JAIME PASTRANA ARANGO
I have a diverse experience in leadership and administrative
positions in which outstanding teamwork has been essential. In
education, as Dean of the Universidad del Rosario (founded
1653) Medical School in Bogotá, Colombia. In Public Health, as
manager and medical director of the San Pablo Hospital in
Cartagena. In print media, as publisher of the first digitally-
produced daily newspaper in Latin America. In communications,
as member for 20 years of the Board of Directors of the first cable
TV group in Colombia (TV Cable), which established in its day the
first and largest internet and cable fiber optics network in
America and the first VOIP phone company in Colombia.
Founder and Board Member of SkyTV Latin America (now
DIRECTV Latin America). Founder and chairman of Interacción, a
partnership of 130 children´s issues NGOs. Founder and CEO of El
Condor, the first public drug and alcohol rehabilitation center in
Colombia. Founded, designed the initiative, raised funds and
supervised the construction of the Neonatal Unit of Hospital San
José.
I consider myself as a very skilled crises manager in situations that
demand a turnaround with limited or depleted resources. I have
also been quite successful in building innovative initiatives from
scratch.
The abovementioned Rehab Center and the Neonatal Unit,
designed when I was just out of school, were pioneering

initiatives, which met with resistance and little support in their
beginnings. Later on, they became models to follow.
A recent success case is the restoring the University Hospital and
the academic curriculum at the prestigious University of El
Rosario. I was elected Dean of the Medical School under
deficitary and extremely critical conditions. The University
Hospital had been taken away from the medical school by the
group that owned it and the school was slipping academically.
I managed to construct deals with several hospitals and clinics,
looking in each for their top specialties, to have our students
have their residence. While we managed this ‘satellite’
experience, the student curriculum was completely redesigned,
making it flexible, with a new emphasis on student skills and
strength, research and development alongside clinical
experience.
We got 25 hospitals to accredit the practices of 750 students and
350 residents, identified opportunities for growth, doubled the
number of 60 to 120 students per semester, structured new post-
graduate programs and started courses of continued education
in Bogota and other cities. Three years later the school had
retained its leadership position in the Colombian medical
education and had a $2 million USD surplus, after we started with
a 2 million USD deficit.

Because of its innovation, I personally and successfully defended
the renovated curriculum in a plenary session of the National
Academy of Medicine and later on at the University’s Academic
Council.
Meanwhile, we entered conversations with the national
government to take over a major public hospital as a teaching
hospital, a goal that was eventually achieved. The Rosario
Medical School is back on the top of the list as a first-rate
institution in Latin America.
I am well known as an effective leader capable of interacting in
diverse national and internationally. This, partly thanks to the fact
that I was raised in a cosmopolitan environment in which people
in politics, education and the arts at the highest levels were part
of our daily life. My family group has long been successfully
involved in politics and media enterprises with an impeccable
reputation. Later on, I was fortunate to have a long experience
as an MD and as a surgeon, from which I derived many skills for
crisis management and decision making from hands-on
experience as well as from intense study. I rounded this
experience with a business diploma at Universidad de los Andes
and graduate studies in television production and media
management.
Imagination, innovation, ethics and people skills combined with
political savvy are important ingredients of success in the Latin
American environment. Young Latin-Americans have a passion

for education and a serious understanding of its importance for
the future. The need for accessible quality education is a
splendid challenge for a manager and educator in a fast
growing area of social responsibility that is rapidly expanding
and constantly changing in the face of technological
development, population growth and rising incomes.

Realizations
In two years, we managed to get the hospital of its financial crisis
and take it to breakeven.
Additionally, the serious situation of psychiatric patients and drug
addicts and alcoholics, on my own initiative, achieving 100 % of
the resources in donations, we transform the Psychiatric Unit and
we add the unit of drug and Alcoholism, turning the Hospital San
Pablo a leader in Psychiatry and detoxification at the northern

coast of Colombia, with Psychiatric Intensive Care Unit,
Intermediate Care Unit, Drug and Alcohol Unit, Hospitalization
and Total day hospital.
This model, was adopted at the time by the Ministry of Health
and the Drug and Alcohol pilot project in Colombia.

I assumed the deanship in the transition period from the
termination of the agreement with Hospital San José, the founder

time in Colombia in a school of medicine, medical education
credits, we design the flexibility of the curriculum from the
undergraduate to postgraduate. Created new departments with
