MANDATORY EFM PROGRAM ENROLLMENT VERIFICATION
NAVADMIN 304/13 directs all commands to review their EFMP enrolled sponsors. Currently, over 25 percent
of family members enrolled in EFMP have an expired enrollment status. Sailors should ensure their
enrollment is updated 12 months prior to negotiating for orders or PCS. Sailors are required to update their
enrollment status every three years or whenever a family member's condition changes. If the status of a
Sailor’s EFMP changes, the command should provide the Medical Treatment Facility EFMP coordinator with an
official letter requesting disenrollment. All commands are directed to ensure an EFMP command POC is
identified in writing and that enrollment statuses of EFMP sponsors are reviewed at least quarterly to ensure

SOLICITING VOLUNTEERS FOR ADVANCEMENT EXAM READINESS REVIEW
NAVADMIN 299/13 announced dates for the Advancement Exam Readiness Review. NETC is seeking
nominations for SMEs who meet the following criteria: Chief, Senior Chief, and Master Chief Petty Officers
who do not have any relatives eligible for advancement in the rating for which they are applying. For more

DIFFERENCE BETWEEN THE ESR AND OMPF
Don’t confuse Electronic Service Record (ESR) and the Official Military Personnel File (OMPF). ESR is found on
NSIPS (https://nsips.nmci.navy.mil), while the OMPF is on BOL (https://www.bol.navy.mil). The ESR is the
field level data entry point for service record maintenance. Data entered in the ESR may feed into the OMPF,
but not all ESR data is required to be entered in the OMPF; examples include e-leave and PCS travel. PSDs
use the ESR, but it isn't a permanent record once a member separates or retires. The OMPF is the permanent
record of Naval service. Check your OMPF early and often.
