A MESSAGE FROM THE CHIEF PROCUREMENT OFFICER Welcome to Government of the District of Columbia, our Agency – the Office of Contracting & Procurement, and our  2010 Summer Internship Program.   The earmarks of a world-class organization are measured, not only by the achievement of its goals and objectives or how well it serves its clients and stakeholders, but by its commitment to its most valuable resources – the people!  As the District’s Chief Procurement Officer (CPO), I take this very seriously, and remain dedicated to the ongoing training and development of our staff. A MESSAGE FROM THE EXECUTIVE SPONSOR Dear Candidate Interns, College & University Partners, On behalf of the Government of the District of Columbia and the Office of Contracting & Procurement (OCP) specifically, I’d like to personally thank each and every one of you for taking your time and giving thoughtful consideration to our 2010 OCP Summer Internship Program.  We’re excited to introduce this learning and developmental opportunity with you.   Simply stated, it’s the mission of this Program, to serve as the Washington Metropolitan Area’s pre-eminent unpaid Summer Internship Program for highly motivated and successful collegiate & graduate students.  Through a rich combination of classroom, lecture and experiential learning experiences, our Interns will receive high value, personal and professional development experiences in exchange for their contributions of talent and time.  The following presentation intends to serve as both an introduction, or “window” into our Agency and our 2010 OCP Summer Internship Program, as well as a tool to assist you when selecting the RIGHT internship experience.  This guide will outline the many facets of our unique Program and highlight the “OCP difference.” We’re confident that you’ll find that our Program provides its Interns with an experience that is equally rewarding as it is challenging. 2010 OCP Summer Internship Program Program Snapshot The Office of Contracting & Procurement’s (OCP) challenging and rewarding 12-week Summer Internship Program will provide its Interns with a unique, unsurpassed opportunity to work alongside some of the District of Columbia Government’s leading procurement professionals, in furtherance of the Agency’s mission to “partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost while ensuring that all purchasing actions are conducted fairly and impartially.” Students participating in the OCP’s Summer Internship Program are eligible to receive academic credit for their completed work assignments, subject to the criteria set forth by their particular college or university.  Interns will not, however, receive any monetary compensation for their participation. The program is intended to provide knowledge, tools, skills, and experiences that the Intern can readily apply to future challenges and pursuits, whether personal or professional.  OCP sponsors a wide range of stimulating and developmental activities including an Individual Development Planning (IDP) Learning Lab, a cluster of core procurement curricula, a series of ‘Profiles in Leadership’ lectures featuring a variety of District Executives, individualized mentoring & coaching sessions provided through the OCP Cohort Program, as well as substantive, hands-on experiential learning assignments.  The Summer Internship Program assignments provide its Intern’s with the opportunity to gain experience and exposure in such business areas as Human Capital Management, Human Resources, Operational Risk & Controls, and Contracting & Procurement.
2010 OCP Summer Internship Program Value Proposition – “Why Our Program” While most internship programs tend to offer students the opportunity to gain experiences that affirm their career aspirations, our Program goes one step further and immerses its Interns in a business culture that encourages the exploration of alternative careers and areas of interest.  The key to their success is rooted in their commitment to continuous learning.  Ultimately, we believe that the more experiences, knowledge, skills and networks that we can expose our Interns to, the better equipped they will be to compete with their peers for other internships and jobs.  We are committed to offering our Interns a challenging & rewarding experience that they will benefit from both personally and professionally.  Selecting the RIGHT Summer Internship Program is an important, difficult and time consuming undertaking, and we understand that most decisions ultimately rest upon the students interests, needs and career aspirations.   Students, as you weigh your options, working in concert with their “most trusted advisors” (family, friends and academic & career advisors), keep in mind the following factors which differentiate our Summer Internship Program from many others: Substantive Assignments Academic Credit Access to our IDP Learning Lab Profiles In Leadership Speaker Series Focus on both Personal & Professional Development

Meaningful Projects:Each intern will be assigned and have the opportunity to work on a substantive, procurement related projects. ,[object Object],Internal Auditing, Risk Management and Business Process Measurements, Analysis & Planning; Human Resources & Human Capital Management; or Contracting & Procurement. ,[object Object]
While all jobs and positions include some administrative duties, our assignments are substantive in nature and require the Intern’s to “team” with others, apply their analytical and problem solving skills, and demonstrate their leadership competencies.,[object Object]
Our OCP Cohort Program makes this possible by assigning a diverse group of two or three professionals from across the Agency to meet regularly with each Intern.
Mentors and Coaches are available to meet with their Interns and help them to address a wide range of  matters - expanding their professional network, adjusting to the work environment, addressing project related obstacles and/or providing career advice.
At the end of the 12-week Program, Interns will receive 360° feedback from their mentors and coaches about their performance and overall development.,[object Object]
Core Courses:  In the early weeks of the Program, our Interns will complete a series of  courses covering various topics related to the Agency’s Contracting & Procurement practices.
Specialty Topics:   Provide Interns with additional insights and training into such specialty topics as risk management, audit & controls, human capital management, and business analytics (i.e., measuring business performance and efficiency).
Professional Development Series:  Interns will be provided with online, computer based training curricula aimed at fostering their leadership competencies.
“Profiles In Leadership” Speaker Series:  On a bi-weekly basis, interns will participate in luncheons featuring a variety of keynote Agency Executives.,[object Object]

  • 17. Our IDP Learning Lab will enable Interns to:Establish a baseline competency score. Assess their needs and gaps. Plan learning activities. Grow skills & competencies through experiences and exposure. Monitor progress and overall development.

  • 20. Undergraduate students must have completed their sophomore year before the program begins, with a GPA of 3.0 or higher.
  • 21. Graduate and law students are also eligible, and must have a GPA of 3.0 or higher.
  • 22. Must be a United States citizen.
  • 23. Area of academic concentration should include studies in Business Administration, Public Administration/Affairs/Policy, Accounting, Law, Economics or Finance.
  • 24. Demonstrated ability to prioritize tasks, multi-task, and manage ambiguity.
