As one of Florida’s largest seaports and a prominent economic driver for Manatee County
and the extended region, Port Manatee has been a prime source of attracting new businesses
and high-wage jobs.
It is an honor to enter my first year as chair of the Manatee County Port Authority, with the
opportunity to expand upon my endeavors as a port authority board member in collaboration
with port staff, tenants and customers.
Looking forward, we continue to focus on diversification while working together with
the county to capitalize upon the port’s significant assets, which include nearly 5,000 acres of
developable land near the port and Interstate 75.

As a dependent special district created by the Florida Legislature, Port Manatee’s governing body
is the seven-member Manatee County Port Authority (MCPA). Members serve four-year staggered
terms, with annual election of officers. The authority sets policy and approves major expenditures
for Port Manatee. It consists of the seven members of the elected Manatee County Commission,
but with distinctly separate officers and financial accountability.
Serving dual roles as port authority members and county commissioners provides a unique
understanding of the port’s $2.3 billion annual economic impact and motivates a commitment to
ensure economic health and competitive viability.
The MCPA board meets on the third Thursday of each month at 9 a.m. at the Port Manatee
Intermodal Center. Meetings are open to the public.

Dear friends, colleagues, stakeholders and future stakeholders:
2016 was a record year for Port Manatee and, looking forward, we expect this favorable trend to continue.
Container volumes are up, with tonnage and revenue both on the rise, underscoring Port Manatee’s role as a
leading economic engine in Manatee County, continuously focused on development and job creation.
Looking back on this past year, some major accomplishments include:
•	 Air Products has shipped three massive LNG heat exchangers through the port, proving 		
Port Manatee’s exceptional capabilities for moving oversized and heavy cargo;
•	 The south gate entrance has been modernized and widened to support such project cargo;
•	 Fuel operations at Port Manatee are a significant part of further growth and expansion;
•	 Longtime tenant Del Monte has signed a lease extension to keep its fruit imports coming into
Port Manatee for up to 20 more years;
•	 Port Manatee has begun receiving shipments of prilled sulphur, a new commodity for the port;
•	 The Port Manatee Intermodal Center building has been equipped with a state-of-the-industry
Emergency Operations Center, prepared to serve Southwest Florida;
•	 And the port has received a comprehensive master plan update providing a strategic vision and
framework for continued diverse growth as the Port of Southwest Florida.
We are building upon our focus on marketing the port internationally, concentrating on diversification
and offering our customers global supply chain solutions, while further enhancing our vital role in the local
economy.
At the same time, we continue to invest in our infrastructure and attract new business to the port and
surrounding areas.

Port Manatee’s day-to-day operations are managed by a dedicated team of trade
and transportation professionals. Port senior staff members combine to offer more
than a century of experience moving cargo on Tampa Bay. Port Manatee executives
understand the unique features and benefits of the Tampa Bay region’s maritime
community and are deeply engaged in the ever-changing world of international

Port executives are responsible for the movement of approximately 8 million tons of
cargo each year without the benefit of ad-valorem tax support, depending instead

Port Manatee continues to diversify
Port Manatee continues to enhance its role as a diverse global gateway, advancing numerous key initiatives
in 2016. Here are some of the most significant recent developments.
Port Manatee handles shipments of massive Air Products heat exchangers
Demonstrating its exceptional capabilities for moving oversized and heavy project cargo, Port Manatee has
handled shipments of three nearly 500-ton liquefied natural gas (LNG) heat exchangers manufactured at
the Air Products production facility just across U.S. 41 from the port.
These massive units, measuring about 15 feet in diameter and 180 feet in length, were transported in
September and October 2016 from the Air Products Port Manatee facility across the highway and directly
onto the port’s Berth 12, where they were loaded onto a vessel for shipment.
Air Products, the world’s leader in LNG
technology and equipment, chose the
Manatee County location due to its
immediate proximity to Port Manatee and
easy access to the berth, as well as elimination
of constraints caused by the size of LNG heat
exchangers.
The 32-acre Air Products Port Manatee facility
started production in January 2014 and rolled
out the first completed LNG heat exchanger
in September 2016.

Port Manatee master plan update sets
course for growth of Port of Southwest
Florida
The 2016 Port Manatee Master Plan Update, finalized in
2016, projects cargo volume through Port Manatee will
more than double over the next 10 years.
The comprehensive study report provides a strategic
vision and framework for continued diverse growth of
the Port of Southwest Florida for the coming decade and
beyond.
Port Manatee inks Del Monte lease
extension
Port Manatee has signed an agreement to keep Del Monte
fruit coming into the Florida Gulf Coast port for as many
as 20 more years.
Del Monte Fresh Produce N.A. Inc., which has imported
fruit into the port since 1989, is now signed to a lease
extension with Port Manatee through Aug. 30, 2021,
with options for three additional extensions of five years
each. If all options are exercised, Del Monte will be doing
business at Port Manatee until at least 2036.
One of the North America’s largest marketers and
distributors of fresh produce, including as the world’s
No. 1 fresh pineapple marketer, Del Monte deploys
refrigerated vessels weekly importing bananas and
pineapples from Central America via containers and
pallets. Export cargo includes linerboard used for
packaging, as well as various third-party containers and
project cargos.
Since 1989, Del Monte has moved 8.7 million short tons of
cargo through Port Manatee, while Del Monte’s Southeast
distribution center at Port Manatee has flourished to
become the company’s second-largest U.S. facility.

Nearly 2,500 tanker trucks enter Port Manatee per month to pick up fuel for RaceTrac stores.

