The document summarizes efforts by ENAV, the Italian air navigation service provider, to improve its flight inspection processes through automation and implementation of a new Flight Inspection Planning and Post-Processing Tool (FLIPP-TMS). A business process modeling analysis was conducted to identify workflows and gaps between current and regulatory requirements. This led to a proposed "to-be" scenario to guide development of FLIPP-TMS, which is expected to support mission planning, task management, documentation, data collection and post-processing in order to increase efficiency and quality of flight inspection activities.
Under ICAO Resolution 23. States were to complete a PBN plan by 2009 to achieve: Implementation of RNAV and RNP operations (where required) for en route and terminal areas according to established timelines and intermediate milestones; and Implementation of approach procedures with vertical guidance (APV, Baro-VNAV and /or augmented GNSS) for all instrument runway ends, either as the primary approach or as back-up for precision approaches by 2016 with intermediate milestones as follows: 30% by 2010, 70% by 2014
Accuracy of the navigation data is of critical importance for PBN and SBAS (WAAS) procedures. Navigation data determines the ground track and vertical guidance. The Final Approach Segment (FAS) Data Block for SBAS and GBAS determines Final course, glide path angle, threshold crossing height, runway, missed approach point. Corrupted data can be catastrophic if not
IDS since 1994 was selected as the supplier for the AIS infrastructure of ENAV
When the Ground Validation is completed, the package is handed over to the FV Crew. Flight Validation Pilots are highly trained individuals with at least a CPL with IR and the experience necessary to obtain an ATPL. Furthermore they have completed training in flight procedure design criteria, ARINC 424 coding issues and Geodesy. The competency framework for FV pilots will be described in doc. 9906 vol. 6.
In order to cope with these challenges ENAV operates along these guidelines: Identify a new flight inspection work flow which takes care of the needs of the new environment Strength the interaction of the ENAV Flight Checking Department with the other ENAV departments, by a seamless digital data management Update the existing Flight Inspection Planning and Post-processing tool (FLIPP) introducing task management capabilities and having a increased planning capabilities. Use a tool in support of a complex decisional and organizational process which involves many different departments
define the Company Flight Inspection Process: support the personnel involved in this process to work according to the official standards and tracing the progress of their activity, even when you don't know what steps may happen in what order. support the collaboration between workers across ENAV organization give an update picture of the overall process to ENAV management which needs to Analyze activities and performance of users and cases within the process. Track the state of each case and where it is in the enterprise. Account for documents, decisions, and changes (who, what, and when) at the data, content, task, and virtual folder levels to meet audit and compliance requirements. Full analytics capabilities to provide detailed process analysis of even the most complex business scenarios and unstructured processes. act as a document management tool in support to flight inspection: easily link unstructured information into structured process. It’s of paramount importance aggregate all necessary data, document, files, tasks or other critical information into a single virtual folder making it easier for users to collect all relevant documents related to the ‘case', give complete transparency to any change in enterprise documents to meet audit and compliance requirements. Access to documents regardless of location or archive in a seamless, "single view" of all case information. Establish and maintain the relationships between documents through intuitive document linking that includes versioning, access control, assignments, deadlines, and other metadata. Discuss and manage cases and their supporting documents and tasks in the context of the overall process via threaded discussions and annotations. Comprehensive tracking, auditing and monitoring
