This resume is focused upon my work in and pertinent to the energy sector, spanning biofuels, petrochem, nuclear, and
innovative, exploratory research, development, and applications. A complete curriculum vitae is available with extended

as well as to work in management, business development and also hands-on operation of instruments and equipment.


Current / Recent Special Projects and Engagements

Alternatives to Water-based Fracturing (Fracking) Fluids for Shale-Gas Drilling
An in-depth review and analysis of completing and potential fluids and methods of use for improving yield, safety, and
environmental quality in the process of exploration and drilling for natural gas in shale-bed deposits.

Hydrogen production for fuel or for use in water synthesis
Analysis and recommendations for improving the use of biomass and syngas derivations from other sources in order to
produce clean hydrogen for use as a fuel or for combustion directly onsite for water production.

Hybrid hydrogen and alternative backup energy sources for vehicle power
Focus on a unique metal-hydride storage system for hydrogen to be used in fuel cells, with backup power from both
external combustion and solar technologies, including automobile grid power distribution.

Improved sample collection, data acquisition, chain-of-custody, LIMS operation, and mobile analytics
Focus upon development of the EcoPOD™ system coupled with the COPPER software for rapid deployment of mobile or
semi-mobile analysis platforms including GC/MS, AA, FTIR, XRF, Raman, AFM, and others.

Hybrid solar and wind system design
Optimizing the physical integration and deployment of Si-based, CIGS, and OLED photovoltaic media into hybrid
symbiotic systems, and also employing solar power technology in the structures of wind-generation platforms.

RMER
Radiation Medical Emergency Response, an adaptation and integration of several sensing, monitoring, robotics, and
informatics tools to provide rapid disbursement and integrated work by teams for assessment, monitoring, medical
diagnostics and treatment, and food/water/structure safety with respect to natural, accidental and intentional radiation
releases and exposures.

Automated and human-assisted algorithms, heuristics and applications for process anomaly
detection and responsive countermeasures
Applied R&D and integration of existing instrumentation and software for providing an early warning and adjustment
system with applications to multiple energy production (e.g. drilling, mining), transportation and unloading, storage, and
consumption of chemicals and hazardous materials to mitigate security and safety risks and to optimize economical and
environmental strengths.

BioProt™
Analysis, surface bioprotection treatment, including for microbe-susceptible pipes, conduits and tanks. Treatment is
precided and enhanced by a refined methodology for monitoring and also training of workers and/or general-public for
preventive measures against a variety of contact/exchange transmissible pathogens.

EcOasis PodLab™
Modular, reconfigurable trailer/container-based facility with options for field operations with chemical and pathogen
analytics, emergency water filtration, public health diagnostics lab, and satellite-based internet communications –
providing mobile diagnostics and public-access informatics; included are ECLEAR™ Kit (biosafety & health aids kit).

dRAKE™
Multi-technology system for early warning of at-sea approach of threats (e.g., pirates) for large carrier and tanker ships,
particularly LNG carriers, including use of AUV and electronic countermeasures for prevention of seizure or destruction.

   2002 - Present: Chief Scientist (Co-Founder), TETRADYN (TETRAD Technologies Group, Inc.)
Specific projects and accomplishments are described in summary sections above. Development of
energy/fuel and environmental testing, modeling and preventive systems and protocols (including sensor
nets, analytical methods, surface treatments, situation awareness communications) relating to biological,
chemical & radiation agent) risks in refinery plants, field sites, transportation, and power generation plants.
Development of sensing, imaging, and recognition methodologies for (principally) community-based and
environmental health threat detection/abatement applications. Management and re-organization of an
environmental analysis laboratory. Designed CRAIDO and EcOasis Pod systems (mobile, trailer-based lab
analysis pertaining to environmental and public health processes). Analytical instrumentation included
GC/MS, FTIR, XRF, AFM, Raman, HPLC, AA and radiation spectroscopy. Extensive architecture design and
programming of analytical functions (Matlab, Mathematica, Maple, LISP, Qi, C++, PHP).

R&D in intelligent control, sensing, imaging and actuator response, principally chem/bio/rad: CEBIT
(Chemical-Explosives-Biological Identification and Tracking), Nomad Eyes (distributed CEBIT-based
situation awareness, early warning and response network), CUBIT (Coordinated Unified Biothreat
Intervention and Treatment) and EcoPOD (rapidly reconfigurable and mobile lab modules for use on land, at
sea and in extreme, harsh environments).

Responsible for distributed technical and scientific team management, proposal/bid development, business
plan components, project management, product evaluation (technical and market/customer acceptance).
Sensing, imaging, and recognition work principally directed toward biomedical and public health (pandemic
applications including testing and training. Consulting contracts have included: Intel, Boeing, Solutia, BP,
CDC, ST Microelectronics, other academic institutions and govt. agencies.

Experienced in setup and management of new lab/center environments, procurement, business
development planning including spin-outs and new ventures, new team formation, public presentations and
communications.

   2000 - 2003: Group Manager and Research Lead, Intel Corporation (USA, Costa Rica, Russia)
Responsible for consortium-activity with regional (Costa Rica and Latin America) scientific institutions
(CENAT, FUNDES, LANAMME) as part of corporate new business development. Research focused upon
nanomaterials and biochip (microfluidic) technologies for clinical and consumer uses. Managed two
separate and distributed international teams. Performed integral role in formation of new lab (consortium
with CENAT) for nanotech and virtual e-collaboration R&D; key project was a nanoscalar anthrax sensor.
Assisted as analyst/advisor for Intel Capital VC investment.