The report recommends a five-year, $126 million capital
improvement and maintenance plan, supported by
numerous state and federal funding sources.
Detailing multiple growth scenarios, the report projects
cargo tonnage moving through Port Manatee to increase
at an average pace of 8.3 percent per year for a total gain
of 120 percent over the course of the coming 10 years
Containerized cargo imports are anticipated to continue
dynamic growth, with a further boost if the port attracts
additional container carrier service.
Port Manatee is seen maintaining its critical role as a hub
for supplying Southwest Florida with gasoline, while
larger volumes of construction materials are expected
to be shipped into the port to meet demands of
regional growth, with population of the port’s 20-county
hinterland, which attracts more than 60 million annual
visitors, seen reaching 10 million residents in 10 years. In
addition, the report cites potential for exports to a post-
embargo Cuba, as well as imports of vehicles.
The plan update, completed in accordance with state
mandates for all Florida seaports, was conducted by an
independent team of consultants led by AECOM.
Port Manatee fuel operations
expanding
Fuel operations at Port Manatee are undergoing
significant expansion, with additional capacity and
a long-term contract extension expected to further
increase liquid bulk cargo volumes at the port while
supporting growth of RaceTrac Petroleum Inc.’s Florida
presence.
An 80,000-barrel tank is slated to re-enter service in mid-
2017, to bring total active capacity of TransMontaigne
Partners L.P. at Port Manatee to 1.5 million barrels.
In conjunction with the tank recommissioning,
TransMontaigne’s entire light oil contract at Port Manatee
is being extended for five years from the date the tank
goes back into service.
In the fiscal year ended Sept. 30, 2016, Port Manatee
received 4.5 million barrels of petroleum products, more
than three times such volume in the preceding 12-month
period. (One barrel of fuel equates to 42 gallons of
capacity.) Even without the capacity increase, as many as
2,500 tanker trucks a month now depart the port.
The Port Manatee Intermodal Building is home of the International
Trade Hub at Port Manatee.

International Trade Hub hosts
first workshop
The International Trade Hub at Port Manatee,
founded in 2014, serves as an incubator for global
commerce and technological innovation. Currently, 15
companies are located at the International Trade Hub
while exploring international trade opportunities.
The hub hosted its first workshop at the Port Manatee
Intermodal Center in 2016. Additional programs also
are planned in Europe and Latin America.
Port Manatee opens new
Emergency Operations Center
Port Manatee’s new Emergency Operations Center is prepared
to serve Southwest Florida in the event of a security-related
incident.
The operations center, located in the Port Manatee Intermodal
Building, was completed in early September 2016 thanks to
federal port security grant funding. The center is configured
with 50 desks and extensive communications networks to
facilitate multiagency response.
South gate modernization project
is complete
Offering enhanced capabilities for movement of oversized
cargo, Port Manatee’s newly expanded south gate complex is
now open.
The $1.1 million project, which features new gates, guard
kiosk, canopy and lighting, as well as reconfigured security
fencing, was completed in November 2016.
Widened entry and exit lanes facilitate safe, efficient
accommodation of extra-large project cargos, including
massive liquefied natural gas heat exchangers being
manufactured at the Air Products Port Manatee facility across
U.S. 41 from the port.
The modernized Port Manatee south gate complex
facilitates easy access for oversized project cargo.
The Port Manatee Emergency Operations Center is well-
equipped to provide for regional response.

Looking into the future
Prepared for growth
Port Manatee is moving forward with a major port infrastructure program to include enhancements and
renovations of berths and warehouses.
The successful diversification of cargo is expected to continue with a broader spectrum of import and
export cargos handled at the port.
Because of growth in produce, perishables and tropical fruit, Port Manatee sees the need to expand
and maximize cold storage facilities, as well as add further infrastructure to accommodate increasing
containerized cargo activity.
Growth in ship repair services bodes well for the future and is a key catalyst in attracting new vessels and
companies to the port.
Due to the increase in population in Southwest Florida, the port expects to see growth in a variety of
cement component products necessary for road construction, while handling greater volumes of prilled
sulphur, a commodity used in the production of fertilizer.
Port Manatee’s Berth 9 has undergone extensive rehabilitation.

Port Manatee is a multipurpose deepwater seaport on Tampa Bay serving bulk, breakbulk,
container, heavylift/project and general cargo customers with the highest level of customer
service, quality care and efficiency.
Consisting of 1,100 acres, Port Manatee is supported by nearly 5,000 acres of largely undeveloped
land located just outside the port’s gates. With room to grow, extensive development incentives
and a rapidly expanding consumer base at hand, Port Manatee offers significant benefits to

Ideal location
Tampa Bay ranks among the fastest-growing metropolitan
areas in the nation, while Florida has surpassed New York
to be the third-most-populous U.S. state, behind only
California and Texas.
Port Manatee is ideally situated near the entrance to Tampa
Bay in west-central Florida, along the Gulf of Mexico. It
is the closest U.S. deepwater seaport to the expanded
Panama Canal and Cuba’s Port of Mariel, as well as one of
the nearest to burgeoning Mexican manufacturing centers.
Florida’s largest concentration of distribution centers can
be found within a short drive from the port.
More than 8 million Florida residents live within a two-
hour-drive of Port Manatee, and the majority of Florida’s
nearly 115 million annual visitors may be found within a
three-hour drive.

Port Manatee’s scale house is available 24 hours a day with advance

Port Manatee is just 12 miles from the
Egmont Key pilot station, including 2.95
miles from the intersection of Cut B with the
main Tampa Bay Shipping Channel.
The channel and berthing areas are
maintained at the design depth of 40 feet at
mean low water. The channel width at the
toe of slope is 400 feet. The turning basin
has a diameter of 1,300 feet, capable of
accommodating Panamax vessels.

Multiple initiatives are in place in and around Port Manatee to encourage
development by businesses seeking to capitalize upon proximity to
the port and its facilities. Both new projects and expansions of existing
facilities are supported by these initiatives.
Florida International Gateway
Improvement District
The Florida International Gateway Improvement District is located
on Tampa Bay and is inclusive of Port Manatee, east to Interstate 75,
extending from the Manatee County line on the north to Buckeye Road
on the south.
The district generates revenues for the port area from tax increment
financing. This does not mean taxes are higher, just more of the dollars
generated stay focused on this specific area of the county. These dollars
are deposited into the Port Manatee Improvement Trust Fund and may
be used for a variety of port-related activities in the district.
Port Manatee encourages business development
Planned Development
Encouragement Zone
Manatee County has established
the Planned Development
Encouragement Zone (PDEZ) to
facilitate preapproval of a variety
of land uses for local property
owners. The PDEZ encourages port-
compatible development on vacant
lands in the vicinity of Port Manatee
and provides an entitlement with
no expiration date. This makes
properties marketable for a wider
variety of uses without worry of
expiration of entitlements. This
district is available to all property
owners in the area.

