2. Consumer Protection Act of 1986 is an
Indian federation law enacted in 1986 to
protect interests of consumers in India. It
makes provision for the establishment of
consumer councils and other authorities for
the settlement of consum-ers' disputes and
for matters connected therewith.

4. The Central Government shall, by
notification, establish with effect from such
date as it may specify in such notification, a
Council to be known as the Central Consumer
Protection Council
The Central Council consists of the following
members, namely:—
a) - the Minister in charge of the consumer
affairs in the Central Government, who shall
be its Chairman, and
5. - such number of other official or non-official
members representing such interests as may
be prescribed.
6. The State Government shall, by
notification, establish with effect from such date
as it may specify in such notification, a Council to
be known as the Consumer Protection Council
for (hereinafter referred to as the State Council).
- The State Council shall consist of the following
members, namely:—
a) - the Minister incharge of consumer affairs in
the State Government who shall be its Chairman
7. such number of other official or non-official
members representing such interests as may
be prescribed by the State Government.
c) - such number of other official or non-
official members, not exceeding ten, as may
be nominated by the Central Government
8. - The State Council shall meet as and when
necessary but not less than two meetings
shall be held every year
The State Council shall meet at such time and
place as the Chairman may think fit and shall
observe such procedure in regard to the
transaction of its business as may be
prescribed by the State Government
9. (a) a Consumer Disputes Redressal Forum to
be known as the "District Forum" established
by the State Government in each district of
the State by notification:
Provided that the State Government may, if it
deems fit, establish more than one District
Forum in a district.
10. (b) a Consumer Disputes Redressal
Commission to be known as the "State
Commission" established by the State
Government in the State by notification; and
(c) a National Consumer Disputes Redressal
Commission established by the Central
Government by notification
11. A product recall is a request to return to the maker
a batch or an entire production run of a
product, usually due to the discovery of safety
issues. The recall is an effort to limit liability for
corporate negligence (which can cause costly legal
penalties) and to improve or avoid damage
to publicity. Recalls are costly to a company
because they often entail replacing the recalled
product or paying for damage caused by
use, although possibly less costly than
consequential costs caused by damage to brand
name and reduced trust in the manufacturer.
12. A country's consumer protection laws will
have specific requirements in regard to
product recalls. Such regulations may include
how much of the cost the maker will have to
bear, situations in which a recall is
compulsory (usually because the risk is big
enough), or penalties for failure to recall.
13. Maker or dealer notifies the authorities
responsible of their intention to recall a
product. Consumer hotlines or other
communication channels are established. The
scope of the recall, that is, which serial
numbers or batch numbers etc. are recalled,
is often specified.
14. Product recall announcements are released
on the respective government
agency's website (if applicable), as well as in
paid notices in the metropolitan daily
newspapers. In some circumstances,
heightened publicity will also result in news
television reports advising of the recall.
15. When a consumer group learns of a recall it
will also notify the public by various means.
Typically, the consumer is advised to return
the goods, regardless of condition, to the
seller for a full refund or modification.
