RDC XII Celebrates
RDC Week, Conducts
Feeding and Outreach
to Children
By: Evie Arabis Cabulanan, NEDA XII-DRD
City of Koronadal, South
Cotabato – Presidential
Proclamation No. 1164, Series
of 1998, declares every 4th
week
of September of every year as
Regional Development Council
(RDC) Week.
For CY 2018, the RDC week in
SOCCSKSARGEN Region was
celebrated on September 25, 2018
in Koronadal City and Tantangan,
South Cotabato. It started with a
motorcade around the city early in
the morning, followed by a zumba
exercise and friendship games
(basketball, volleyball and chess)
among the Council’s members
from regional line agencies, local
government units, and private
sector representatives.
One of the highlights of the
Celebration was the outreach and
feeding of 160 underprivileged
and malnourished school-
going children of Dumadalig
Integrated School and Day Care
Centers in Brgy. Dumadalig,
Tantangan, South Cotabato. The
activity aimed to support the
SOCCSKSARGEN Regional
Development Plan, 2017-2022,
particularly in achieving the
objective of accelerating human
capital development.
The feeding program was
conducted in partnership with
the Region XII Feeding Task
Force chaired by the Department

of Education (DepEd) and
Department of Social Welfare and
Development (DSWD), and the
National Dairy Authority (NDA)
which provided bottled milk to
the target school-going children.
A ceremonial milk toast was
participated in by the children
beneficiaries and the RDC XII
members to give emphasis to the
importance of milk in our diet.
To sustain the feeding program,
DA XII also spearheaded the
Launching of Gulayan sa
Barangay through a ceremonial
planting at the barangay’s
designated community garden
(at the back of Brgy. Dumadalig
Gymnasium). Gardening tools
and planting materials, such as
vegetable seeds and fruit trees,
were also turned-over to the
Barangay of Dumadalig and
Dumadalig Integrated School.
The National Nutrition Council
XII likewise distributed “10
Kumainments” fans to advocate
healthy diet and lifestyle.
For the outreach program, the
members of the Council’s four
(4) major Sectoral Committees,
namely: Regional Social
Development Committee

Utilities Development Committee
(InfraCom), Economic

AFP Officials Brief RDC XII on the Peace and Security
Situation of Region XII
By: Sandra J. Alido, NEDA XII-DRD
City of Koronadal, South
Cotabato – The members of
Regional Development Council
(RDC) XII were briefed about
the recent peace and security
situation of the region during
its 63rd
Regular Meeting on
September 20, 2018 at the
SOCCSKSARGEN Hall,
NEDA XII Building, Prime
Regional Government Center,
Koronadal City. The briefing
was done by BGen. Roberto
T. Ancan, Commander of the
1002nd
(Bagwis) Brigade of
the Philippine Army based at
Malandag, Malungon, Sarangani
Province, and Cpt. Ryan Mar
P. Hubo of the Civil Military
Operations Division, 6th Infantry
Division based in Awang, Datu
Odin Sinsuat, Maguindanao.
The update on the peace and
security situation is highly
significant considering the recent
bombings experienced by the
region, specifically in Isulan,
Sultan Kudarat; Midsayap,
Cotabato Province, and Brgy.
Apopong, General Santos City.
The Council concurred with the
recommendation of the two (2)
officers of the Armed Forces of
the Philippines (AFP) to enjoin
the community to be vigilant and
pro-active in maintaining peace
and order in their respective areas
and by considering it as a priority
in their day-to-day activities.
The Council also recommended
for law enforcers to identify the
patterns of radicalism so that
appropriate measures can be
laid down in advance. While the
setting up of check points is one
strategy in addressing extremism,
the Council reminded the AFP to
implement strategies that would
keep the flow of traffic in order
to avoid delays in the delivery of
goods and services.
The AFP officers, nonetheless,
asked for the indulgence of
the public to be patient and
understand the need for check
points because it is primarily
for public safety. BGen. Ancan
advised the commuting public
to be more punctual in their
trips to avoid delays in their
appointments.
Meantime, Macro-economy,
Development Administration and
Finance Committee (MEDAFC)
suggested to strengthen the
Oplan Mapayapa Program of
the Philippine National Police
which was assessed as a good
practice in apprehending lawless
elements who intend to threaten
the community.