Regional impact exemption
Lands within 3 miles of Port Manatee are granted automatic
exemption from State of Florida Developments of Regional
Impact (DRI) program requirements. This exemption can
furnish significant time and cost benefits.
Rapid-response permitting
Expedited review of all county permitting related to building
and development in the Port Manatee area is provided by the
Manatee County Economic Development Team.
Economic development incentive grants
An economic development incentive (EDI) grant program is
available to companies creating a minimum of five high-wage
jobs. The amount of the grant is customized based upon the
number of jobs created and the average annual wage and is
paid based on performance over a five-year period.
Transportation impact fee
incentive
The transportation impact fee incentive provides
relief from road impact fees to expanding, new
or relocating businesses that create at least five
quality jobs meeting standardized criteria within
the area of Port Manatee.
Foreign-Trade Zone No. 169
Qualified businesses may benefit from extended
privileges provided by Port Manatee’s Foreign-
Trade Zone No. 169, as detailed in the preceding
section.

Foreign-Trade Zone No. 169
A Foreign-Trade Zone (FTZ) is a secured site within the United States that
is legally considered outside of national Customs territory. Zones are
governed by a federal program that streamlines, reduces and sometimes
eliminates import tariffs for U.S. importers and exporters.
The Foreign-Trade Zone FTZ program was authorized by U.S. Congress
in 1934, via FTZ Act-19 USC 81a-81u, and is used to encourage activity
and value-added operations at U.S. facilities in competition with foreign
alternatives.
Operating under Port Manatee’s FTZ No. 169 can be beneficial to
companies involved in importing, exporting, manufacturing, warehousing
and distribution. Examples of these benefits include deferral, reduction
and possible elimination of duties, as well as cash-flow advantages and
administrative fee reductions. Approved sites can be located within a 60-mile radius or 90-minute drive of Port
Manatee.
Foreign-Trade Zone designation allows businesses to defer, reduce or even eliminate costly U.S. Customs duties
on products imported into the United States.
Using FTZ No. 169 may be most beneficial to the following companies:
• 	 Large exporters moving $5 million or more annually of any product;
• 	 Manufacturers using more than $10 million annually in imported parts; and
• 	 Major retailers with 100,000 square feet or more of imported retail inventory.

Port Manatee customers move approximately 8 million
tons of bulk, breakbulk, containerized, general and
project/heavylift cargos each year, resulting in a
regional economic impact of more than $2.3 billion
annually.
The collaborative success of the port and its partners in
competitively meeting customers’needs demonstrates
why more shippers are choosing Port Manatee as their
transportation home.
The port’s cargo diversification strategy involves
handling a sweeping range of imported and exported
commodities, insulating the port from extreme global
market fluctuations.
For nearly a half a century, Port Manatee’s bulk
commodity partners have served as the cornerstone
of the port’s portfolio, providing a vital stabilizing
influence. Dry bulk cargos abound at Port Manatee.
Kinder Morgan handles fertilizer export operations at
Port Manatee for Mosaic and a variety of other bulk
importers, including International Salt Co., a leading
provider of salt used primarily for water softening,
agriculture and chemical industries.
South American forest products are another component of
Port Manatee’s diverse cargo mix. Port Manatee remains the
largest import destination in the Southeast U.S. for South
American forest products.
Forest products carrier Gearbulk and its Arrow Terminals Inc./
Port Manatee Forestry Terminal subsidiary utilize port-
owned covered storage to house lumber, plywood, drywall,
fencing material and woodpulp. Gearbulk also delivers
aluminum, steel and a variety of other cargos to the port
from Argentina.
Federal Marine Terminals handles general cargo duties for
Gearbulk and World Direct Shipping at Port Manatee. As one
of the port’s longstanding partners, FMT is well-practiced

in handling produce, forest products, automobiles, steel,
paper, aluminum, containers, project cargo and more.
Stevedoring and marine terminal operator Gulf Coast
Bulk Equipment Inc. has built a 3.2-acre cargo pad for
storage of prilled sulphur, a new commodity handled at
Port Manatee. Additionally, Gulf Coast Bulk Equipment
moves fertilizers, salt, potash and other bulk cargos at Port
Manatee.
Construction aggregates are also key dry bulk
commodities. Port Manatee tenant Martin Marietta
operates a proprietary, mile-long, high-speed conveyor
system linking Berth 5 to a modern 20-acre aggregate
terminal. The conveyor is capable of moving as many as
4,000 tons of aggregate rock per hour.	
Liquid bulk commodities – from asphalt to bunker fuels to
not-from-concentrate citrus juices – also play a major role
in the port’s cargo portfolio.
Florida Power & Light Co. is a major consumer of natural
gas imported by Gulfstream Natural Gas System LLC.
FPL uses oil and natural gas to power many of its plants,
including the Manatee Energy Center in nearby rural
Parrish.
Imports of fuel oils and diesel also are stored and
handled at the port by Denver-based TransMontaigne
Prilled sulphur is moved via conveyor for storage at a 3.2-acre cargo pad recently built at Port Manatee by Gulf Coast Bulk Equipment.

