Looking Back:
• Sept. 27, 2019: CR #1 signed into law
• Oct. 1, 2019: Fiscal Year 2020 began
• Nov. 21, 2019: CR #1 expired
• Nov. 21, 2019: CR #2 signed into law
Looking Ahead:
• Dec. 20, 2019: CR #2 will expire
• Congress still aiming for full-year bills
• Full-year CR has numerous drawbacks
• Gov’t shutdown possible
5. Good News in CR #2:
FAST Act Rescission Repealed
• The CR signed into law on Nov. 21 successfully
repealed the $7.6 billion highway funding rescission
• (The rescission was an element of the FAST Act when
it was originally passed)
• The original provision was set to go into effect on July
1, 2020. Would have rescinded $7.6 billion in federal-
aid highway program contract authority beginning
on July 1, 2020, which would have negatively
impacted regions.
