21. Delphi technique
1. Without discussion, group members write down candidate and
reason for choice
2. Pass rationale and choice to leader
3. Leader summarizes the responses and tallies the totals
4. Repeat steps 2 to 4
5. Members encouraged to change answers and vote again
6. Tally for round two is final.

1. Problem is defined for group memebers
2. Without discussion, group members write down ideas for solution
3. Each member offers one idea.
4. Members clarify ideas
5. In private, each member ranks the suggestions
6. Member rankings are combined to create group ranking
