1.    DESCRIPTION

1.1   Title

    ESTABLISH A SYSTEM OF COLLECTING USED BATTERIES, BULBS
AROUND HO CHI MINH CITY

1.4   Summary


Although people know throughoutly dangers causing from heavy metals inside
batteries and bulbs, they do not know how to dispose them appropriately or there is
no sufficient system to collect used batteries and bulbs around us. Establishing a
collecting system of used batteries and bulbs at public place is a good way to reduce
dangers to human life and protect environment, recycle them to reduce cost of
production. Target groups are every citizen, specially pupils, students, shoppers,
housewives. Process of proposal are firstly, setting up a system of collecting point* at
popular locations, secondly attracting people bring used batteries, bulbs to collecting
points and finally collecting at every collecting point twice a month and then transport
to toxic waste treatment plant.
*Note: collecting point is a place where is put storing basket. Storing basket is a
container of used batteries and bulbs which are brought to by community.

1.5      Objectives

Overall objective: A widespread and operated system of collecting used batteries
and bulbs to reduce dangers to human life.


Bulbs contain mercury and batteries contain toxic materials, such as lead, mercury,
cadmium and lithium, both of them can corrode and leak these hazardous
compounds into the ground, contaminating the groundwater, once they are buried in
the landfill, they will cause toxic dangers to human beings and environment1. So that,
bulbs as well as batteries should be collected and appropriately disposed in
treatment plants. Currently, there is only one collecting point at the Big C
supermarket and collection is only occurred once a year in the Earth Hour, started in
2010. The amount of batteries were collected was roughly 100kg in 20112 meanwhile
every year, only Vietnamese company named Pinaco produces 125 million cells3 for
domestic consumption. A collecting system of used batteries and bulbs in larger
scale should be set up to collect as much as possible used products.

Specific objectives:

-     To provide a collecting system of used battery, bulb on a large extent.
-     To recycle battteries and bulbs, a good way to reduce demand of materials and
      metal for producing them.
-     To protect environment.



1.6      Justification

Every year, particularly in Vietnam, The Dry Cell and Storage Battery Joint Stock
Company (PINACO) produces 250 million cells of batteries3 and The Rang Dong
Light Source & Vacuum Flask J.S.C produces 80 million bulbs4 for domestic and
export consumption, in there domestic demand ocupies fifty per cent in total
production. This means Vietnamese consumers use roughly 125 million pieces of
batteries and approximate 40 million bulbs per year. After using, these products are
thrown in dump site and existed in environment year after year.

However, throwing inappropriately batteries, bulbs into environment causing dagners
to human living and environment. Batteries are imflammable and explosive and
contain toxic materials, such as lead, mercury, cadmium and lithium. If disposed with
the regular trash, these batteries can corrode or bulbs are broken or leaked these
hazardous compounds into the ground, contaminating the groundwater. If burning
them in normal way will release toxic components smoke and ash, the atmosphere
will be polluted and damage to human beings.


Perhaps people know already dangers of toxic compounds of batteries and bulbs, yet
we do not have an especial and widespread collection of these toxic wastes. There
are either people know these toxic wastes’ danger yet they do not know where they
can throw dead batteries, bulbs or other number of people who are not aware of their
action of inappropriate throw causing to polluted environment.


Lessons of protecting environment in schools and universities are only theorical when
our society do not have any programs or actions to do. Students are taught not to
throw or break batteries and bulbs due to their toxicity but they do not know how to
discharge them in right way because we do not have any collecting system.


Students, pupils are sensitive and new generations who are willing to respond to
social programs. In another side, they will be leaders to contribute and develop
country in later period, so that encouraging them to protect environment is the done
thing.


Shoppers and housewifes are people who frequently go to public places such as
supermarket, markets, trading centers and take their children to bookstores so that
aiming to these groups easily achieves satisfactory results.


Vinamilk Coporation, big supermarkets, Toxic Waste Treatment Plant, meida
communitors are potential sponsors for the project by many advantages. By
participating in the project of collecting used batteries and bulbs, participants firstly
help to protect environment and human livings, secondly the project will shine their
brand company, a good way for advertising them but helpful for community,
particularly:

•   Vinamilk: getting a good reputation by putting their brand on the storing
          baskets at popular locations.
      •   Coopmart, Big C Supermarket, Lotter Mart, Vincom, Parkson: participating
          the project as location’s owners for putting storing basket.
      •   Toxic Waste Treatment Plant, Dong Thanh, Hoc Mon, Ho Chi Minh City:
          play an important role in project. This plant will treat and recycle used batteries
          and bulbs before disposing. This is a governmental plant and their
          responsibility is solving toxic waste. So project brings job and reputation to this
          plant.
      •   Radio Station, Television Station, Newspapers, Information Websites: are
          social workers, contributing to the project as a source of information and
          encourage community take part in theh project.