Port Manatee and its partners understand the challenges
shippers face moving perishables. With 207,000 square
feet of chilled warehouse space, the port offers more
refrigerated space than any other U.S. Gulf of Mexico
seaport. Port Manatee’s modern chill facilities are ideal
for year-round and seasonal fruit and vegetable imports
or exports.
Port Manatee Ship Repair and Fabrication LLC is the
newest addition to the Port Manatee family. The firm
provides services for a full spectrum of commercial
vessels – from containerships and general cargo vessels
to tugboats and barges – trading in the Gulf region, as
well as the Southeast U.S. and Caribbean.
Port Manatee Commerce Center is a 360,000-square-
foot industrial storage facility, located just outside
the security gates of Port Manatee, providing office
and warehouse facilities to port tenants and other
local businesses. PMCC is connected by rail to the
CSX mainline and recently completed a new rail yard,
doubling its daily rail capacity to 28 cars.
Port Manatee’s cargo operations are strengthened by
the support of shipping administrators such as Alpico
International and expert vessel servicing by Subsea
Global Solutions.
Port Manatee’s family of businesses continues to grow
and succeed, making it no wonder that it is Tampa Bay’s
first port of call.
Product Services Inc. making Port Manatee the fuel hub
for Southwest Florida. Currently, fuel operations at Port
Manatee are undergoing significant expansion, with
additional capacity and a long-term contract extension
expected to further increase liquid bulk cargo volumes at
the port while supporting growth of RaceTrac Petroleum
Inc.’s Florida presence.
Citrus juices are another significant part of the port’s liquid
bulk cargo mix. Citrosuco North America Inc. and Louis
Dreyfus Commodities ship concentrate and not-from-
concentrate juices through Port Manatee. Thousands of
trucks deliver or receive citrus juice products at the port for
processing plants throughout Florida every year.
Another bountiful commodity at Port Manatee is fresh fruit.
Del Monte Fresh Produce, which recently extended its long-
term relationship with Port Manatee, is the largest importer
of fresh produce from Central America to Florida, bringing
in palletized and containerized bananas, pineapples,
mangos and plantains. Logistec USA Inc. handles all of Del
Monte’s containerized and palletized produce at four of the
port’s five cold-storage facilities.
World Direct Shipping imports fruits and vegetables from
the state of Veracruz, Mexico, through Port Manatee on a
weekly basis. Other cargos include machinery, vehicles,
lumber, paper products, juice concentrates, sugar and beer.
FMT is the stevedore for World Direct Shipping.

Port Manatee’s access control center ensures security at the port’s main entrance.
Port Manatee’s security department is committed
to providing a safe and secure environment for all
employees, tenants and visitors. The force is on duty
24/7, operating from its state-of-the-industry access
control center at the port’s main entrance.
Security personnel monitor the port’s more than 1,100
acres from the high-tech center via a sophisticated
surveillance system, enabling vehicles to move quickly
through the port with a high level of unobtrusive
scrutiny. Security personnel also patrol the port’s
grounds via a fleet of vehicles and monitor waterways
using advanced surveillance systems and a variety of
watercraft.
Aside from monitoring the port, Port Manatee’s security
department also offers security training courses, and
Port Manatee is the only seaport in Florida certified
to conduct the facility security officer (FSO) training
required for seaport security managers. Students receive
training from instructors who actively perform the FSO
duties on a daily basis. The 18-hour course complies with
U.S. Coast Guard training requirements and is offered
quarterly.
The FSO training includes a historical perspective of
seaport security requirements, a review of seaport
security regulations both international and domestic
and in-depth training on the security assessment and
security plan development process. In the decade the
port has been certified to conduct this training, more
than 1,000 FSO students from ports nationwide have
completed the course. Port Manatee is proud to say that
security professionals from throughout Florida and the
nation have been trained by Port Manatee and hold its
graduation certifications.
Port Manatee’s training opportunities also includes the
FSO refresher course. This program is designed to update
graduates on the changes in U.S. Coast Guard regulations
that have been put into effect as well as the impacts
of those changes. This course has been conducted at
Port Manatee and offsite locations including the ports
of Los Angeles and Long Beach. Port Manatee security
professionals also provide other offsite training and
security consulting to support ports nationwide in
meeting their security requirements.

local community as an approved application center
for TSA Pre✓®. TSA Pre✓® allows low-risk travelers to
experience expedited, more efficient security screening
at participating U.S. airport checkpoints.

Port upholds environmental commitment
Port Manatee takes pride in protecting the
environment in and around the port. Port operations
are guided by the Manatee County Port Authority’s
mission statement, which in part calls for“conducting
maritime-related activities in a profitable and
environmentally responsible manner.”
All projects at the port are conducted with a
commitment to the environment – to ensure
the ecosystem surrounding the port is not only
maintained, but thrives. A proactive environmental
approach has resulted in the port exceeding
environmental compliance goals.
Green locomotives
Manbirtee Key bird sanctuary
The manmade island known as Manbirtee Key is the result of Port Manatee’s original
channel project in the 1960s. The port partnered with Gulfstream Natural Gas
System LLC and Audubon Florida in a multimillion-dollar project converting the
dredged material island to a thriving bird sanctuary. Manbirtee Key has attracted
more than 120 species of birds since its restoration more than a decade ago.
The island was recontoured to suit a wide range of nesting and feeding habitats.
Invasive plant species, overgrown vegetation and predators (such as raccoons,
possums and snakes) were removed from the island.

Drawing from a donor bed of 5.33 acres lying in the path
of proposed expansion dredging, more than 20 acres of
new seagrass meadows now flourish in Tampa Bay waters
adjacent to Port Manatee.
Beginning in 2001, scientists carefully transplanted the
seagrass to locations scarred by years of propeller-driven
recreational boats traversing shallow bay waters. With a
400-acre environmental management area in place to
protect the habitat from further scarring, seagrass now
grows unimpeded.
For the previous 30 years, seagrass transplantation was
largely considered experimental, meeting with varying
degrees of success around the world. Port Manatee’s project
size and overwhelming success attracted global attention
and earned several honors, including a Gulf Guardian
Award from the U.S. Environmental Protection Agency’s
Gulf of Mexico Program. The American Association of Port
Authorities (AAPA) also selected the project as the Western
Hemisphere’s top environmental program.
Port Manatee operates its own Class III railroad with two
low-emissions engines on 7 miles of port-owned track.
Manbirtee Key offers a variety of
nesting and feeding habitats to a
wide array of birds
In 2014, two“green”diesel-electric locomotives were
deployed at Port Manatee, resulting in dramatic
reductions in emissions and operating costs. The new
locomotives are expected to reduce emissions of nitrous
oxide and particulate matter by as much as 90 percent.

its first Trucker Appreciation Day in 2016.

