Dutch Cost Monitor
A model for other projects as well?
 In terms of size and technology the
Dutch project is most ambitious so far
(8 million cars, 6 billion € project value)
 However, detailed evaluations for typical
ETC projects (200 – 800 million Euro)
with small budget is rather unlikely
 Conclusion: Alternatives are needed!

Empfehlung für Tonspur: Speziell bei ETC-Projekten liegt eine Ursache für die regelmäßigen Verzögerungen in dem komplexen Zusammenspiel aus Finanzierungsbedarf (PKW oder LKW; Autobahnen, Städtemaut oder Gesamtnetz), technischen Möglichkeiten (Systemkonzepte, Fallback-Lösungen) und öffentlicher Akzeptanz (Komfort, Kosten)

Empfehlung für Tonspur: In den Niederlanden versucht man, den komplexen Entscheidungsprozess durch intensive Einbindung der Stakeholder (Plattform „Anders betalen voor mobiliteit“, Industrie durch den „cost monitor“) zu begegnen Das hat gute Erfolgsaussichten, weil die grundsätzlichen Ziele mittlerweile klar und allgemein akzeptiert sind (Staubekämpfung durch Kilometersteuer) Jetzt geht es „nur“ noch um die richtige Form der Umsetzung, also das richtige System, zu akzeptablen Kosten mit einer sinnvollen öffentlich-privaten Arbeitsteilung
  6. Zur Grafik: Die Grafik stammt aus dem Cost-Monitor-Bericht an das niederländische Parlament und zeigt die Kostenentwicklung für die „Variante 5“ (Maut für alle Fahrzeuge auf allen Straßen). Der linke Block zeigt die im Jahr 2005 geschätzten Kosten für den Betrieb des Systems in einem pessimistischen und einem optimistischen Szenario. Rechts daneben sind die 2006er-Schätzungen von 4 Unternehmen abgebildet, die auf Basis der funktionellen Anforderungen die Betriebskosten schätzten. Außerdem ist noch eine Schätzung von Efkon abgebildet, die eine Minimumvariante entwickeln sollten. Eine ähnliche Grafik mit vergleichbaren Ergebnis gibt es auch für die Investitionskosten. Mit der Grafik zeigen wir, dass die Industrie im Hinblick auf Kosten glaubt, dass es auch billiger geht (Siemens und Efkon schlagen Varianten mit Kosten unterhalb des Minimalszenarios vor). Bösen Überraschungen ist insofern vorgebeugt. Empfehlung für Tonspur: Um diese Ziele zu erreichen wählt das Verkehrsministerium den Cost Monitor, der zweijährlich dem Parlament zur Unterstützung der Entscheidungsfindung vorgelegt wird Es zeichnet sich ab, dass der Prozess recht erfolgreich läuft. Über die Kostenstrukturen liegen nach dem ersten Cost Monitor qualitativ gute Werte vor. Ansätze zur Verbesserung einer späteren Ausschreibung wurden gefunden. OBU-Kosten sind teils deutlich niedriger als von Beratern erwartet Die Anforderung der Preissichtbarkeit im Fahrzeug sollte aus den Ausschreibungen herausgenommen werden. Alternative: Leicht verständliches Preissystem, unterstützt durch Website. Daimler und Efkon schlagen statt dem Mobilfunknetz die Datenübertragung per Tankstellen-DSRC vor Enforcement-Kosten können durch einen verminderten Einsatz von kostenintensiven Brücken verringert werden Interessant ist, dass sich große Player – trotz Öffentlichkeit - „in die Karten schauen“ ließen.

Empfehlung für Tonspur: Verglichen mit der “normalen” Ochsentour aus Studien, Gegenstudien, Trials und Ausschreibungsversuchen zeigt der Prozess Vorteile in der Datengüte, den Kosten und der Prozessdauer Warum sollte man einen ähnlichen Prozess also nicht bei jeden Projekt machen? Antwort: Weil die Beteiligung der Industrie und deren Offenheit bei kleineren Projekten wahrscheinlich nicht sichergestellt werden kann. Das niederländische Projekt ist einfach weitaus interessanter als Projekte anderswo. Was man aber tun kann ist, die Informationen aus dem niederländischen Projekt für andere Projekte nutzen Zu Deinen Fragen: Zum Low-Cost-Ansatz: Öffentlich in Erscheinung getreten sind in etwa 10 Leute aus dem Ministerium. Die Summe, die für Berater zur Verfügung stehen sollte waren meiner Erinnerung nach ein 60000 – 100000, aber für alle Unternehmen zusammen. Wie schnell war der Ansatz: Am 18. April 2006: Informationsveranstaltung zu Phase 1 und 2 15. September 2006: Erster Zwischenbericht mit den Ergebnissen aus Phase 1 und 2 Soweit ich weiß, laufen vergleichbare öffentliche Projekte zwischen einem halben und einem Jahr
  8. Zur Beispielsimulation: - Als ich das vorschlug, habe ich nicht daran gedacht, dass der Cost Comparator dabei recht schlecht wegkommt. Grund: Wenn wir auf Basis des TC-Ansatzes kalkulieren, kommen extrem hohe Kosten heraus. Dann zeigen wir aber die Kosten, die sich Siemens und Co. ausgedacht haben (und die viel niedriger liegen). Daraus könnte man schlussfolgern, dass der CostComparator nicht genau rechnet.
