4. Saint Petersburg is the second largest city in Russia.

5. About the project
The “Development center” group of companies is implementing a comprehensive
development project “On the Hills of Tsarskoye Selo” on a territory in the Western part of
the Pushkin district of Saint-Petersburg. The land plots on this territory are privately
owned.
The site planning projects have been approved by the government of Saint-Petersburg
(Government Resolution of 07.06.2006 №711 and Government Resolution of
05.07.2007 №650).
The project involves complex development of the territory with the total area of 316.1

According to the Master Plan of St. Petersburg and the Law of St.Petersburg “The Rules
of Land usage and Construction of St. Petersburg City” the following functional zones
and height restrictions have been set up:
-the territory of 203.4 hectares is intended for low-rise construction with height restriction
of 18 meters (up to 5 floors). The part of this land plot is meant for public and business
zones;
-the territory of 112,7 hectares is intended for medium-rise and high-rise construction
with height restriction of 48 m with dominants up to 60 m. Part of this land plot, adjacent
to the congress-exhibition center is allocated for development of business area.
The land plots are privately owned.

7. Expoforum
The first stage of the project opened in 2014, and it includes three exhibition
pavilions with total area of 40,000 sqm indoor exhibition space, a congress
center, 2 hotels, a business center, customs, parking, and other relevant
pieces of infrastructure. The remaining stages of construction will add more
pavilions and increase the parking space.
From 2016 International Economic Forum (SPIEF) will be held here.
SPIEF is held annually under the auspices of Vladimir Putin, President of the
Russian Federation and all the famous members of the business world
come to St. Petersburg to take part in it.
8. Location
The territory of the project is situated in the
Western part of the Pushkin district of St.
Petersburg city, only 2 km away from the world
famous museum complex “Tsarskoye selo”.
The town of Pavlovsk, which is world-famous for
its palace and picturesque landscape park, is
located within 6 km from the project.
For those who prefer more active rest, the facilities
of ski resort “Tuutari Park” is of special interest.
The park is located 20 km away and offers all
varieties of winter and summer activities.
In close proximity to the territory of the project
“On the Hills of Tsarskoye Selo” modern congress-
exhibition center “Expoforum”, the opening of
which took place 2014, October the 4th
, is located.
The land plots border the Petersburg highway,
which has convenient connection to Vitebsky
prospects(0.5 km), Pulkovskoye and Kievskoye
highways (3 km), Moskovskoye highway (7 km)
and the Ring Road (6 km). These highways are
served by both municipal and commercial transport
going to the nearest metro stations “Moskovskaya”
and “Kupchino”.
9. Transport accessibility
The territory of the project “On
the Hills of Tsarskoye Selo” is
situated within 7 km from the
Ring road, the city main road
junction.
The passenger service is
obtained by public and
commercial transport from the
nearest metro stations
“Moskovskaya”, “Kupchino”,
“Zvezdnaya”.
In order to create the street and
road network Kokkolevskaya ( 4
traffic lines), Perevedenskaya (2
traffic lines) and Obrazstovaya
(2 lines) streets have been built.
The construction of inner
passages with engineering
supply for 2 and 3 stages of the
project is under realization.
The Master Plan of the Project includes the construction of railway station on the 19th km
of Warsaw line of Oktyabrskaya Railway, which will significantly improve transport situation.
According to the transport network development plan of Saint-Petersburg the construction
of Uzhnaya street, which will connect the territory of the project with Kievskoye,
Volhonskoye an Moskovskoye highways, is being implemented.
Saint-Petersburg’s airport “Pulkovo” is located within 7 km from the territory of the project.
10. Engineering supply
The schemes of engineering supply of
the territory of the project have been
developed and approved by Designs of
the territory (Decree 0f Saint-
Petersburg’s Government №№711 dated
07.06.06 and Decree №650 dated
05.06.2007).
Power supply of the project is planned
from the substation “DK Port” 110/20.
For heating supply, local sources of
natural gas will be used. Gas supply is
planned from gas distributing stations
“Shosseynaya” and “Shosseynaya-2”.
Water supply is planned from main
water pipe networks via connecting to
existing city water pipes with diameters
1400 and 1000 mm.
Sewage disposal of the first stage of the
construction is planned on Saint-
Petersburg Central aeration station via
existing system of sewage disposal.
Following the implementation of the project cutting over of the sewage disposal will be carried out
in sewage pumping station №6 of the town of Pushkin via effluent discharge outlet collector.
The connection points to the engineering networks of the future objects of capital construction are
located at the border of each land plot of the project.
11. Project development stage
The site planning projects have been approved by the government of