Bulk Equipment Inc., treated nearly 200 truck drivers
to a picnic-style lunch just outside Port Manatee’s
main gate. The function has been so well received that
Port Manatee plans to make this an annual event.

Port supports local service organizations
Port Manatee employees participate in local service
organizations throughout the year, maintaining a high level
of involvement in the community.
The Port Manatee tram tour is offered Monday and Wednesday
mornings from October through May.
Port offers free tram tours to public
Port Manatee offers free public tours to anyone who
would like a behind-the-scenes look at the port. Port
Manatee tram tours include knowledgeable tour
guides, fantastic views of Tampa Bay and up-close
encounters with large, oceangoing ships.
The tour season begins in mid-October and ends in
May. Tours take place Mondays and Wednesdays at
10 a.m. and last approximately one hour.
Schools, clubs and civic groups are welcome. The
tram can accommodate as many as 75 guests.
Advance booking is required. Tours may be booked

Manatee County Port Authority 8 2017 Official Directory Vanessa Baugh Chair As a dependent special district created by the Florida Legislature, Port Manatee’s governing body is the seven-member Manatee County Port Authority (MCPA). Members serve four-year staggered terms, with annual election of officers. The authority sets policy and approves major expenditures for Port Manatee. It consists of the seven members of the elected Manatee County Commission, but with distinctly separate officers and financial accountability. Serving dual roles as port authority members and county commissioners provides a unique understanding of the port’s $2.3 billion annual economic impact and motivates a commitment to ensure economic health and competitive viability. Container volumes are up, with tonnage and revenue both on the rise, underscoring Port Manatee’s role as a leading economic engine in Manatee County, continuously focused on development and job creation. Looking back on this past year, some major accomplishments include: • Air Products has shipped three massive LNG heat exchangers through the port, proving Port Manatee’s exceptional capabilities for moving oversized and heavy cargo; • The south gate entrance has been modernized and widened to support such project cargo; • Fuel operations at Port Manatee are a significant part of further growth and expansion; • Longtime tenant Del Monte has signed a lease extension to keep its fruit imports coming into Port Manatee for up to 20 more years; • Port Manatee has begun receiving shipments of prilled sulphur, a new commodity for the port; • The Port Manatee Intermodal Center building has been equipped with a state-of-the-industry Emergency Operations Center, prepared to serve Southwest Florida; • And the port has received a comprehensive master plan update providing a strategic vision and framework for continued diverse growth as the Port of Southwest Florida.   • 15. www.portmanatee.com 2016 highlights 13 Port Manatee continues to diversify Port Manatee continues to enhance its role as a diverse global gateway, advancing numerous key initiatives in 2016. Here are some of the most significant recent developments. Port Manatee handles shipments of massive Air Products heat exchangers Demonstrating its exceptional capabilities for moving oversized and heavy project cargo, Port Manatee has handled shipments of three nearly 500-ton liquefied natural gas (LNG) heat exchangers manufactured at the Air Products production facility just across U.S. 41 from the port. These massive units, measuring about 15 feet in diameter and 180 feet in length, were transported in September and October 2016 from the Air Products Port Manatee facility across the highway and directly onto the port’s Berth 12, where they were loaded onto a vessel for shipment. Air Products, the world’s leader in LNG technology and equipment, chose the Manatee County location due to its immediate proximity to Port Manatee and easy access to the berth, as well as elimination of constraints caused by the size of LNG heat exchangers. The 32-acre Air Products Port Manatee facility started production in January 2014 and rolled out the first completed LNG heat exchanger in September 2016.   • 16. Port Manatee’s 379-page Master Plan Update projects significant growth in cargo volume. Del Monte’s weekly service ships fresh fruits and vegetables from Costa Rica and Guatemala to Port Manatee. 14 2017 Official Directory Port Manatee master plan update sets course for growth of Port of Southwest Florida The 2016 Port Manatee Master Plan Update, finalized in 2016, projects cargo volume through Port Manatee will more than double over the next 10 years. The comprehensive study report provides a strategic vision and framework for continued diverse growth of the Port of Southwest Florida for the coming decade and beyond. Port Manatee inks Del Monte lease extension Port Manatee has signed an agreement to keep Del Monte fruit coming into the Florida Gulf Coast port for as many as 20 more years. Del Monte Fresh Produce N.A. Inc., which has imported fruit into the port since 1989, is now signed to a lease extension with Port Manatee through Aug. 30, 2021, with options for three additional extensions of five years each. If all options are exercised, Del Monte will be doing business at Port Manatee until at least 2036. One of the North America’s largest marketers and distributors of fresh produce, including as the world’s No. 1 fresh pineapple marketer, Del Monte deploys refrigerated vessels weekly importing bananas and pineapples from Central America via containers and pallets. Export cargo includes linerboard used for packaging, as well as various third-party containers and project cargos. Since 1989, Del Monte has moved 8.7 million short tons of cargo through Port Manatee, while Del Monte’s Southeast distribution center at Port Manatee has flourished to become the company’s second-largest U.S. facility. 2016 highlights (continued)
  • 17. www.portmanatee.com Nearly 2,500 tanker trucks enter Port Manatee per month to pick up fuel for RaceTrac stores. 15 The report recommends a five-year, $126 million capital improvement and maintenance plan, supported by numerous state and federal funding sources. Detailing multiple growth scenarios, the report projects cargo tonnage moving through Port Manatee to increase at an average pace of 8.3 percent per year for a total gain of 120 percent over the course of the coming 10 years Containerized cargo imports are anticipated to continue dynamic growth, with a further boost if the port attracts additional container carrier service. Port Manatee is seen maintaining its critical role as a hub for supplying Southwest Florida with gasoline, while larger volumes of construction materials are expected to be shipped into the port to meet demands of regional growth, with population of the port’s 20-county hinterland, which attracts more than 60 million annual visitors, seen reaching 10 million residents in 10 years. In addition, the report cites potential for exports to a post- embargo Cuba, as well as imports of vehicles. The plan update, completed in accordance with state mandates for all Florida seaports, was conducted by an independent team of consultants led by AECOM. Port Manatee fuel operations expanding Fuel operations at Port Manatee are undergoing significant expansion, with additional capacity and a long-term contract extension expected to further increase liquid bulk cargo volumes at the port while supporting growth of RaceTrac Petroleum Inc.’s Florida presence. An 80,000-barrel tank is slated to re-enter service in mid- 2017, to bring total active capacity of TransMontaigne Partners L.P. at Port Manatee to 1.5 million barrels. In conjunction with the tank recommissioning, TransMontaigne’s entire light oil contract at Port Manatee is being extended for five years from the date the tank goes back into service. In the fiscal year ended Sept. 30, 2016, Port Manatee received 4.5 million barrels of petroleum products, more than three times such volume in the preceding 12-month period. (One barrel of fuel equates to 42 gallons of capacity.) Even without the capacity increase, as many as 2,500 tanker trucks a month now depart the port.

