Presentation by Tom Zeppenfeldt from Ophileon on the Open Reporting Data Exchange, a platform to share open data which is integrated with a monitoring and reporting tool.
Ordex serves as a source for open data for visualization and is currently being rolled out in Rwanda, Burundi and DRC
3. Why Ordex?
Pain Relief (≠ panacea)
Lots of money (up to MM) & time (up Generic, cloud hosted, flexible for
to Ys) are spent on bespoke planning, max 3 promille of (project
monitoring and reporting (PM&R) /programme) budget with 90+ % of
systems. functionality.
No way to easily discover / exchange Growing library, easy
/ compare data. discovery, standard export/imports.
Data conversion difficult and labour Single format, conversion not
intensive. necessary.
Duplication means choosing between Converging, crowd-rated open
unknown alternatives. Everybody datasets. Moving towards
collects again. specialization in data collection.
4. Data : content varies, structure doesn’t (well, for at least 95 % of data)
Expected rainfall in May 2013 in Ruzizi District is 185 mm
Targeted income for farmer households from agriculture in Sikasso Region for
2015 is 3,000 USD
Realized number of producers in Maize – Kyatenga in 2012 is 7,421
Planned number of women trained in accounting in Peshawar in 2011 was 25
Estimated CO2 emission for China in 1992 is 2,960,000 kt
Calculated turnover for MaizeMill Ltd. for Q3 - 2010 is 34,621 USD
Projected health service quality score for Comoe Province in 2015 is “Good”

7. Ordex : implementation in Catalist2 (2012- 2016 : Rwanda, Burundi, DRC)
Objectives
Promote the intensification of sustainable agricultural production
Strengthen farm-to-market linkages
Expand marketing opportunities for agricultural products
Promote the improvement of regional economic collaboration
By 2016
Large scale application of ISFM techniques
Improved food security situation
Increased income from surplus production of commodities
Linking smallholder production to SME and agro-food companies
1,000,000 farmer households in about 200 “agro-business clusters”
Ophileon
Support for indicator definition and data collection work plan
Provide hosted platform for PM&R (Ordex)

14. Ordex : pros and cons (“business case”)
Development organizations / projects / NGOs
Spend less on PM&R (tooling). Spend more on other things.
Better data-quality leads to better decisions and less failure.
Better p.r. through transparency. Helps to get things funded.
Additional training (using Ordex) and consulting (indicator definition)
Transparency also means risks that need to be managed.
15. Ordex : Challenges
Technical / Development
High performance vs. generic vs multi-dimensional
Code quality & documentation
API development
Search index optimization
UX improvement
Organizational
More people on board
Embedding in larger structure
Financial
Current development funded by Catalist (30%) and Ophileon (70%)
Additional funding needed, preferably from clients
16. Ordex : Challenges (continued)
Policy
Will data really be open?
Who is ready to share?
Conceptual
Indicator / variable definition is key. “a piece of cake”
Generic concepts are a challenge, also marketing-wise
17. Ordex: Summary
Generic, cost efficient platform for PM&R
Fast (faceted) search and information discovery
Multi-dimensional data-entry, dynamic dataforms
Flexible report generator
Content available as open data for maps, graphs , apps
Implemented in Rwanda, Burundi & DRC
Enough challenges to keep us busy .. any help appreciated
