White Paper will seek to balance these priorities:
Highlight opportunities for stakeholders to mobilize now
Devise additional proposals and launch engagement plan
to further refine/create action proposals
Government and Engage NS actions that align with
oneNS goals may be acknowledged, but the primary
message will be to build/strengthen
networks/initiatives from within sectors and
communities.
Mandate to create plan comes from oneNS Commission
4. Attitude: embracing a “change” agenda

• Public engagement plan, to follow release of White
Paper, will draw feedback and help Nova Scotians to
“own” the Comprehensive Development Plan.
• Effective, long-term public policy change is most
successful when an environment for change is
enhanced through public engagement, buy-in and
the participation of the people who need to
lead the change
5. A call to action for Nova Scotians

• “What have you done for Nova Scotia today?”
• Through the examples of successful
programs/models etc. in White Paper, other sectors
and communities will be urged to launch their own
“Collective Impact” initiatives. Now or Never.
• Government will play a supporting role in targeting
oneNS Commission goals, but leadership must come
from sectors and communities as well.

7. Coalition leadership

• If the Coalition hopes to convince Nova Scotians to
lead by example, and to embrace collective impact,
then the Coalition must lead by example.
• A successful plan will function as a living document
that rises above and beyond short-term political,
geographic and sectoral agendas. It will produce a
broad, long-term common agenda to grow Nova
Scotia’s economy and energize/renew its population.