The Port Manatee Intermodal Building is home of the International Trade Hub at Port Manatee. 16 2017 Official Directory 2016 highlights (continued) International Trade Hub hosts first workshop The International Trade Hub at Port Manatee, founded in 2014, serves as an incubator for global commerce and technological innovation. Currently, 15 companies are located at the International Trade Hub while exploring international trade opportunities. The hub hosted its first workshop at the Port Manatee Intermodal Center in 2016. Additional programs also are planned in Europe and Latin America. Port Manatee opens new Emergency Operations Center Port Manatee’s new Emergency Operations Center is prepared to serve Southwest Florida in the event of a security-related incident. The operations center, located in the Port Manatee Intermodal Building, was completed in early September 2016 thanks to federal port security grant funding. The center is configured with 50 desks and extensive communications networks to facilitate multiagency response. South gate modernization project is complete Offering enhanced capabilities for movement of oversized cargo, Port Manatee’s newly expanded south gate complex is now open. The $1.1 million project, which features new gates, guard kiosk, canopy and lighting, as well as reconfigured security fencing, was completed in November 2016. Widened entry and exit lanes facilitate safe, efficient accommodation of extra-large project cargos, including massive liquefied natural gas heat exchangers being manufactured at the Air Products Port Manatee facility across U.S. 41 from the port. The modernized Port Manatee south gate complex facilitates easy access for oversized project cargo. The Port Manatee Emergency Operations Center is well- equipped to provide for regional response.
  • 19. www.portmanatee.com 17 Looking into the future Prepared for growth Port Manatee is moving forward with a major port infrastructure program to include enhancements and renovations of berths and warehouses. The successful diversification of cargo is expected to continue with a broader spectrum of import and export cargos handled at the port. Because of growth in produce, perishables and tropical fruit, Port Manatee sees the need to expand and maximize cold storage facilities, as well as add further infrastructure to accommodate increasing containerized cargo activity. Growth in ship repair services bodes well for the future and is a key catalyst in attracting new vessels and companies to the port. Due to the increase in population in Southwest Florida, the port expects to see growth in a variety of cement component products necessary for road construction, while handling greater volumes of prilled sulphur, a commodity used in the production of fertilizer. Port Manatee’s Berth 9 has undergone extensive rehabilitation.

