Section 1
1.1 Introduction
 The telecommunications sector in Bangladesh has been characterized by a very low level
 of penetration, limited capability to meet the growing demand, low level of investment
 and old outdated systems and technologies necessitating reactive remedial measures. In
 order to develop a national sound telecommunication infrastructure to support the
 economy and welfare of the country by providing telecommunication facilities on
 demand, assuring satisfactory quality of service and ensuring value to the customers, a
 sound National Telecommunication Policy is essential. This is also imperative to ensure
 the cost based pricing2 of the present as well as the future services to satisfy the need of
 specialized groups in particular and the public in general. With this in view, this new
 policy will ensure the orderly development of the telecommunications sector through the
 provision of services in all the areas of the country, to satisfy the un-serviced demand 3
 for telecommunications and to provide equitable opportunity and competition amongst
 the service providers.
 The Strategic Vision of the Government is to facilitate Universal Telephone Service
 throughout the country and where there is a demand, all those value added services such
 as cellular mobile telephone paging, data services, access to Internet (including electronic
 mail), Voice mail and video conferencing – all at an affordable cost without
 compromising performance. To achieve the Vision, Government’s role as a service
 provider will diminish as the private sector’s role increases. The Government’s objective
 will be to create a new policy environment to support this new scenario. Its ability to
 create policy, regulate and facilitate will be strengthened through a new
 Telecommunications Act which reflects the Government’s new policies, objectives and
 strategies and the establishment of new institutions including a Telecommunication
 Regulatory Commission (TRC) which will become the guardian of the Act and fulfill its
 regulatory functions.
 The National Telecommunications Policy, issued in March 1998, offers broad intentions
 for market liberalization but offers few concrete prescriptions for reform. On December
 11, 2003 Prime Minister Khaleda Zia said, "Our aim is to build an ICT-driven nation
 comprising a knowledge-based society by the year 2006." Dramatic progress in basic

telecom infrastructure is required for this vision to become a reality. The Bangladesh
Telecommunications Regulatory Commission (BRTC), established in January 2002, is
pushing new initiatives to introduce open up competition in local loop services,
rationalize the spectrum policy and establish formal controls over interconnection to
stimulate penetration and improve quality of service.
Moreover, Bangladesh Telecommunication Regulatory Commission (BTRC) is an
independent Commission established under the Bangladesh Telecommunication Act,
2001 (Act no. 18 of 2001) published by Parliament in the Bangladesh Gazette,
Extraordinary issue of 16 April, 2001. The BTRC started functioning from the 31st
January 2002.

Section 2
2.1 Invitation of offers/proposals for grant of license for
    International Gateway Services (IGW)

2.1.1. The Bangladesh Telecommunication Regulatory Commission (BTRC) invites
offers/proposals from eligible Bangladeshi entities (resident citizens, proprietorships,
partnerships and companies registered under ‘Joint Stock of Companies and Firms’ under
the Companies Act 1994) for grant of license to establish, maintain and operate such
system. Only entities having adequate financial, technical and organizational capability to
serve in the field should apply with an updated list of their business record and record of
experience.
2. The applicant companies / proprietorships for the license for International Gateway
Services should be registered with Registrar of Joint Stock Companies and Firms, as well
as with the concerned chamber of commerce and industries.
3. The prescribed application form along with general terms and conditions are included
in the “Regulatory and Licensing Guidelines” which can be obtained from the
Bangladesh Telecommunication Regulatory Commission (BTRC), Shetu Bhaban,
Banani, Dhaka-1212 during working days and hours on payment of Tk. 50,000.00 (Taka
fifty thousand) only (being non-refundable) in the form of bank draft/pay order in favour
of the Bangladesh Telecommunication Regulatory Commission for each copy by making
an application to the Commission in its letterhead. Original receipt of the bank draft/pay
order should be enclosed with the offer/proposal, by the applicant.
4. All applications duly sealed are to be submitted in the tender box kept in the BTRC,
Shetu   Bhaban,     Banani,    Dhaka-1212     addressing    the   Chairman,    Bangladesh
Telecommunication Regulatory Commission on or before 12.00 hrs on 21st November,
2007. The sealed application will be opened by the representative of BTRC a t 12.30 hrs
in the office of the BTRC on the same day in the presence of the applicants, who are
present. Applications will not be received after the deadline.