PROJECT MONITORING PROJECT MONITORING
MONITORING OF BIG TICKET INFRASTRUCTURE
PROJECTS IN SOCCSKSARGEN REGION
By: Myra L. Sajo, NEDA XII-DRD
City of Koronadal, South
Cotabato – On August 23-24
and 28-29, Regional Project
Monitoring Committee (RPMC)
XII inspected 6 big ticket projects
in the region, which are all
implemented in Cotabato City.
These projects are: (1)
Construction of Cotabato
Regional and Medical Center
Modernization Project Phase II in
Cotabato City; (2) Construction
of Miwaroy Bridge along the
Cotabato City Circumferential
Road, Western Section in
Kalanganan II, Cotabato City; (3)
Construction of Tarbong Bridge
Phase II along Cotabato City
Circumferential Road in Mother
Kalanganan, Cotabato City; (4)
Timaco Port Development Project
(Phase IA) in Kalanganan II,
Cotabato City; (5) Construction
of Road (Tamontaka Boulevard)
Sta. 0+000 – Sta. 10+000, in
Kalanganan II Cotabato City; and
(6) Construction (Road Opening)
of Bagua 2 to Kalanganan 2
(with Road Concreting & Esteros
Bridge I Construction), K0+000;
K0+000-K1+750, K1+788 –
K2+040; Bridge with Approaches
K1+750 – K1+788 in Cotabato
City.
The cost of said projects ranges
from P80 Million to P250 Million
and are scheduled to be completed
this year.
The major findings/observations
of RPMC XII indicate that the
major causes of the delay in
project implementation were
as follows: (a) change in the
design of some projects; (b)
late deliveries of construction
materials; (c) inclement weather;
(d) sea level rise (high tide); (e)
issues on road right-of-way; and
(f) conflict between members
of the community where these
projects are located, and the
contractor.
The slippages in project
implementation varied from 25%
to 34%.
To resolve the bottlenecks and
fast-track the implementation
of these projects, RPMC XII
conducted a Problem-Solving
Session with the implementing
agencies on September 11,
The Cotabato Regional and Medical Center Modernization Project Phase II in Cotabato City has an accomplishment of 50.889
percent and behind schedule by 33.9 percent. The delay in the implementation was due to the change in design, the need to
work on a half-day basis during pile driving because of the sensitivity of machines in the nearby building which may disturb the
patients, late delivery of steel wide flange, and inclement weather.

After his presentation, BGen.

considered as a special non-

peace and security is one of the
crucial concerns that should
be given utmost attention. The
RDC XII Chair instructed the
MEDAFC XII to discuss the
said request in the Committee’s
next meeting and to make the
appropriate recommendation for
the Council’s consideration. The
AFP was requested to decide on
its representation to the Council
as there are two (2) Infantry
Divisions operating the region,
namely: the 6th
ID and the 10th

Finally, RDC XII expressed

44th
Nutrition Month Celebration Encourages Everyone to
Grow Own Healthy, Nutritious and Affordable Food Source
By: Evie B. Cabulanan, NEDA XII-DRD
City of Koronadal, South
Cotabato – SOCCKSARGEN
Region department agencies, the
City Government of Koronadal,
Save the Children Foundation,
Salinas Manufacturing Company
and other stakeholders joined the
launching of the 44th
Nutrition
Month celebration hosted by the
Department of Agriculture XII
in cooperation with the National
Nutrition Council XII at the Prime
Regional Government Center,
Carpenter Hill, Koronadal City on
July 11, 2018.
This year’s theme: “Ugaliing
Magtanim, Sapat na Nutrisyon
Aanihin,” seeks to ensure food
source within our reach, which
is our backyard. The theme was
conceptualized in response to the
call to combat food insecurity, a
situation when people have no
access to safe and nutritious food
resulting to not eating or skipping
a meal that further leads to hunger
and malnutrition.
In the message of Dr. Edvir
Jane S. Montaner, representing
Regional Director Aristides
Concepcion Tan of the
Department of Health XII, good
health is the foundation on
which a promising future is built.
Nutrition starts in food production
of which the best source is our
own backyard gardens. Through
this, we are assured of food that
is free from contaminants brought
by pesticides and other dangerous
chemicals.
During the launching, edible dish
gardening was presented and
demonstrated by Ms. Mitchel V.
Canogaran of DA XII using herbs
like thyme, chives, and basil,
among others. She explained
that dish gardening is a collection
of compatible plants growing
and changing together over time
in a small container. It can be
landscaped to represent a scene
like a miniature ecosystem.
Unlike a traditional pot, there is
usually no hole at the bottom of
a dish garden container. Stones,
gravel, coco coir, sterilized
soil, appropriate plants and
some decorations comprise
one dish garden.
Engr. Teofilo T. Jumawan,
Jr., also of DA XII, shared
that productive family food
gardening can contribute
to lessening the family’s
food budget by 20 percent.
It could also help address
malnutrition. Family food
gardening could be an enjoyable
hobby, especially by adopting
various types of vegetable
gardens using recyclable materials
available at home.
Agencies were also encouraged to
participate in the various contests
lined up to celebrate the 44th
Nutrition Month, these are the
Nutri-Komiks contest, vegetable
cooking contest, and the Search
for Best Gulayan sa Paaralan at
Opisina.

