What is Morale ? 
 Morale is defined as a group 
phenomenon consisting of patterns of 
attitudes of members of the group. 
 It refers to spirit of organisation. 
 It deals with attitude towards work for 
accomplishment of organisational 
goals.it represents a composite of 
feelings ,attitudes & sentiments that

• The central government has passed a number of 
Acts for the upliftment of the workers 
• It also administers the implementations of industrial 
and labour laws 
• The important Acts that incorporate measures for 
welfare of workers are :Factories Act, Maternity 
Benefits Act, Plantation Labour Act etc 
• The government also provides housing ,medical 
care, canteens, educational aid etc.
• The State Governments run health centers, 
educational centers ,etc 
• They also keep a vigilance on the employers 
that they are operating the welfare schemes 
made obligatory by Central government or 
State Government 
• They are empowered to appoint approprite 
authorities for the enforcement of welfare 
provisions
• Many employers provide voluntarily welfare 
facilities including residential accomodation, 
medical, transport facilities, reading rooms, 
scholarships to children of workers, patronise 
teams etc 
Trade Unions & Charitable Org. 
• These are used to raise the welfare of workers 
,some of these provide sports and educational 
facilities

 Section 42-49 of the Factories Act,1948 
contain specific provisions relating to 
welfare of labour in factories 
 Section 42-45 apply to all factories 
irrespective of the number of workers

 Section 46-49 are applicable to factories 
employing more than a specified 
number of workers .

In every factory following facilities be 
available: 
a) Adequate & suitable facilities for 
washing be provided 
b) Separate & adequately screened 
facilities for male & female workers 
c) Such facilities be conveniently 
accessible & kept clean
 The State Government provides facility 
for suitable places for keeping clothes 
not worn during working hours & for 
drying of wet clothes. 
 In every factory, arrangements for sitting 
shall be provided & maintained for all 
workers obliged to work in standing position 
for resting.
 First Aid Boxes or Cupboards equipped 
with prescribed contents and 
maintained & shall not be less than 1 for 
every 150 workers at one time working in 
the organization. 
 If more than 500 workers there an 
ambulance room must be provided with 
medical & nursing staff readily available 
all the time during working hours of the 
factory.
 The State government makes rules concerning 
canteens in factory with more than 250 workers at 
a time that include: 
a) Date by which such canteen be opened. 
b) Standards w.r.t Construction,accomodation, 
furniture & other equipments of canteen. 
c) Food Stuffs to be served & charges 
d) Constitution of Managing Committee for 
Canteen 
e) Items of expenditure in running of canteen 
which are not to be taken into account in fixing 
the cost of food stuff & which shall be borne by 
employer.
 If >150 workers then adequate shelters, 
rest rooms & lunch rooms must be 
provided with provision of drinking water. 
 If >30 women workers are ordinarily employed there 
shall be provisions for rooms for use of children under 
age of 6 years, this room shall be under the charge of 
well trained women taking care of infants and 
children.
 If number of workers >500 then occupier 
shall employ in the factory such number 
of welfare officers as may be prescribed. 
 The State Government may prescribe 
the duties , qualifications & conditions of 
these officers.
How can you justify the