1.7       Implemenentation and organizational framework

              (a) Implementation methods and strategy
          Attracting community bring their used batteries and bulbs to collecting points
          Using sources of funds from variety of sponsors
          Take advantage of sponsors’ power, use as less of funds as possible but
          achieveing high result.


              (b) Reasons for the proposed methodology
          Community’s willing is crucial key of project. If they are not eager to join in the
          program, project will not succeed. So attraction strategies are neccessay to
          concentrate on this project.
          Run project with funds which is as less as possible, taking advantage of
          location’s owner to reduce project’s cost and at the same time help sponsors’
          company advertise their brand.


              (c) Descriptions of the role and participation in the project of the
              various actors and the reasons for which these roles have been
              assigned to them
          Vinamilk: the main sponsor for this project. By supporting funds for firstly
          designing and installing storing basket of used batteries and bulbs, secondly
          for implementing project by pay staffs and workers.

Location’s owners of Coopmart, Big C Supermarket, Lotter Mart, Maximart,
Parkson, Schools, Universities, Bookstores: supporting places to put storing
basket of collection at their buildings.


Toxic Waste Treatment Plant: supporting to project by firstly transporting
waste from collecting points to The Plant and secondly treat and recycling
used batteries and bulbs.
Radio Station, Television Station, Newspapers, Information Websites:
supporting to project by broadcasting on their media about information of
collecting program to community.


    (d) Monitoring and evaluation procedures
The internal monitoring and evaluation are done by appicant institution.
Making the process and quality has to be reported every 6 months to
Sponsors and community.
The external monitoring and evaluation are done by Sponsors and community.

1.9   Duration and action plan


      The preparation phase will be on three (03) months.
      The implementation phase will start at the forth month, collection will be once
      a month.
      Evaluation will be by the end of each half-year, the first evaluating plan will be
      on June, 2012.
      The maitain phase will be happened when collection starts the second time
      and in the second year of project, development phase will be occurred.
      Planned starting day: 01st January 2012.

2.        EXPECTED RESULTS

2.1       Expected impact on the target groups

      -   Recover used batteries, bulbs, reducing dangers to environment if they are
          broken or leaked.
      -   Recycle basic materials which are contained inside batteries and bulbs like
          heavy metals.
      -   Strengthen reputation of sponsors’ company and advertise for supermarkets,
          trading centers.
      -   Protect environment out of pollutants from toxic metals of batteries and bulbs.
      -   Appropriate store and disposal batteries will restrict explosion.
      -   Increase awareness of community to protect environment.



2.2       Concrete results

      -   At least big super markets ( 5 Big C and 17 Coopmart supermarkets), and big
          trading centers (3 Parkson, 1 Vincom, 2 Lotter Mart) in District 1, 3, 4, 5, 6, 7,
          8, 9, 10, Bình Thạnh, Tân Bình, Phú Nhuận, Gò vấp participate in project.
      -   At least collected batteries and bulbs are 20% of total consummed batteries
          and bulbs.



2.3       Multiplier effects


      -   Enrich community’s behaviour to environment.
      -   Reputation of sponsors’ company will be reminded when they participate in
          protecting human environment.
      -   After three years, when people are familiar with collections at popular
          collecting points, the project will be extented in larger scale, widen out to
          suburban area around Ho Chi Minh City, namely District Hoc Mon, Cu Chi,
          Nha Be. In addition, schools and universities will be included for students
          easily discharge waste whenever they are.

2.4      Risks and sustainability


-     Available budget : be sure that budget for equipment, staff and operatiion of
      project are available.
-     Within three next years, there will not happen major fluctuations in the economy. If
      not, cost of staff, trasportation will increase, the present caculation is not suitable.
-     Lack of support from sponsors: sponsors of transport and treating waste,
      sponsors of advertising and broadcast information to community, sponsors for
      collection and storing waste are very important in the project.
-     Lack of willingness of community who are main role of bring waste from home to
      collecting points. If they are not eager or enjoyable to take part in project, the
      amount of waste collected will be small and so that, the Treatment Plant do not
      receivie waste to recover or recycle.
-     Storing baskets are install inappropriately, for instance be placed in too wet area
      or near smoking area, this will be dangerous for batteries which are easy to burn
      or leak into environment.
-     Advertisement campaigns are not strong enough to attract community participate
      in program so that community will not participate in project.
-     Collections are not run in time or behindhand leading to overload storing of
      basket, each of storing basket is designed for storing a certain amount of waste
      within one month, if colletion is late, the capacity of storing of basket is not
      enough, they will be fallen out and damage to environment.