5. The Commission will issue 3 (three) Licenses for International Gateway Services in
Bangladesh as per the International Long Distance Telecommunication Services Policy
2007 (ILDTS Policy 2007). The Commission shall follow the Licensing procedure for
issuance of International Gateway Services License as given in the Regulatory and
Licensing Guidelines.
6. Pursuant to ILDTS Policy 2007 BTRC will also be issuing licenses for other services
i.e. Interconnection Exchange Services (ICX) and International Internet Gateway
Services (IIG). An entity is eligible to apply for multiple licenses. However only one
license will be issued to one entity.
7. Regulatory and Licensing Guidelines containing among other things, the Guidelines
for invitation of application for issuing of license for International Gateway Services is
also available in the Commission website: www.btrc.gov.bd for information only.
8. There will be a Pre-offer/pre-bid meeting on 4th November, 2007 at 11:30 hrs in
BTRC conference room wherein the prospective applicant may seek any clarification or
explanation on the matter. The questions to be clarified must be submitted before 1st
November, 2007 in writing with the Director, Legal and Licensing Division, Bangladesh
Telecommunication Regulatory Commission, during office hours on working days.
9. Any offer/proposal submitted which does not comply with any of the above terms and
conditions will not be accepted.
10. The Commission reserves the right to accept or reject any or all offers/proposals,
without assigning any reason thereof.
11. Any applicant may communicate for further clarification on the subject in writing
with the Director, Legal and Licensing Division, Bangladesh Telecommunication
Regulatory Commission, during office hours on working days till 6th November, 2007.

    Interconnection Exchange (ICX) Services

Section 3

3.1 The Current Proposed Networking Architecture for BTRC IGW
     Project

As per requirement provided by BTRC, we designed the network for future service
oriented. But now to meet the basic requirement of BTRC we propose 1*UMG8900 as
Media Gateway and Signaling Gateway in Dhaka. The capacity of this Media Gateways
already mentioned above. This Media Gateway will connect with one router. Initially the
Backbone needs to rent from any Backbone service provider in STM-1/STM-4 level with
1+1 redundancy. We also propose 1 pair of SBC (Session Engine 2300) as Voice
Firewall for the protection of internal IGW network from the outside countries’ network.
Anther important remark of our solution is, we configure routing policy server for the
IGW solution.


3.2 The Future Network Architecture for BTRC IGW Project
To give the NP and other service, IGW need to deploy stand along SG7000 as STP in all
sites or only in Dhaka with ENUP server. Then the network diagram of Dhaka site will
be like below.

3.3 The Current Proposed Networking Diagram for BTRC ICX
    Project




     As per requirement provided by BTRC, we designed the network for future
     service oriented. That means in future ICX operator can provide NP, SMS,
     VMS or any other value added services if required by ANS operators. ICX
     operator can install ENUM, IMEI and Number Portability services as and
     when required by BTRC. The ICX operator will install and maintain EIR
     services for the ANS operators. But now to meet the basic requirement of
     BTRC we propose 3*UMG8900 as Media Gateway and Signalling Gateway in
     Dhaka, Chittagong and Khulna or Dhaka, Sylhet and Bogra. The capacity of
     these three Media Gateways already mentioned above. Each Media Gateway
     will connect with one router. Below is the Backbone connectivity. Initially the
     Backbone needs to rent form any Backbone service provider in STM-4/STM-1
     level with 1+1 redundancy.

Section 1 1.1 Introduction The telecommunications sector in Bangladesh has been characterized by a very low level of penetration, limited capability to meet the growing demand, low level of investment and old outdated systems and technologies necessitating reactive remedial measures. In order to develop a national sound telecommunication infrastructure to support the economy and welfare of the country by providing telecommunication facilities on demand, assuring satisfactory quality of service and ensuring value to the customers, a sound National Telecommunication Policy is essential. This is also imperative to ensure the cost based pricing2 of the present as well as the future services to satisfy the need of specialized groups in particular and the public in general. With this in view, this new policy will ensure the orderly development of the telecommunications sector through the provision of services in all the areas of the country, to satisfy the un-serviced demand 3 for telecommunications and to provide equitable opportunity and competition amongst the service providers. The Strategic Vision of the Government is to facilitate Universal Telephone Service throughout the country and where there is a demand, all those value added services such as cellular mobile telephone paging, data services, access to Internet (including electronic mail), Voice mail and video conferencing – all at an affordable cost without compromising performance. To achieve the Vision, Government’s role as a service provider will diminish as the private sector’s role increases. The Government’s objective will be to create a new policy environment to support this new scenario. Its ability to create policy, regulate and facilitate will be strengthened through a new Telecommunications Act which reflects the Government’s new policies, objectives and strategies and the establishment of new institutions including a Telecommunication Regulatory Commission (TRC) which will become the guardian of the Act and fulfill its regulatory functions. The National Telecommunications Policy, issued in March 1998, offers broad intentions for market liberalization but offers few concrete prescriptions for reform. On December 11, 2003 Prime Minister Khaleda Zia said, "Our aim is to build an ICT-driven nation comprising a knowledge-based society by the year 2006." Dramatic progress in basic -2-
  • 4. telecom infrastructure is required for this vision to become a reality. The Bangladesh Telecommunications Regulatory Commission (BRTC), established in January 2002, is pushing new initiatives to introduce open up competition in local loop services, rationalize the spectrum policy and establish formal controls over interconnection to stimulate penetration and improve quality of service. Moreover, Bangladesh Telecommunication Regulatory Commission (BTRC) is an independent Commission established under the Bangladesh Telecommunication Act, 2001 (Act no. 18 of 2001) published by Parliament in the Bangladesh Gazette, Extraordinary issue of 16 April, 2001. The BTRC started functioning from the 31st January 2002. -3-
  • 5. Section 2 2.1 Invitation of offers/proposals for grant of license for International Gateway Services (IGW) 2.1.1. The Bangladesh Telecommunication Regulatory Commission (BTRC) invites offers/proposals from eligible Bangladeshi entities (resident citizens, proprietorships, partnerships and companies registered under ‘Joint Stock of Companies and Firms’ under the Companies Act 1994) for grant of license to establish, maintain and operate such system. Only entities having adequate financial, technical and organizational capability to serve in the field should apply with an updated list of their business record and record of experience. 2. The applicant companies / proprietorships for the license for International Gateway Services should be registered with Registrar of Joint Stock Companies and Firms, as well as with the concerned chamber of commerce and industries. 3. The prescribed application form along with general terms and conditions are included in the “Regulatory and Licensing Guidelines” which can be obtained from the Bangladesh Telecommunication Regulatory Commission (BTRC), Shetu Bhaban, Banani, Dhaka-1212 during working days and hours on payment of Tk. 50,000.00 (Taka fifty thousand) only (being non-refundable) in the form of bank draft/pay order in favour of the Bangladesh Telecommunication Regulatory Commission for each copy by making an application to the Commission in its letterhead. Original receipt of the bank draft/pay order should be enclosed with the offer/proposal, by the applicant. 4. All applications duly sealed are to be submitted in the tender box kept in the BTRC, Shetu Bhaban, Banani, Dhaka-1212 addressing the Chairman, Bangladesh Telecommunication Regulatory Commission on or before 12.00 hrs on 21st November, 2007. The sealed application will be opened by the representative of BTRC a t 12.30 hrs in the office of the BTRC on the same day in the presence of the applicants, who are present. Applications will not be received after the deadline. -4-

