on the web with the tools that teachers have been teaching with total responsibility. Students will save money because most the homeworks going to be digital. Student will be more capable to use the technology in different subjects. The students use the computers there with a limited access (having blocked Facebook, Twitter, and any other social media). Cyber School Public Policy Political and cultural activities are different in every state. Health Services Changes in the health services. 5
  • 6.   DIGITAL COMPETENCES CATEGORY PROS CONS SOLUTION / PROPOSAL Infrastructure Increasing the digital penetration in isolated areas. Creating digital kiosks in rural and poor areas free of charge. The technology will increase in the classrooms and will help the students to have a higher education. Lack of infrastructure or it is inadequate. There is not Internet connectivity in all schools. Not all the people have access to the Internet nor do they have a computer. Great differences in the states, even in the cities of the same state. There is more ICT infrastructure in the universities than in primary, secondary or high schools. Lack of technology. Poor access (low connections) to the internet. Not all people have access to the Cyber School, they have to pay a fee. Schools will need to make a big investment to buy the equipment, electricity and more in order to reach the academic goal we want to achieve. Not all the computers are updated. Some schools do not have access to internet or the internet is low The government just helps some schools with devices. To supply electricity: to provide a full coverage of electrical power in the areas where it lacks. To invest more time and money in helping those schools to bring their digital infrastructure up to date with current standards. Internet should be available countrywide. 6
  • 7.   DIGITAL COMPETENCES CATEGORIES PROS CONS SOLUTION / PROPOSAL Financial People from outside can use the facilities for a fee; this way, the School will get extra money in order to pay for the lack of funds Students will save money because most the homeworks are going to be digital. Low budget Big investment on ITC Poor economy It requires a really big investing for the schools to buy the equipment and the facilities to be built, plus a little investment every month for maintenance.