DESCRIPTION 1.1 Title ESTABLISH A SYSTEM OF COLLECTING USED BATTERIES, BULBS AROUND HO CHI MINH CITY 1.2 Place District 1, 3, 4, 5, 6, 7, 8, 9, 10, Binh Thanh, Tan Binh, Phu Nhuan, Go Vap in Ho Chi Minh City, Vietnam 1.3 Cost of the project and donor contribution Total cost of the project: 124,740.00 EUR Amount requested from donor institution: 124,740.00 EUR % of total cost of project: 100% grant Durantion of funding period: 3 years 1.4 Summary Although people know throughoutly dangers causing from heavy metals inside batteries and bulbs, they do not know how to dispose them appropriately or there is no sufficient system to collect used batteries and bulbs around us. Establishing a collecting system of used batteries and bulbs at public place is a good way to reduce dangers to human life and protect environment, recycle them to reduce cost of production. Target groups are every citizen, specially pupils, students, shoppers, housewives. Process of proposal are firstly, setting up a system of collecting point* at popular locations, secondly attracting people bring used batteries, bulbs to collecting points and finally collecting at every collecting point twice a month and then transport to toxic waste treatment plant. *Note: collecting point is a place where is put storing basket. Storing basket is a container of used batteries and bulbs which are brought to by community. 3
  • 4. 1.5 Objectives Overall objective: A widespread and operated system of collecting used batteries and bulbs to reduce dangers to human life. Bulbs contain mercury and batteries contain toxic materials, such as lead, mercury, cadmium and lithium, both of them can corrode and leak these hazardous compounds into the ground, contaminating the groundwater, once they are buried in the landfill, they will cause toxic dangers to human beings and environment1. So that, bulbs as well as batteries should be collected and appropriately disposed in treatment plants. Currently, there is only one collecting point at the Big C supermarket and collection is only occurred once a year in the Earth Hour, started in 2010. The amount of batteries were collected was roughly 100kg in 20112 meanwhile every year, only Vietnamese company named Pinaco produces 125 million cells3 for domestic consumption. A collecting system of used batteries and bulbs in larger scale should be set up to collect as much as possible used products. Specific objectives: - To provide a collecting system of used battery, bulb on a large extent. - To recycle battteries and bulbs, a good way to reduce demand of materials and metal for producing them. - To protect environment. 1.6 Justification Every year, particularly in Vietnam, The Dry Cell and Storage Battery Joint Stock Company (PINACO) produces 250 million cells of batteries3 and The Rang Dong Light Source & Vacuum Flask J.S.C produces 80 million bulbs4 for domestic and export consumption, in there domestic demand ocupies fifty per cent in total production. This means Vietnamese consumers use roughly 125 million pieces of batteries and approximate 40 million bulbs per year.   • 5. However, throwing inappropriately batteries, bulbs into environment causing dagners to human living and environment. Batteries are imflammable and explosive and contain toxic materials, such as lead, mercury, cadmium and lithium. If disposed with the regular trash, these batteries can corrode or bulbs are broken or leaked these hazardous compounds into the ground, contaminating the groundwater. If burning them in normal way will release toxic components smoke and ash, the atmosphere will be polluted and damage to human beings. Perhaps people know already dangers of toxic compounds of batteries and bulbs, yet we do not have an especial and widespread collection of these toxic wastes. There are either people know these toxic wastes’ danger yet they do not know where they can throw dead batteries, bulbs or other number of people who are not aware of their action of inappropriate throw causing to polluted environment. Lessons of protecting environment in schools and universities are only theorical when our society do not have any programs or actions to do. Students are taught not to throw or break batteries and bulbs due to their toxicity but they do not know how to discharge them in right way because we do not have any collecting system. Students, pupils are sensitive and new generations who are willing to respond to social programs. In another side, they will be leaders to contribute and develop country in later period, so that encouraging them to protect environment is the done thing. Shoppers and housewifes are people who frequently go to public places such as supermarket, markets, trading centers and take their children to bookstores so that aiming to these groups easily achieves satisfactory results. Vinamilk Coporation, big supermarkets, Toxic Waste Treatment Plant, meida communitors are potential sponsors for the project by many advantages. By participating in the project of collecting used batteries and bulbs, participants firstly help to protect environment and human livings, secondly the project will shine their brand company, a good way for advertising them but helpful for community, particularly: 5

