Prin „accesul deschis” la această literatură,
înţelegem că este liber disponibilă publicului pe
internet permiţând oricăror utilizatori să citească,
descarce, copieze, distribuie, tipărească, să caute
sau să se lege la textele integrale ale acestor
articole, să le parcurgă pentru a le indexa, să le
paseze ca date unui software sau să le
folosească în orice scop respectând legea, fără
bariere financiare, legale sau tehnice altele decât
cele inseparabile de accesul pe internet în sine.
Singura constrângere privind reproducerea și
distribuţia și singurul rol pentru drepturile de autor
din acest domeniu, ar trebui să dea autorilor
controlul asupra integrităţii muncii lor și dreptul de
a fi recunoscuţi și citaţi corespunzător.

● Stabilirea accesului deschis ca o procedură satisfăcătoare, ideal, necesită angajamentul activ al fiecărui individ producător
de cunoaştere ştiinţifică şi deţinător al patrimoniului cultural. Contribuţiile cu acces deschis cuprind rezultatele de cercetare
ştiinţifică originale, datele primare şi metadatele, materialele sursă, reprezentările digitale ale materialelor pictografice şi

● Autorul(ii) şi titularul(ii) drepturilor de autor acordă tuturor utilizatorilor dreptul de acces liber, irevocabil, global şi o licenţă de

29.2 Open access to scientific
publications
Each beneficiary must ensure open access (free of charge, online access for any user) to all
peer-reviewed scientific publications relating to its results.
In particular, it must:
(a) as soon as possible and at the latest on publication, deposit a machine-readable
electronic copy of the published version or final peer-reviewed manuscript accepted for
publication in a repository for scientific publications;
Moreover, the beneficiary must aim to deposit at the same time the research data needed to
validate the results presented in the deposited scientific publications.
(b) ensure open access to the deposited publication — via the repository — at the latest:
(i)on publication, if an electronic version is available for free via the publisher, or
(ii) within six months of publication (twelve months for publications in the social sciences and
humanities) in any other case.
(c) ensure open access — via the repository — to the bibliographic metadata that identify
the deposited publication.
29.2 Open access to scientific
publications
The bibliographic metadata must be in a standard format and must include all of the
following:
- the terms ["European Union (EU)" and "Horizon 2020"]["Euratom" and Euratom
research and training programme 2014-2018’];
- the name of the action, acronym and grant number;
- the publication date, and length of embargo period if applicable, and
- a persistent identifier.

29.3 Open access to research data
[OPTION 1a for actions participating in the open Research Data Pilot: Regarding the
digital research data generated in the action (‘data’), the beneficiaries must:
(a) deposit in a research data repository and take measures to make it possible for third
parties to access, mine, exploit, reproduce and disseminate — free of charge for any user
— the following:
(i) the data, including associated metadata, needed to validate the results presented in
scientific publications as soon as possible;
(ii) [OPTION A for health actions that participate in the Open Research Data Pilot, if
foreseen in the work programme: data which is relevant for addressing a public health
emergency, if specifically requested by the [Commission][Agency] and within the deadline
specified in the request][OPTION B: not applicable];
(iii) other data, including associated metadata, as specified and within the deadlines laid
down in the ‘data management plan’ (see Annex 1);
(b) provide information — via the repository — about tools and instruments at the disposal
of the beneficiaries and necessary for validating the results (and — where possible —
provide the tools and instruments themselves).
1. Dissemination of results
The beneficiaries may choose the form for disseminating their results.
Standard forms of dissemination:

 presentation at a scientific conference
 peer-reviewed publication
The dissemination measures should however be consistent with the ‘plan for the
exploitation and dissemination of the results’ and proportionate to the impact expected
from the action.
When deciding on dissemination, the beneficiaries must also consider the other
beneficiaries’ legitimate interests.
The beneficiary that intends to disseminate must give the other beneficiaries —
unless otherwise agreed — at least 45 days advance notice (together with sufficient
information on the dissemination).
2. Open access to scientific publications
A ‘repository for scientific publications’ is an online archive. Beneficiaries are free to
choose the repository; it can be institutional, subject-based or centralised.
Best practice:
The Open Access Infrastructure for Research in Europe (OpenAIRE) links existing
repositories. It is not obligatory for projects to deposit in OpenAIRE itself, but it is the
recommended entry point for researchers deciding on a repository. OpenAIRE also offers
support services for researchers, such as the National Open Access Desks. Other useful
listings are the Registry of Open Access Repositories (ROAR), the Directory of Open
Access Repositories
(OpenDOAR) and OAPEN (for monographs). Beneficiaries should not choose a repository
with rules which could conflict with open access.
Open access does NOT imply that the beneficiaries are obliged to publish their results; it
only sets certain requirements that must be fulfilled if they do decide to publish them.