Port Manatee is ideally situated near the entrance to Tampa Bay in west-central Florida, along the Gulf of Mexico. It is the closest U.S. deepwater seaport to the expanded Panama Canal and Cuba’s Port of Mariel, as well as one of the nearest to burgeoning Mexican manufacturing centers. Florida’s largest concentration of distribution centers can be found within a short drive from the port. More than 8 million Florida residents live within a two- hour-drive of Port Manatee, and the majority of Florida’s nearly 115 million annual visitors may be found within a three-hour drive. Large laydown area Port Manatee offers approximately 70 acres of laydown area. 40-foot-draft channel Port Manatee is just 12 miles from the Egmont Key pilot station, including 2.95 miles from the intersection of Cut B with the main Tampa Bay Shipping Channel. The channel and berthing areas are maintained at the design depth of 40 feet at mean low water. The channel width at the toe of slope is 400 feet. With the cooperation of the Manatee County Port Authority, Manatee County government and the State of Florida, land within the district offers an unrivaled array of incentives, effectively leveling the economic development playing field with neighboring states. The Florida International Gateway consists of nearly 5,000 acres of largely undeveloped land near the port that is highly incentivized to attract the development of warehouses and distribution center facilities. Both new projects and expansions of existing facilities are supported by these initiatives. Florida International Gateway Improvement District The Florida International Gateway Improvement District is located on Tampa Bay and is inclusive of Port Manatee, east to Interstate 75, extending from the Manatee County line on the north to Buckeye Road on the south. The district generates revenues for the port area from tax increment financing. This does not mean taxes are higher, just more of the dollars generated stay focused on this specific area of the county. These dollars are deposited into the Port Manatee Improvement Trust Fund and may be used for a variety of port-related activities in the district. Port Manatee encourages business development Planned Development Encouragement Zone Manatee County has established the Planned Development Encouragement Zone (PDEZ) to facilitate preapproval of a variety of land uses for local property owners. The PDEZ encourages port- compatible development on vacant lands in the vicinity of Port Manatee and provides an entitlement with no expiration date. This exemption can furnish significant time and cost benefits. Rapid-response permitting Expedited review of all county permitting related to building and development in the Port Manatee area is provided by the Manatee County Economic Development Team. Economic development incentive grants An economic development incentive (EDI) grant program is available to companies creating a minimum of five high-wage jobs. The amount of the grant is customized based upon the number of jobs created and the average annual wage and is paid based on performance over a five-year period. Transportation impact fee incentive The transportation impact fee incentive provides relief from road impact fees to expanding, new or relocating businesses that create at least five quality jobs meeting standardized criteria within the area of Port Manatee. Foreign-Trade Zone No. 169 Qualified businesses may benefit from extended privileges provided by Port Manatee’s Foreign- Trade Zone No. 169, as detailed in the preceding section. Additional incentives Additional incentives are available through various local and state economic development agencies. 25 Foreign-Trade Zone No. 169 A Foreign-Trade Zone (FTZ) is a secured site within the United States that is legally considered outside of national Customs territory. Zones are governed by a federal program that streamlines, reduces and sometimes eliminates import tariffs for U.S. importers and exporters. The Foreign-Trade Zone FTZ program was authorized by U.S. Congress in 1934, via FTZ Act-19 USC 81a-81u, and is used to encourage activity and value-added operations at U.S. facilities in competition with foreign alternatives. Operating under Port Manatee’s FTZ No. 169 can be beneficial to companies involved in importing, exporting, manufacturing, warehousing and distribution. Examples of these benefits include deferral, reduction and possible elimination of duties, as well as cash-flow advantages and administrative fee reductions. Approved sites can be located within a 60-mile radius or 90-minute drive of Port Manatee. Foreign-Trade Zone designation allows businesses to defer, reduce or even eliminate costly U.S. Customs duties on products imported into the United States. The collaborative success of the port and its partners in competitively meeting customers’needs demonstrates why more shippers are choosing Port Manatee as their transportation home. The port’s cargo diversification strategy involves handling a sweeping range of imported and exported commodities, insulating the port from extreme global market fluctuations. For nearly a half a century, Port Manatee’s bulk commodity partners have served as the cornerstone of the port’s portfolio, providing a vital stabilizing influence. Dry bulk cargos abound at Port Manatee. Kinder Morgan handles fertilizer export operations at Port Manatee for Mosaic and a variety of other bulk importers, including International Salt Co., a leading provider of salt used primarily for water softening, agriculture and chemical industries. South American forest products are another component of Port Manatee’s diverse cargo mix. Port Manatee remains the largest import destination in the Southeast U.S. for South American forest products. Forest products carrier Gearbulk and its Arrow Terminals Inc./ Port Manatee Forestry Terminal subsidiary utilize port- owned covered storage to house lumber, plywood, drywall, fencing material and woodpulp. Gearbulk also delivers aluminum, steel and a variety of other cargos to the port from Argentina. Federal Marine Terminals handles general cargo duties for Gearbulk and World Direct Shipping at Port Manatee. As one of the port’s longstanding partners, FMT is well-practiced

Stevedoring and marine terminal operator Gulf Coast Bulk Equipment Inc. has built a 3.2-acre cargo pad for storage of prilled sulphur, a new commodity handled at Port Manatee. Additionally, Gulf Coast Bulk Equipment moves fertilizers, salt, potash and other bulk cargos at Port Manatee. Construction aggregates are also key dry bulk commodities. Port Manatee tenant Martin Marietta operates a proprietary, mile-long, high-speed conveyor system linking Berth 5 to a modern 20-acre aggregate terminal. The conveyor is capable of moving as many as 4,000 tons of aggregate rock per hour. Liquid bulk commodities – from asphalt to bunker fuels to not-from-concentrate citrus juices – also play a major role in the port’s cargo portfolio. Florida Power & Light Co. is a major consumer of natural gas imported by Gulfstream Natural Gas System LLC. FPL uses oil and natural gas to power many of its plants, including the Manatee Energy Center in nearby rural Parrish. Imports of fuel oils and diesel also are stored and handled at the port by Denver-based TransMontaigne Prilled sulphur is moved via conveyor for storage at a 3.2-acre cargo pad recently built at Port Manatee by Gulf Coast Bulk Equipment.

Diversification (continued) World Direct Shipping’s new vessel “Queen B” brings fresh produce from Mexico to Port Manatee on a weekly basis 28 2017 Official Directory Port Manatee and its partners understand the challenges shippers face moving perishables. With 207,000 square feet of chilled warehouse space, the port offers more refrigerated space than any other U.S. Gulf of Mexico seaport. Port Manatee’s modern chill facilities are ideal for year-round and seasonal fruit and vegetable imports or exports. Port Manatee Ship Repair and Fabrication LLC is the newest addition to the Port Manatee family. The firm provides services for a full spectrum of commercial vessels – from containerships and general cargo vessels to tugboats and barges – trading in the Gulf region, as well as the Southeast U.S. and Caribbean. Port Manatee Commerce Center is a 360,000-square- foot industrial storage facility, located just outside the security gates of Port Manatee, providing office and warehouse facilities to port tenants and other local businesses. PMCC is connected by rail to the CSX mainline and recently completed a new rail yard, doubling its daily rail capacity to 28 cars. Port Manatee’s cargo operations are strengthened by the support of shipping administrators such as Alpico International and expert vessel servicing by Subsea Global Solutions. Port Manatee’s family of businesses continues to grow and succeed, making it no wonder that it is Tampa Bay’s first port of call. Product Services Inc. making Port Manatee the fuel hub for Southwest Florida. Currently, fuel operations at Port Manatee are undergoing significant expansion, with additional capacity and a long-term contract extension expected to further increase liquid bulk cargo volumes at the port while supporting growth of RaceTrac Petroleum Inc.’s Florida presence. Citrus juices are another significant part of the port’s liquid bulk cargo mix. Citrosuco North America Inc. and Louis Dreyfus Commodities ship concentrate and not-from- concentrate juices through Port Manatee. Thousands of trucks deliver or receive citrus juice products at the port for processing plants throughout Florida every year. Another bountiful commodity at Port Manatee is fresh fruit. Del Monte Fresh Produce, which recently extended its long- term relationship with Port Manatee, is the largest importer of fresh produce from Central America to Florida, bringing in palletized and containerized bananas, pineapples, mangos and plantains. Logistec USA Inc. handles all of Del Monte’s containerized and palletized produce at four of the port’s five cold-storage facilities. World Direct Shipping imports fruits and vegetables from the state of Veracruz, Mexico, through Port Manatee on a weekly basis. Other cargos include machinery, vehicles, lumber, paper products, juice concentrates, sugar and beer. FMT is the stevedore for World Direct Shipping.

