When you say signature with no ratification, it means (in a few words) that a Country expresses the willingness to be part of the treaty in future
With the ratification a country confirm that it is bound to the treaty
ATP provision is that if 5 States will ratify the Agreement, after 1 year it enters into force
The fifth state was the ex Yugoslavia (20 November 1975)
Nowadays Country involved in ATP Agreement are more than 40 (exactly 49: Moldova was the last one in September 2007, I think)
All Europe adopted ATP except of Iceland (for obvious reasons because ATP deal with Rail and Road Transport) and Iceland is more than 150 km from any other Parties; the other one is Switzerland that confirm his neutrality even in ATP (however it was one the first signatories in 1971, but it never ratified…)
Till now there also some States out of Europe which have ratified ATP (chronological order from Morocco 1981 to Tunisia 2007)