Open access can be provided through:
a) gold open access (open-access publishing)
‘Gold open access means that open access is provided immediately via the publisher
when an article is published, i.e. where it is published in open access journals or in
‘hybrid’ journals combining subscription access and open access to individual articles.
In gold open access, the payment of publication costs (article processing charges) is
shifted from readers’ subscriptions to (generally one-off) payments by the author. Such
author processing costs may be eligible (see Article 6.2.D.3) — if incurred before the end
of the action. Currently, an action for dealing with such costs incurred after the end of the
action in FP7 is being piloted and further action in H2020 will be considered based on the
outcome.

b) green open access (self-archiving).
‘Green open access’ means that the published article or the final peer-reviewed manuscript
is archived by the researcher (or a representative) in an online repository. Access to the
article is often — but not necessarily — delayed (H2020 embargo period between 6 and 12
months; see below) as some scientific publishers may wish to recoup their investment by
selling subscriptions and charging pay-per-download view fees during an exclusivity
Period.
Best practice:
Authors are encouraged to retain their copyright and grant appropriate licences to
publishers.

Pasul 1 - Deposit, in a repository for scientific publications, a machine-readable
electronic copy of the published version of the publication (or the final peer-reviewed
manuscript as accepted for publication).
Pasul 2 - Provide open access to the scientific publication — either as ‘gold open access
(i.e. via the publisher AND via the repository) or as ‘green open access (i.e. via the
repository only).
Pasul 3 - Ensure open access, via the repository, to certain bibliographic metadata that
identify the publication
Pasul 4 - Aim to deposit at the same time, ideally in a data repository, the research data
needed to validate the results in the deposited publication.

Platform, tentatively named 'Open Research Europe' and referred to as 'the Platform' for
short) as a service for Horizon 2020 beneficiaries.

The aim is to assist Horizon 2020 beneficiaries and researchers in complying with the
Horizon 2020 open access mandate and to increase the uptake of open access for
peer-reviewed scientific articles in Horizon 2020. An early internal analysis of the
success of the Horizon 2020 policy showed that approximately 60-68% of scientific
publications supported by Horizon 2020 were available in open access. The present
call for tender seeks to
contribute towards improving this performance by offering an additional option to the
beneficiaries of Horizon 2020 for fulfilling the open access requirements of the
framework programme.

Managementul datelor
Actions participating in the pilot must draw up a data management plan (DMP) within the first
6 months of the project implementation.
The data management plan must support the management life-cycle for all data that will
becollected, processed or generated by the action. It must cover how to make data findable,
accessible, interoperable and re-usable (FAIR), including:
 the handling of data during and after the project
 what data will be collected, processed or generated
 what methodology and standards will be applied whether data will be shared / made open
access (and how) and, if any, what data will
not be shared / made open access (and why) and how data will be curated and preserved.
The data management plan should be updated (and become more precise) as the project
evolves. New versions should be created whenever important changes to the project occur
(e.g. new data sets, changes in consortium policies, etc.), at least as part of the mid-term
review (if any) and at the end of the project.

Overall Conclusion
Open access to research results (scientific publications and research) is being supported
by a growing number of universities, research centers and funding agencies across
Europe in recent years. However, as the number of policies and initiatives has
increased, this has resulted in a very diverse ecosystem in Europe (e.g. as regards the
preference for gold or green open access). As a next step, more coordination and policy
convergence across national borders (including at the level of funders and universities)
could be useful, based on the sharing and mainstreaming of best practices.
In the case of open research data policies, much still needs to be done and Horizon
2020 provides a useful reference model.

(c) ensure open access — via the repository — to the bibliographic metadata that identify the deposited publication.