  • 3. July - September 2018 | Regional Development Updates | 3 RDC XII Celebrates RDC Week, Conducts Feeding and Outreach to Children By: Evie Arabis Cabulanan, NEDA XII-DRD City of Koronadal, South Cotabato – Presidential Proclamation No. 1164, Series of 1998, declares every 4th week of September of every year as Regional Development Council (RDC) Week. For CY 2018, the RDC week in SOCCSKSARGEN Region was celebrated on September 25, 2018 in Koronadal City and Tantangan, South Cotabato. It started with a motorcade around the city early in the morning, followed by a zumba exercise and friendship games (basketball, volleyball and chess) among the Council’s members from regional line agencies, local government units, and private sector representatives. One of the highlights of the Celebration was the outreach and feeding of 160 underprivileged and malnourished school- going children of Dumadalig Integrated School and Day Care Centers in Brgy. Dumadalig, Tantangan, South Cotabato. The activity aimed to support the SOCCSKSARGEN Regional Development Plan, 2017-2022, particularly in achieving the objective of accelerating human capital development. The feeding program was conducted in partnership with the Region XII Feeding Task Force chaired by the Department of Agriculture (DA) XII and Co-Chaired by Col. Celestino F. Desamito (Ret), the Region XII Offices of the Department of Education (DepEd) and Department of Social Welfare and Development (DSWD), and the National Dairy Authority (NDA) which provided bottled milk to the target school-going children. A ceremonial milk toast was participated in by the children beneficiaries and the RDC XII members to give emphasis to the importance of milk in our diet. To sustain the feeding program, DA XII also spearheaded the Launching of Gulayan sa Barangay through a ceremonial planting at the barangay’s designated community garden (at the back of Brgy. Dumadalig Gymnasium). Gardening tools and planting materials, such as vegetable seeds and fruit trees, were also turned-over to the Barangay of Dumadalig and Dumadalig Integrated School. The National Nutrition Council XII likewise distributed “10 Kumainments” fans to advocate healthy diet and lifestyle. For the outreach program, the members of the Council’s four (4) major Sectoral Committees, namely: Regional Social Development Committee (RSDC), Infrastructure and Utilities Development Committee (InfraCom), Economic Development Committee (EDC), and Macro-economy, Development Administration and Finance Committee (MEDAFC) gave away school bags and various school supplies like tumblers, notebooks, note pads,