Architect and manager of development team responsible for high-speed data movement and transfer system
designed for enterprise business and manufacturing applications (ADaM – Advanced Data Mover – a full-
enterprise ETL system). Produced prototype system in record time that outperformed prior in-house system
and alternative third-party vendor offerings, demonstrating cost-effective solution for meeting strategic needs.
Java, C++, .Net, XML, PHP, SQL, Oracle, UML among primary resources used.

    1996 - 2001: CEO and Director of R&D (Co-Founder), Silicon Dominion Corporation, Richmond, VA
Directed development efforts of startup R&D company (with a twelve-person offshore tech team; Russia and
Eastern Europe) producing products in two areas: (i) nanotech - magneto-optic sensing, carbon nanotube
fabrication     and    array    structuring,   and     modeling     tools    for  biotech   applications;
(ii) internet-based research and research-collaboration tools. Products included Open Stream Media and
Open Net Tool Suite (medical and public health oriented software and networks). MEMS-based molecular
sensing R&D led to architecture & platform of molecular-scale pathogen detectors. Specific IT products
included Open Stream Media and Open Net Tool Suite, including vMessenger, vLive!, Open Stream Viewer
(patents pending). Designed XML-based OSML (Open Stream Markup Language) and ANGEL adaptive
video codec. Java, C++, XML, PHP, Oracle, MySQL were the primary software resources used.

   1993 - 1998: Assistant/Associate Professor, Physics and Biomedical Engineering (dual appointments),
Virginia Commonwealth University (Medical College of Virginia), Richmond, VA
Founded and directed the Molecular Engineering and Biocomputing Center (MEBC lab). Research focus on
applications of nonlinear models and complex systems (cellular automata, attractors) to biological signaling
and nanosystems. Developed genetic-algorithm and neural-net models. Seminal research in quantum
solitonic (tensegriton) models, macroscopic quantum effects (biosolitons), nanostructured materials, and
experimental work on intracellular submicron imaging using in vitro neural cell cultures.

Teaching included courses in physics and biomedical/biomaths (graduate, undergrad levels) plus PhD
supervision. Initiated community mentoring and urban after-school program. Implemented a pioneering
internet-based telemedicine information resource and medical informatics network linking U.S. hospitals &
companies with institutions in Russia and other countries. Managed student and professional volunteers.
Parallel C, C++, Java, LISP, OCCAM, SQL, Oracle were used and taught.

   1988 - 1993: Senior Scientist, Special Projects, SGS-THOMSON Microelectronics (now ST.com),
Baltimore MD (Concurrent 1991-1992: Visiting Faculty, VA Tech & Radford Univ.)
Introduced use of AFM and STM for defect and fault analysis. Designed prototype development of real-time
parallel processing and also a pattern recognition processor chip for object recognition and microcontrol.
Core neural chip was later applied to handwritten character recognition. Led and served on technical team
and task group for prototyping, training and assimilating feedback on new microprocessor and image
processing devices. Established a corporate-university joint research project focused upon neuro/cardio
medical signal processing (Silicon Graphics server array). Parallel C, C++, OCCAM were co-developed,
used and taught intensively.

    1985 - 88: Senior Engineer / Project Manager, Martin Marietta Aerospace, Baltimore MD
Designed and implemented systems for autonomous and guided robots and manipulators. Established
artificial intelligence lab for serving autonomous robot R&D. Designed first motion and obstacle-avoidance
controller for US Navy deep-sea autonomous underwater robot, employing sonar and lidar. Served as
liaison/consultant to partner companies and govt. agencies on sensor, data fusion, recognition. Performed
software research, development and management concentrating in artificial intelligence and neural networks.

LISP, PROLOG and 3 /4 -gen development systems were used intensively, along with LISP workstations.
Also performed signal verification work on VLS launching system for Aegis cruisers.

   1983 - 85: Research Scientist, Artificial Intelligence Group, Battelle Labs, Columbus OH
Designed and implemented rule-based, neural-net and other nonlinear expert systems, simulations and
development tools for medically-related fault-diagnostics, process control and qualitative physics. Developed
architecture for data mining and knowledge extraction over sensor-actuator networks. LISP, PROLOG,
FORTRAN were used intensively, along with LISP-specific workstations.

Current / Recent Special Projects and Engagements Alternatives to Water-based Fracturing (Fracking) Fluids for Shale-Gas Drilling An in-depth review and analysis of completing and potential fluids and methods of use for improving yield, safety, and environmental quality in the process of exploration and drilling for natural gas in shale-bed deposits. Hydrogen production for fuel or for use in water synthesis Analysis and recommendations for improving the use of biomass and syngas derivations from other sources in order to produce clean hydrogen for use as a fuel or for combustion directly onsite for water production. Hybrid hydrogen and alternative backup energy sources for vehicle power Focus on a unique metal-hydride storage system for hydrogen to be used in fuel cells, with backup power from both external combustion and solar technologies, including automobile grid power distribution. Improved sample collection, data acquisition, chain-of-custody, LIMS operation, and mobile analytics Focus upon development of the EcoPOD™ system coupled with the COPPER software for rapid deployment of mobile or semi-mobile analysis platforms including GC/MS, AA, FTIR, XRF, Raman, AFM, and others. Produced prototype system in record time that outperformed prior in-house system and alternative third-party vendor offerings, demonstrating cost-effective solution for meeting strategic needs. Java, C++, .Net, XML, PHP, SQL, Oracle, UML among primary resources used. 1996 - 2001: CEO and Director of R&D (Co-Founder), Silicon Dominion Corporation, Richmond, VA Directed development efforts of startup R&D company (with a twelve-person offshore tech team; Russia and Eastern Europe) producing products in two areas: (i) nanotech - magneto-optic sensing, carbon nanotube fabrication and array structuring, and modeling tools for biotech applications; (ii) internet-based research and research-collaboration tools.
