The Problem, Solution and End-Game!
3!
- It is envisaged that by promoting application and client development for IMS
the telecommunication operators would embrace and embark to roll-out the
infrastructure in the near term (2nd phase).!
- The mission of IMS Centre of Excellence (CoE) in the 1st phase is to
develop IMS-based applications and clients that would spur the growth of
IMS.!
- Once the IMS application and client are developed more rich further
integration to PSTN could be explored in other phases once the basic setup
has been completed. !
- The CoE would be IMS ready for telecommunications operators to port
and implement in their network with minimal changes.!
- Currently telecommunications operators are hesitant to embark on IMS and
slow in implementing NGN infrastructure due to the lack of appealing IMS
applications.!

Definition of NGN (ITU-T Y.2001)!
4!
• IP-based managed network!
• Fixed and mobile convergence!
• Packet-based network!
• Multiple-broadband, QoS-enabled transport technologies!
• Service related functions are independent from underlying transport-related
technologies!
• Offers unrestricted access by users to different service providers!
• Supports generalized mobility which will allow cosistent and ubiquitous
provision of services to users!
• IP Multimedia Subsystem (IMS)!

The Need for IMS!
! No single reason, but several disruptions or changes in the environment.!
! Operator s will to migrate networks and services into IP-based, to
reduce cost level - rationalization of production.!
! New standalone service opportunities: PoC, IM, Video Sharing, and
enablers.!
! Bundling of services in a cost efficient way. !
! Creating new environment for applications.!
! Convergence: services and applications for multiple accesses with
smaller development costs.!
! No need for several service specific platforms. Handling various tasks,
including charging and authentication with one single platform. !

11!
“Developer Culture” can synonymously be phrased as a “Developer Ecosystem .
Either way, the idea is that a “developer culture” encompasses:-!
• A shared understanding of the problem(s) being solved.!
• A shared understanding of the general solutions to those problems.!
• The methods those solutions are applied to the problems, the means of solving the
problems.!
• And, often, a method for evolving and adapting the community to new problems.!

Example of IMS CoE in Malaysia -
The Objectives!
! Building Techno-Entrepreneurships
IMS COE assists individuals and companies who have the intention, drive and potential to excel
in the mobility application industry.
!
! Nurturing for Venture Creation
IMS COE focuses on nurturing mobile application developers in venture creations, i.e. from idea
generation to design, development, commercialization, all the way to creating and developing a
business.
!
! Platform for Applications Development
IMS COE will provide an environment for Developers to develop and test the mobile applications.
Participants will be given SDK to assist in the development.
!
! Commercialization Support
IMS COE provides Participants advice and consultation on the best possible means to market
their products and services. As an immediate first step, IMS COE provides a channel for selected
applications to be offered to local telcos subscribers; a direct go-to-market opportunity. Potential
market will also include regional ventures.!

Conclusion!
! Telecommunication operator would benefit from
innovative applications developed on the CoE by
local developers that would generate new
revenue stream. !
! Application developers on the other hand would
have a platform to test their innovative
applications based on IMS standards on the
CoE. !
! The IMS ready application would provide a
wider platform for the application provider to
market their application. !
! The direct advantages of this synergy can be
experience by end users by having wider and
richer applications that can enhance their life
and this in return would promote as a leading
technology house in the region.!