Saint-Petersburg (Government Resolution of 07.06.2006 №711 and
Government Resolution of 05.07.2007 №650). All the urban
planning documentation is developed and approved.
The town planning works for the land plots for the first stage of
construction have been drawn up. The project is being developed
step-by-step.
The design of water supply mains, water disposal, roads, and exterior
lighting systems for the first stage of construction of 203.4 hectares
has been executed and positive conclusion certificate of Saint-
Petersburg State Autonomous Institution “The Center of State
Expertise” has been obtained. On the basis of this design the State
Construction Supervision department opened the building license in
October 2010.
The building of the part of the transportation area with the utilities
supplying the First stage of the construction has been completed.
For the purposes of the development of the territory of the project
two new substations financed from the budget were constructed and
became operational in September , 2014: “DK Port” 110/20 and
“Pulkovskaya” 330/110. At present PLC “ Saint-Petersburg electric
networks” is implementing the construction of cable links 20 kV and
14 electric transformer substations, supplying the first stage of the
construction 204,3 he.
According to the “Scheme of heating supply of St.Petersburg” the
territory of the project is intended to be a zone of decentralized
heating supply. As specified in town planning works local gas
heating sources are to be located on the territory of the project.
Considering the implemented volume of the land use engineering
works on the territory of the first stage of construction 203,4 he,
connection points to the engineering networks of the future objects
of capital construction are located at the border of each land plot of
the project in the zone of constructed street and passes.
12. Work completion
Fulfilled construction works have let
actively develop the first stage of the
construction 204.3 he:
-Office building “Perspectiva” with total
area 9506 sq.m adjacent to Petersburg
highway is completed
-Construction of 4 residential complexes on
land plots 432, 433, 434, 441 is under work.
The completion of the construction of 441 is
planned in the third quarter of 2016;
433,434- in December-June 2015-2016. The
construction of the residential complex on
land plot 437 has started.
-Working design project of residential
complex (the second stage of
construction)on land plot 569 is fulfilled and
construction permit is obtained.
-Design documentation for the kindergarten
on land plot 569 is completed and
construction permit is obtained.
-Design documentation for 4 and 5 stages of
construction of residential complexes on
land plot 569 is completed and is being
checked in the Expertise
-Construction permit for the station of
technical service on land plot 569 is
obtained.
-Design documentation for residential
complex on land plot 442 is under work.
-Design documentation for residential
complex on land plot 572 is fulfilled and
positive expertise conclusion is obtained.
The construction permit is obtained.
13. Perspectives of the development of the project
• The idea of comfortable living in modern,
environmentally friendly clean and safe city area
is being implemented in the project.
• According to the plans of further development
of the project in 2016 the construction of new
streets (Obraztovaya and Saritskaya) and sewage
collector from the territory of the project to
sewage pumping station 6 is scheduled.
• Construction of the secondary school with the
capacity of 550 pupils is under realization. The
project owner is Construction Committee of
Saint-Petersburg.
• The project involves the development of
commercial, social and cultural facilities. Public
and business zoning is allocated along
Peterburgskoye highway intended for the
development of business centers, leisure and
shopping malls, supermarkets which are targeted
to residents of the district under construction as
well as guests and tourists visiting the town of
Pushkin.
•Taking into account the setting into operation of modern congress-exhibition center “Expoforum, situated on the
land plot near by, reconstruction works of street and road networks have been started. At present Peterburgskoye
highway is being widen from 2 up to 4 traffic lines and the construction of overhead road through the Warsaw line of
Oktyabrskaya Railway is under work. These works are planned to be fulfilled in 2016.
14. Cooperation
• Nowadays the project “On the Hills of
Tsarskoye Selo” is considered to be
the unique development project due to
the degree of completion in Saint-
Petersburg and its surroundings.
• There aren’t any additional financial
expenses on social and engineering
infrastructure.
• The territory of the project is adjacent
to the town of Pushkin, in which the
stable demand at the real estate market
is being noticed.
• The project involves the development
of two business public–commercial
zones with a total area of 26 and 31
hectares accordingly. They will
include retail, leisure and business
complexes, hotels, restaurants,
conference halls, spa zones and
recreation areas for families.
• The land plots are privately owned,
that gives more opportunities in
cooperation with the owner and
developers.