Vinamilk: getting a good reputation by putting their brand on the storing baskets at popular locations. • Coopmart, Big C Supermarket, Lotter Mart, Vincom, Parkson: participating the project as location’s owners for putting storing basket. • Toxic Waste Treatment Plant, Dong Thanh, Hoc Mon, Ho Chi Minh City: play an important role in project. This plant will treat and recycle used batteries and bulbs before disposing. This is a governmental plant and their responsibility is solving toxic waste. So project brings job and reputation to this plant. • Radio Station, Television Station, Newspapers, Information Websites: are social workers, contributing to the project as a source of information and encourage community take part in theh project. 1.7 Implemenentation and organizational framework (a) Implementation methods and strategy Attracting community bring their used batteries and bulbs to collecting points Using sources of funds from variety of sponsors Take advantage of sponsors’ power, use as less of funds as possible but achieveing high result. (b) Reasons for the proposed methodology Community’s willing is crucial key of project. If they are not eager to join in the program, project will not succeed. So attraction strategies are neccessay to concentrate on this project. Run project with funds which is as less as possible, taking advantage of location’s owner to reduce project’s cost and at the same time help sponsors’ company advertise their brand. (c) Descriptions of the role and participation in the project of the various actors and the reasons for which these roles have been assigned to them Vinamilk: the main sponsor for this project. By supporting funds for firstly designing and installing storing basket of used batteries and bulbs, secondly for implementing project by pay staffs and workers. 6

Toxic Waste Treatment Plant: supporting to project by firstly transporting waste from collecting points to The Plant and secondly treat and recycling used batteries and bulbs. Radio Station, Television Station, Newspapers, Information Websites: supporting to project by broadcasting on their media about information of collecting program to community. (d) Monitoring and evaluation procedures The internal monitoring and evaluation are done by appicant institution. Making the process and quality has to be reported every 6 months to Sponsors and community. The external monitoring and evaluation are done by Sponsors and community.   • 9. 1.9 Duration and action plan The preparation phase will be on three (03) months. The implementation phase will start at the forth month, collection will be once a month. Evaluation will be by the end of each half-year, the first evaluating plan will be on June, 2012. The maitain phase will be happened when collection starts the second time and in the second year of project, development phase will be occurred. Planned starting day: 01st January 2012. 9

EXPECTED RESULTS 2.1 Expected impact on the target groups - Recover used batteries, bulbs, reducing dangers to environment if they are broken or leaked. - Recycle basic materials which are contained inside batteries and bulbs like heavy metals. - Strengthen reputation of sponsors’ company and advertise for supermarkets, trading centers. - Protect environment out of pollutants from toxic metals of batteries and bulbs. - Appropriate store and disposal batteries will restrict explosion. - Increase awareness of community to protect environment. 2.2 Concrete results - At least big super markets ( 5 Big C and 17 Coopmart supermarkets), and big trading centers (3 Parkson, 1 Vincom, 2 Lotter Mart) in District 1, 3, 4, 5, 6, 7, 8, 9, 10, Bình Thạnh, Tân Bình, Phú Nhuận, Gò vấp participate in project. - At least collected batteries and bulbs are 20% of total consummed batteries and bulbs. 2.3 Multiplier effects - Enrich community’s behaviour to environment. - Reputation of sponsors’ company will be reminded when they participate in protecting human environment. - After three years, when people are familiar with collections at popular collecting points, the project will be extented in larger scale, widen out to suburban area around Ho Chi Minh City, namely District Hoc Mon, Cu Chi, Nha Be. In addition, schools and universities will be included for students easily discharge waste whenever they are. 12
  • 13. 2.4 Risks and sustainability - Available budget : be sure that budget for equipment, staff and operatiion of project are available. - Within three next years, there will not happen major fluctuations in the economy. If not, cost of staff, trasportation will increase, the present caculation is not suitable. - Lack of support from sponsors: sponsors of transport and treating waste, sponsors of advertising and broadcast information to community, sponsors for collection and storing waste are very important in the project. - Lack of willingness of community who are main role of bring waste from home to collecting points. If they are not eager or enjoyable to take part in project, the amount of waste collected will be small and so that, the Treatment Plant do not receivie waste to recover or recycle. - Storing baskets are install inappropriately, for instance be placed in too wet area or near smoking area, this will be dangerous for batteries which are easy to burn or leak into environment. - Advertisement campaigns are not strong enough to attract community participate in program so that community will not participate in project. - Collections are not run in time or behindhand leading to overload storing of basket, each of storing basket is designed for storing a certain amount of waste within one month, if colletion is late, the capacity of storing of basket is not enough, they will be fallen out and damage to environment. 3.
