This presentation proposes a collection of key words as Success Factors for territorial development at local and regional dimension. It can be used as reflexion basis for designing territorial development policies.
Don’t plan to much ! Just plan enough to be able to identify opportunities when they “pass by” and take profit of them. Try to be optimally opportunistic. It’s possible if you have a clear vision for your territory and share it with the stakeholders.
Networking allows you to: generate ideas mobilize people identify synergies Networking is the life insurance of the Regional Manager.
A good observation dashboard allows you to: identify opportunities be aware of external factors of influence, which don’t depend of you but can be responsible of the success / failure of your projects (laws, political situation, elections, people, finances, …) It’s no use to launch a project if the set of external factors is not favorable. External factors, positive or negative, change over time.
Regional Management must cope with 2 types of behaviour: - Low profile in the region: modest, coaching spirit, support, … - High profile out of the region: promotion, positive image, … Strange but you must live with it!
The stakeholders are waiting a lot from the regional management’s office. It’s important to be able to say “NO” and select actions according to their contribution to the regional vision.
You can’t fight against the external factors. You can just wait till their situation improves. Risk of burn-out! Be ready to use “windows of opportunities” because you cannot decide if and when a project starts.
There are many methods for planning, facilitation, moderation, negotiation, mediation, conflicts transformation, etc. Use them, knowing that in Regional Management 20% of your efficiency comes from methodological knowledge and 80% from instinct and experience.
Theoretical powers are given i.e. by Constitution, laws, … Real powers are given by money, charism, family, belonging to powerful groups, … Never forget that it is easier for somebody to destroy than to build!
I tell you that it is not a princess! Are you sure I’m wrong ? If so, please look at the drawing upside down. Respect all opinions and statements and try to understand them, knowing the point of view of who expresses them.
And never forget fun! Mostly because in regional management you work a lot with volounteers.
Information / knowledge is the only good, which multiplies when it is used! Richness of interactions also means communication. Regional Management being a task of public interest, it must be comunicated.
Regional Management should aim at developing “learning regions”. Learning spirals should be created at all levels in order to foster innovation. This slide presents a typical learning process, which can be implemented in regions / territories. It is also valid for enterprises. Eventually all success factors of regional / territorial development can be summarized in one central word: “CURIOSITY”. Curiosity arises with the confrontation to new data, the acquisition of which is done by observation. Curiosity leads to exploration and finally to knowledge development. This knowledge must then be spread into the territory and used itself as new data and so on. The Regional Management should be a producer and disseminator of new data in order to foster curiosity at all levels of stakeholders, and eventually to foster innovation.