Port Manatee’s security department is committed to providing a safe and secure environment for all employees, tenants and visitors. The force is on duty 24/7, operating from its state-of-the-industry access control center at the port’s main entrance. Security personnel monitor the port’s more than 1,100 acres from the high-tech center via a sophisticated surveillance system, enabling vehicles to move quickly through the port with a high level of unobtrusive scrutiny. Security personnel also patrol the port’s grounds via a fleet of vehicles and monitor waterways using advanced surveillance systems and a variety of watercraft. Aside from monitoring the port, Port Manatee’s security department also offers security training courses, and Port Manatee is the only seaport in Florida certified to conduct the facility security officer (FSO) training required for seaport security managers. Students receive training from instructors who actively perform the FSO duties on a daily basis. The 18-hour course complies with U.S. Coast Guard training requirements and is offered quarterly. The FSO training includes a historical perspective of seaport security requirements, a review of seaport security regulations both international and domestic and in-depth training on the security assessment and security plan development process. In the decade the port has been certified to conduct this training, more than 1,000 FSO students from ports nationwide have completed the course. Port Manatee is proud to say that security professionals from throughout Florida and the nation have been trained by Port Manatee and hold its graduation certifications. Port Manatee’s training opportunities also includes the FSO refresher course. This program is designed to update graduates on the changes in U.S. Coast Guard regulations that have been put into effect as well as the impacts of those changes. This course has been conducted at Port Manatee and offsite locations including the ports of Los Angeles and Long Beach. Port Manatee security professionals also provide other offsite training and security consulting to support ports nationwide in meeting their security requirements. Port Manatee’s security department also services the local community as an approved application center for TSA Pre✓®. TSA Pre✓® allows low-risk travelers to experience expedited, more efficient security screening at participating U.S. airport checkpoints. Security is priority at Port Manatee 29
  • 32. Scientific crew members work on transplanting of seagrass. Port upholds environmental commitment Port Manatee takes pride in protecting the environment in and around the port. Port operations are guided by the Manatee County Port Authority’s mission statement, which in part calls for“conducting maritime-related activities in a profitable and environmentally responsible manner.” All projects at the port are conducted with a commitment to the environment – to ensure the ecosystem surrounding the port is not only maintained, but thrives. A proactive environmental approach has resulted in the port exceeding environmental compliance goals. Green locomotives Manbirtee Key bird sanctuary The manmade island known as Manbirtee Key is the result of Port Manatee’s original channel project in the 1960s. The port partnered with Gulfstream Natural Gas System LLC and Audubon Florida in a multimillion-dollar project converting the dredged material island to a thriving bird sanctuary. Manbirtee Key has attracted more than 120 species of birds since its restoration more than a decade ago. The island was recontoured to suit a wide range of nesting and feeding habitats. Invasive plant species, overgrown vegetation and predators (such as raccoons, possums and snakes) were removed from the island. Seagrass mitigation The Manatee County Port Authority is committed to protecting and enhancing Tampa Bay’s pristine ecosystem. The port’s groundbreaking seagrass mitigation program and award-winning Manbirtee Key bird sanctuary prove that nature and ports can thrivingly coexist. Drawing from a donor bed of 5.33 acres lying in the path of proposed expansion dredging, more than 20 acres of new seagrass meadows now flourish in Tampa Bay waters adjacent to Port Manatee. Beginning in 2001, scientists carefully transplanted the seagrass to locations scarred by years of propeller-driven recreational boats traversing shallow bay waters. With a 400-acre environmental management area in place to protect the habitat from further scarring, seagrass now grows unimpeded. For the previous 30 years, seagrass transplantation was largely considered experimental, meeting with varying degrees of success around the world. Port Manatee’s project size and overwhelming success attracted global attention and earned several honors, including a Gulf Guardian Award from the U.S. Environmental Protection Agency’s Gulf of Mexico Program. The American Association of Port Authorities (AAPA) also selected the project as the Western Hemisphere’s top environmental program. Port Manatee operates its own Class III railroad with two low-emissions engines on 7 miles of port-owned track. Manbirtee Key offers a variety of nesting and feeding habitats to a wide array of birds In 2014, two“green”diesel-electric locomotives were deployed at Port Manatee, resulting in dramatic reductions in emissions and operating costs. In appreciation of the hard work and commitment of the truck driver community, Port Manatee celebrated its first Trucker Appreciation Day in 2016. Port senior staff, together with sponsoring tenants Logistec USA, Federal Marine Terminals Inc., Kinder Morgan Port Manatee Terminal LLC and Gulf Coast Bulk Equipment Inc., treated nearly 200 truck drivers to a picnic-style lunch just outside Port Manatee’s main gate. The function has been so well received that Port Manatee plans to make this an annual event. Port Manatee engages with community Port supports local service organizations Port Manatee employees participate in local service organizations throughout the year, maintaining a high level of involvement in the community. The Port Manatee tram tour is offered Monday and Wednesday mornings from October through May. Port offers free tram tours to public Port Manatee offers free public tours to anyone who would like a behind-the-scenes look at the port. Port Manatee tram tours include knowledgeable tour guides, fantastic views of Tampa Bay and up-close encounters with large, oceangoing ships. The tour season begins in mid-October and ends in May. Tours take place Mondays and Wednesdays at 10 a.m. and last approximately one hour. Schools, clubs and civic groups are welcome. The tram can accommodate as many as 75 guests.
