This document provides instructions for applying a dreamy misty effect to a photo in Photoshop. The steps include: 1) Adjusting levels to brighten the image, 2) Applying additional brightness/contrast adjustments, 3) Applying a diffuse glow filter, 4) Entering quick mask mode and adding difference clouds, 5) Exiting quick mask mode and brushing over the entire image at 90% opacity, 6) Duplicating the layer and adding Gaussian blur, and 7) Merging the layers and changing the blend mode to linear burn to complete the effect.