The Commission will issue 3 (three) Licenses for International Gateway Services in Bangladesh as per the International Long Distance Telecommunication Services Policy 2007 (ILDTS Policy 2007). The Commission shall follow the Licensing procedure for issuance of International Gateway Services License as given in the Regulatory and Licensing Guidelines. 6. Pursuant to ILDTS Policy 2007 BTRC will also be issuing licenses for other services i.e. Interconnection Exchange Services (ICX) and International Internet Gateway Services (IIG). An entity is eligible to apply for multiple licenses. However only one license will be issued to one entity. 7. Regulatory and Licensing Guidelines containing among other things, the Guidelines for invitation of application for issuing of license for International Gateway Services is also available in the Commission website: www.btrc.gov.bd for information only. 8. There will be a Pre-offer/pre-bid meeting on 4th November, 2007 at 11:30 hrs in BTRC conference room wherein the prospective applicant may seek any clarification or explanation on the matter. The questions to be clarified must be submitted before 1st November, 2007 in writing with the Director, Legal and Licensing Division, Bangladesh Telecommunication Regulatory Commission, during office hours on working days. 9. Any offer/proposal submitted which does not comply with any of the above terms and conditions will not be accepted. 10. The Commission reserves the right to accept or reject any or all offers/proposals, without assigning any reason thereof. 11. Any applicant may communicate for further clarification on the subject in writing with the Director, Legal and Licensing Division, Bangladesh Telecommunication Regulatory Commission, during office hours on working days till 6th November, 2007. -5-

Section 3 3.1 The Current Proposed Networking Architecture for BTRC IGW Project Figure 3-1 Current networking architecture As per requirement provided by BTRC, we designed the network for future service oriented. But now to meet the basic requirement of BTRC we propose 1*UMG8900 as Media Gateway and Signaling Gateway in Dhaka. The capacity of this Media Gateways already mentioned above. This Media Gateway will connect with one router. Initially the Backbone needs to rent from any Backbone service provider in STM-1/STM-4 level with 1+1 redundancy. We also propose 1 pair of SBC (Session Engine 2300) as Voice Firewall for the protection of internal IGW network from the outside countries’ network. Anther important remark of our solution is, we configure routing policy server for the IGW solution. 3.2 The Future Network Architecture for BTRC IGW Project To give the NP and other service, IGW need to deploy stand along SG7000 as STP in all sites or only in Dhaka with ENUP server. Then the network diagram of Dhaka site will be like below. -8-

  • 11. 3.3 The Current Proposed Networking Diagram for BTRC ICX Project As per requirement provided by BTRC, we designed the network for future service oriented. That means in future ICX operator can provide NP, SMS, VMS or any other value added services if required by ANS operators. ICX operator can install ENUM, IMEI and Number Portability services as and when required by BTRC. The ICX operator will install and maintain EIR services for the ANS operators.