  • 5. July - September 2018 | Regional Development Updates | 5 AFP Officials Brief RDC XII on the Peace and Security Situation of Region XII By: Sandra J. Alido, NEDA XII-DRD City of Koronadal, South Cotabato – The members of Regional Development Council (RDC) XII were briefed about the recent peace and security situation of the region during its 63rd Regular Meeting on September 20, 2018 at the SOCCSKSARGEN Hall, NEDA XII Building, Prime Regional Government Center, Koronadal City. The briefing was done by BGen. Roberto T. Ancan, Commander of the 1002nd (Bagwis) Brigade of the Philippine Army based at Malandag, Malungon, Sarangani Province, and Cpt. Ryan Mar P. Hubo of the Civil Military Operations Division, 6th Infantry Division based in Awang, Datu Odin Sinsuat, Maguindanao. The update on the peace and security situation is highly significant considering the recent bombings experienced by the region, specifically in Isulan, Sultan Kudarat; Midsayap, Cotabato Province, and Brgy. Apopong, General Santos City. The Council concurred with the recommendation of the two (2) officers of the Armed Forces of the Philippines (AFP) to enjoin the community to be vigilant and pro-active in maintaining peace and order in their respective areas and by considering it as a priority in their day-to-day activities. The Council also recommended for law enforcers to identify the patterns of radicalism so that appropriate measures can be laid down in advance. While the setting up of check points is one strategy in addressing extremism, the Council reminded the AFP to implement strategies that would keep the flow of traffic in order to avoid delays in the delivery of goods and services. The AFP officers, nonetheless, asked for the indulgence of the public to be patient and understand the need for check points because it is primarily for public safety. BGen. Ancan advised the commuting public to be more punctual in their trips to avoid delays in their appointments. Meantime, Macro-economy, Development Administration and Finance Committee (MEDAFC) suggested to strengthen the Oplan Mapayapa Program of the Philippine National Police which was assessed as a good practice in apprehending lawless elements who intend to threaten the community. • 6. PROJECT MONITORING PROJECT MONITORING 10 | Regional Development Updates | April - June 20176 | Regional Development Updates | July - September 2018 PROJECT MONITORING PROJECT MONITORING MONITORING OF BIG TICKET INFRASTRUCTURE PROJECTS IN SOCCSKSARGEN REGION By: Myra L. Sajo, NEDA XII-DRD City of Koronadal, South Cotabato – On August 23-24 and 28-29, Regional Project Monitoring Committee (RPMC) XII inspected 6 big ticket projects in the region, which are all implemented in Cotabato City. These projects are: (1) Construction of Cotabato Regional and Medical Center Modernization Project Phase II in Cotabato City; (2) Construction of Miwaroy Bridge along the Cotabato City Circumferential Road, Western Section in Kalanganan II, Cotabato City; (3) Construction of Tarbong Bridge Phase II along Cotabato City Circumferential Road in Mother Kalanganan, Cotabato City; (4) Timaco Port Development Project (Phase IA) in Kalanganan II, Cotabato City; (5) Construction of Road (Tamontaka Boulevard) Sta. 0+000 – Sta. 10+000, in Kalanganan II Cotabato City; and (6) Construction (Road Opening) of Bagua 2 to Kalanganan 2 (with Road Concreting & Esteros Bridge I Construction), K0+000; K0+000-K1+750, K1+788 – K2+040; Bridge with Approaches K1+750 – K1+788 in Cotabato City. The cost of said projects ranges from P80 Million to P250 Million and are scheduled to be completed this year. The major findings/observations of RPMC XII indicate that the major causes of the delay in project implementation were as follows: (a) change in the design of some projects; (b) late deliveries of construction materials; (c) inclement weather; (d) sea level rise (high tide); (e) issues on road right-of-way; and (f) conflict between members of the community where these projects are located, and the contractor. The slippages in project implementation varied from 25% to 34%. To resolve the bottlenecks and fast-track the implementation of these projects, RPMC XII conducted a Problem-Solving Session with the implementing agencies on September 11, The Cotabato Regional and Medical Center Modernization Project Phase II in Cotabato City has an accomplishment of 50.889 percent and behind schedule by 33.9 percent. The delay in the implementation was due to the change in design, the need to work on a half-day basis during pile driving because of the sensitivity of machines in the nearby building which may disturb the patients, late delivery of steel wide flange, and inclement weather.

Cabulanan, NEDA XII-DRD City of Koronadal, South Cotabato – SOCCKSARGEN Region department agencies, the City Government of Koronadal, Save the Children Foundation, Salinas Manufacturing Company and other stakeholders joined the launching of the 44th Nutrition Month celebration hosted by the Department of Agriculture XII in cooperation with the National Nutrition Council XII at the Prime Regional Government Center, Carpenter Hill, Koronadal City on July 11, 2018. This year’s theme: “Ugaliing Magtanim, Sapat na Nutrisyon Aanihin,” seeks to ensure food source within our reach, which is our backyard. The theme was conceptualized in response to the call to combat food insecurity, a situation when people have no access to safe and nutritious food resulting to not eating or skipping a meal that further leads to hunger and malnutrition. In the message of Dr. Edvir Jane S. Montaner, representing Regional Director Aristides Concepcion Tan of the Department of Health XII, good health is the foundation on which a promising future is built. Nutrition starts in food production of which the best source is our own backyard gardens. Through this, we are assured of food that is free from contaminants brought by pesticides and other dangerous chemicals. During the launching, edible dish gardening was presented and demonstrated by Ms. Mitchel V. Canogaran of DA XII using herbs like thyme, chives, and basil, among others. She explained that dish gardening is a collection of compatible plants growing and changing together over time in a small container. It can be landscaped to represent a scene like a miniature ecosystem. Unlike a traditional pot, there is usually no hole at the bottom of a dish garden container. Stones, gravel, coco coir, sterilized soil, appropriate plants and some decorations comprise one dish garden. Engr. Teofilo T. Jumawan, Jr., also of DA XII, shared that productive family food gardening can contribute to lessening the family’s food budget by 20 percent. It could also help address malnutrition. Family food gardening could be an enjoyable hobby, especially by adopting various types of vegetable gardens using recyclable materials available at home. Agencies were also encouraged to participate in the various contests lined up to celebrate the 44th Nutrition Month, these are the Nutri-Komiks contest, vegetable cooking contest, and the Search for Best Gulayan sa Paaralan at Opisina.
