- IN ADDITION TO THE REPRESENTATIBE FROM EACH OF THE STATES: A RESIDENT COMMISSIONER FROM THE COMMONWEALTH OF PUERTO RICO & DELEGATES FROM THE DISTRICT OF COLUMBIA AMERICAN SAMOA GUAM THE VIRGIN ISLANDS ARE ELECTED PURSUANT TO FEDERAL LAW THE RESIDENT COMMISSIONER IS ELECTED FOR A 4 YEAR TERM, AND THE DELEGATES, ELECTED FOR 2 YEAR TERMS THEY HAVE MOST OF THE PREROGATIVES OF REPRESENTATIVES INCLUDING THE RIGHT TO VOTE IN COMMITTEES TO WHICH THEY ARE ELECTED. HOWEVER, THE RC AND THE DELEGATES DO NOT HAVE THE RIGHT TO VOTE ON MATTERS BEFORE THE HOUSE.

- If the process operates on schedule, the thirteen regular appropriations bills should be enacted by October 1--the start of the new fiscal year. When Congress fails to enact all of these bills on time, it provides interim funding in a Continuing Resolution (CR).
