CEDS Formatting Suggestions Executive summary that can be used as stand- alone document—focus on most compelling data, key assets, & what your EDD will do SWOT—high-level assessment of key issues with qualitative/quantitative information & quotes from private & public sector leaders Strategy—measureable goals, strategies, & outcome-based performance metrics
