Formed in 2006, we realised that the power of search
technology could be harnessed to build a solution that
encompasses business intelligence, data warehousing,
data integration and data entry that scales to billions
of records and can be used by anyone in the organisation.
For a number of years there has been an ongoing challenge across
the public sector in managing data integrity and delivering insightful
information in a timely manner - a problem that has only intensified
as the amount of data generated on an annual basis has increased.
Connexica identified this challenge and have
developed CXAIR, a tailor-made solution that, for
the last ten years, has provided significant benefit
to public sector organisations.
As well as having a wealth of public sector experience, Connexica
also work with organisations across a broad range of sectors with

around £37.5 billion a year and is
equivalent to 5.5% of the £694 billion
spent annually.
THE OFFICE FOR NATIONAL STATISTICS
The Office for National Statistics estimates over £6000 a second is lost
to fraud in the UK Economy, equating to over £193billion each year.
CXFIRE (the Connexica Fraud Investigation & Reporting Engine) is a
packaged solution designed to enable local authorities and partner
organisations to identify specific cases of fraud through
discrepancies found in multiple joined-up data sets.
The unique search technology underpinning the solution
empowers local authorities and partner organisations to leverage
the wealth of data available by integrating disparate data sources
into a single searchable solution. Complex matching algorithms are
processed against the unified data to identify potential cases of
fraud for investigation. This is combined with leading-edge security
controls to ensure data integrity is never breached.
The solution and overall training package is designed to enable users to
create their own matches and reports following initial implementation
to extend the core solution based on their specific requirements.

FEATURES
8. CXFIRE uses smart matching algorithms to join data together from
multiple source organisations and systems. This is then analysed for
discrepancies using built-in calculations and visualisations. Reports
are created from these matches and distributed to fraud teams
across the local authority or partnership for investigation.
The solution also includes the ability to record the disposition of the
match following review by the investigator. Examples include if the
match was verified to be fraud, what action was taken as a result of the
match, how much money was saved as a result of an intervention which
proved to be fraudulent, was the match a data quality issue, etc.
The solution is highly flexible and can evolve and expand following
initial install through the inclusion of additional data sources,
extension of the solution to include additional partner organisations,
development of additional or bespoke matching algorithms and
utilisation of the extensive built-in analytics functionality.
The solution can be deployed either on-premise
or in a secure Cloud environment.

Matching algorithms available within the CXFIRE
solution currently include Single Person Discount
with Social Housing Waiting Lists, and Small Business
Rate Relief claimants operating from multiple
premises.
It is intended that future enhancements to the solution will identify
potential cases of fraud on the following topics:
Council Tax: Student Discount: One or more occupant is not in full
time education (Households occupied solely by full time students are
entirely exempt from Council Tax).
Council Tax: Student Discount: Second adult aged 18 to 19 years
old is not in full time education or second adult is no longer a
student nurse.
Business Rates: Charitable Rate Relief – Property not used for
charitable purposes.
Business Rates: Empty Property Relief – Property not empty or
owned by a charity.
Social Housing: Applicants not present in household.
Payroll: Employee has more than one full time contract, or works for
second employer while absent through sickness; no right to live or
work in UK; not qualified; false referees.
Transport passes and permits: Pass or permit holder is deceased.
Trade creditor payment history and standing data: Duplicate
invoices/payments, VAT overpaid, duplicate suppliers, Employee paid
fraudulent payments through accounts.
Council Tax Reduction Scheme: Inaccurate financial circumstances
(this can include income and capital).
Social Care: Financial Assessments – Incorrect financial
circumstances (this can include income and capital).
Social Care: Private Residential Care Home Residents deceased.
Insurance: Multiple fraudulent claims by same applicant.
Grants: Multiple fraudulent applications by same applicant.
Procurement: Employee fails to declare conflict of interest (e.g. they
are a director of a company an authority is trading with).
