The way forward for Englands Public Libraries

- 3. Library Central Government Local Government Business People lncome Tax & VAT Corporation Tax & VAT Businesses support libraries through the Corporation Tax and VAT they pay
- 4. Library Central Government Local Government Business People lncome Tax & VAT Corporation Tax & VAT Lottery receipts People also play the Lottery, and some of the money from that goes to support libraries
- 5. Library Central Government Local Government Business People The Treasury holds tax receipts on behalf of the taxpayer
- 6. Library Central Government Local Government Business People Revenue Support Grant Central Government distributes tax revenues to Local Government through the Revenue Support Grant
- 7. Library Central Government Local Government Business People Revenue Support Grant Local Government uses these revenues to fund and support libraries on behalf of taxpayers
- 8. Library Central Government Local Government Business People Revenue Support Grant Arts Council Central Government also distributes money to the Arts Council England to support library development
- 9. Library Central Government Local Government Business People Revenue Support Grant Arts Council From 2017 onward, the Revenue Support Grant will be withdrawn on a tapered basis with the ultimate aim of removing it entirely

- 20. Library Central Government Local Government Business People ...while also retaining core funding from Local Government, supported by Arts Council funding... Events, retail & services Workspace & sponsorship Core funding & additional contracts Lottery-funded projects (via ACE)

- 22. There are four challenges in this process...
- 23. Library Central Government Business People Challenge 1: Inefficiency With 151 separate Library Authorities across the UK, it is impossible to manage IT & stock costs effectively
- 24. Library Central Government Business People Local Government Challenge 2: Inequality Not every Authority is rich enough to fund local services from taxes & there is no mechanism for redistribution
- 25. Library Central Government Business People Local Government Challenge 3: Stewardship Decisions about changes to library services are not driven by quality standards, evidence of local need or cross-border opportunities
- 26. Library Central Government Business People Challenge 4: Enterprise People & businesses feel they have already paid for libraries through taxes, libraries are not equipped for rapid transition & there are ethical concerns Local Government
- 27. Central and Local Government have a statutory duty to make a plan to address these challenges
- 28. Library Central Government Business People Solution 1: Clustering Library Authorities should be encouraged to form regional clusters to share skills, resources, purchasing and promotion
- 29. Library Central Government Business People Solution 2: Targeted support The Arts Council England should be funded by Government to provide targeted financial & development support to libraries in poorer areas Arts Council
- 30. Library Central Government Business People Solution 3: Capacity Planning Working in clusters, Library Authorities should develop evidence- based plans for developing their libraries according to published standards & local needs Arts Council
- 31. Library Central Government Business People Solution 4: Transition Support Funding should be made available to give libraries time to extend their activities to include new sources of income (where appropriate/realistic) Arts Council
- 32. Library Central Government Business People Solution 5: Innovation National bodies should develop innovative partnerships and programmes which drive new sources of financing into libraries Arts Council
- 33. Working together, Central and Local Government and librarians can deliver the innovative C21st library network our users deserve
- 34. We just need to make it happen.
