David Paschane is an applied organizational scientist,
business leader, and a veteran medic of the Army
National Guard. His early career was with the National
Institutes of Health, concentrating on behavioral and
organizational risk mitigation. His innovative handling of
behavioral data to influence human risks earned him the
1996 DHHS Award for Excellence. Dr. Paschane advised
federal leaders, and successfully lobbied state legislatures
on business and system reforms.
Dr. Paschane developed a notable methodological and
technological architecture, Performance Architectural
Science Systems (PASS), to assess and engineer business
capabilities, while anticipating embedded risks. His
PASS cases include multi-million-dollar savings and risk
reductions through operational streamlining, decision
accuracy, efficient learning, and augmented productivity.
His subsequent instrumentation is effective for risks in
business transformations and mergers.
David brought PASS to the U.S. Department of Veterans
Affairs (2004-2013), and worked with political appointees
interested in making critical reforms. At the VA, he led
several major initiatives to understand Veterans outcomes
(including P.L. 108-454, sec. 211), and influence VA
operations that affect services to Veterans. His innovative
PASS work at VA was featured in Computerworld
Magazine, and he received their 2014 Premier 100
Leader Award.
David is married and raising three boys in the Washington
DC metro area. He volunteers as the Chairman of the
National Eagle Scout Association for the National Capital
Region, where he is modernizing the career advancement
strategies among fellow Eagles.

Christopher Neiweem is an American Lobbyist and Iraq
War veteran who has significantly shaped the political
and policy landscape at the state and national level
over the last decade. He founded Neiweem Group LLC,
a Washington DC-based government relations and
communications firm in order to achieve favorable public
policy outcomes for his clients on matters of personal
belief and dedication. He is now the
Vice President of Government Affairs for Next Veterans.
Mr. Neiween is a writer, coalition builder, leader, and
visionary that believes smart citizenry can change
society. He has impacted policy across a broad array of
American industry to include: aviation safety, healthcare,
education policy, defense, federal budget policy, taxes,
political campaigns, emerging tech, veterans benefits,
foreign policy and economic issues. He has been featured
on FOX News Channel, CNN, Fox Business Network, RT
America, I-24, NBC Dallas, The Washington Post, U.S.
News and World Report, Military Times, NewsDay. The
Dallas Morning News, Full Measure with Sharyl Attkisson.

He has testified in front of the U.S. Congress numerous
times in both the House and Senate and been at the

a Bachelor’s Degree in Political Science and minor in U.S.
History from Northern Illinois University, and a Masters
Degree from the University of Illinois at Springfield
