The care system needs to change in several key areas: funding, placement quality and choices, workforce training, and public image. Experiences of children in care show high rates of mental health and academic problems. Funding is inadequate and not ring-fenced, leading to a postcode lottery. Multiple placement changes are common due to poor matching and a lack of permanency. Workforce training needs to focus more on therapeutic practices to improve recruitment, retention, and outcomes for children. Changing the negative public image of social work and children in care is also important.