  • 14. 29.3 Open access to research data [OPTION 1a for actions participating in the open Research Data Pilot: Regarding the digital research data generated in the action (‘data’), the beneficiaries must: (a) deposit in a research data repository and take measures to make it possible for third parties to access, mine, exploit, reproduce and disseminate — free of charge for any user — the following: (i) the data, including associated metadata, needed to validate the results presented in scientific publications as soon as possible; (ii) [OPTION A for health actions that participate in the Open Research Data Pilot, if foreseen in the work programme: data which is relevant for addressing a public health emergency, if specifically requested by the [Commission][Agency] and within the deadline specified in the request][OPTION B: not applicable]; (iii) other data, including associated metadata, as specified and within the deadlines laid down in the ‘data management plan’ (see Annex 1); (b) provide information — via the repository — about tools and instruments at the disposal of the beneficiaries and necessary for validating the results (and — where possible — provide the tools and instruments themselves).
  • 15. 1. Dissemination of results The beneficiaries may choose the form for disseminating their results. Standard forms of dissemination:  website  presentation at a scientific conference  peer-reviewed publication The dissemination measures should however be consistent with the ‘plan for the exploitation and dissemination of the results’ and proportionate to the impact expected from the action. When deciding on dissemination, the beneficiaries must also consider the other beneficiaries’ legitimate interests. The beneficiary that intends to disseminate must give the other beneficiaries — unless otherwise agreed — at least 45 days advance notice (together with sufficient information on the dissemination).
  • 16. 2. Open access to scientific publications A ‘repository for scientific publications’ is an online archive. Beneficiaries are free to choose the repository; it can be institutional, subject-based or centralised. Best practice: The Open Access Infrastructure for Research in Europe (OpenAIRE) links existing repositories. It is not obligatory for projects to deposit in OpenAIRE itself, but it is the recommended entry point for researchers deciding on a repository. OpenAIRE also offers support services for researchers, such as the National Open Access Desks. Other useful listings are the Registry of Open Access Repositories (ROAR), the Directory of Open Access Repositories (OpenDOAR) and OAPEN (for monographs). Beneficiaries should not choose a repository with rules which could conflict with open access. Open access does NOT imply that the beneficiaries are obliged to publish their results; it only sets certain requirements that must be fulfilled if they do decide to publish them.

Acces Deschis de aur Open access can be provided through: a) gold open access (open-access publishing) ‘Gold open access means that open access is provided immediately via the publisher when an article is published, i.e. where it is published in open access journals or in ‘hybrid’ journals combining subscription access and open access to individual articles. In gold open access, the payment of publication costs (article processing charges) is shifted from readers’ subscriptions to (generally one-off) payments by the author. Such author processing costs may be eligible (see Article 6.2.D.3) — if incurred before the end of the action. Currently, an action for dealing with such costs incurred after the end of the action in FP7 is being piloted and further action in H2020 will be considered based on the outcome.

The data management plan must support the management life-cycle for all data that will becollected, processed or generated by the action. It must cover how to make data findable, accessible, interoperable and re-usable (FAIR), including:  the handling of data during and after the project  what data will be collected, processed or generated  what methodology and standards will be applied whether data will be shared / made open access (and how) and, if any, what data will not be shared / made open access (and why) and how data will be curated and preserved. The data management plan should be updated (and become more precise) as the project evolves. New versions should be created whenever important changes to the project occur (e.g. new data sets, changes in consortium policies, etc.), at least as part of the mid-term review (if any) and at the end of the project.

However, as the number of policies and initiatives has increased, this has resulted in a very diverse ecosystem in Europe (e.g. as regards the preference for gold or green open access). As a next step, more coordination and policy convergence across national borders (including at the level of funders and universities) could be useful, based on the sharing and mainstreaming of best practices. Științe Deschise și managementul datelor de cercetare În acest moment se fac toate eforturile pentru realizarea unui salt al industriei către modele noi, iar acest salt este intitulat generic „A patra revoluție industrială”. Uniunea Europeană dorește să realizeze o Piață Digitală Unică din care desprindem eforturile de a susține dezvoltarea prin inițiativa de Digitizare a Uniunii Europene. O parte a acestei inițiative o reprezintă construirea unui Cloud European, iar o parte importantă a acestuia va fi Cloudul European pentru Științe Deschise. Accentul pentru practicienii bibliotecilor va cădea pe felul cum vor gestiona resursele de cercetare, fie acestea lucrări evaluate colegial, fie lucrările ștințifice însoțite și de seturile de date care stau la baza concluziilor. Subiectul Științelor Deschise dorește să antreneze participanții în conexiune cu cerințele de lucru în noul cadru de valorificare pornind de la politicile europene, până la calificările digitale necesare. Vor fi luate în considerare instrumentele de informare existente și normele de practică necesare. Open Science and research data management There are many efforts put in realizing an important jump towards a new industrial model named generically "The Fourth Industrial Revolution". European Union aims to accomplish a Digital Single Market based on a Digitisation of the European Industry. Part of this initiative is realizing the European Cloud and a fair amount of the capabilities will be dedicated to Open Science. The communities of library practicioners will be pressed to find sollutions to management of the research resources let that be simple ones like peer-reviewed works, or compound resources having also datesets in a resource aggregate. This subject of Open Sciences aims to engage the participants in close connection to the skills requirements begining from the policies, up to valorisation of the research outputs. An accent will be set on the existing information frameworks and the necessary practice norms.
