Concept of Operation
• KS JOC develop social network accounts that
provides near-real time situational awareness to a
larger scale of subscribers (followers).
• Incorporate twitter feeds from current Scouts.
• Current Scouts would have the option to create a
specific account separate from their personal
account.
• The KS JOC would follow those scout’s accounts,
and the scouts would follow the JOC account.

Requirements
• Contact Information
– Facebook – AKO email address and a mailing address for the unit.
– Twitter – email address only.
• Terms of use statement
– Each social media presence must have a terms of use statement that
informs visitors of what is authorized when interacting on the platform.
This terms of use statement should include a general disclaimer, privacy
and security disclaimers, and copyright and trademark disclaimer,
moderate presence disclaimer and a Freedom of Information Act notice.

Benefits
• Scouts could provide real-time information to the
JOC.
• JOC could provide real-time information to
anyone subscribed to accounts.
• Photos and short information could be instantly
transmitted across the state from virtually any
platform, ie cell phones, computers, laptops,
tablets, etc.

Drawbacks
• Would be limited to technologically inclined
scouts to provide the feeds of information.
• Scouts would be required to use their personal
devices without compensation.
• Require additional training requirements to JOC
personnel.

Way Forward
• Other platforms could be utilized for training,
such as Slide Share, Vimeo, etc.
• Utilization of handheld devices to provide
reporting requirements to JOC via alternative
networks.
• Virtual Classroom training environments could be
developed for exercises/training purposes.

Annex A
Checklist for OPSEC
Designate members of the team responsible for posting content to the official online
presence and make sure those individuals are current on all OPSEC training.
Make sure all content is submitted to and approved by the commander or the organization’s
release authority prior to posting.
Make sure all content is posted in accordance with organization public affairs guidance and
Army regulations.
Monitor social media presence and make sure external social media users are not posting
sensitive information on our official presence. Monitor wall and comments posted.
Produce training materials and conduct regular social media OPSEC training within our team
and with scout network.
Distribute social media OPSEC training to the families of Soldiers. It is important to keep
them just as informed and up-to-date as the soldiers in our unit.
Be vigilant. Never become complacent when it comes to OPSEC. Check social media
presences within our organization for OPSEC violations. Never stop working to protect
OPSEC. Once the information is out there, it can’t be taken back.
