Sustainability is not to be confused with functionality!Functionality can be measured now, sustainability is about likelihood in the future Sustainability measures whether the right conditions are in place to increase the likelihood of a service to still be operational X years from now
The SMF is focusing on service delivery. It is based on the best knowledge we currently have to assess the enabling environment for sustained service delivery along the supply lines of such services from the user who has the right to such a service over the service provider up-til the regulator who is the final responsible that such a services is provided. Point 2: depending on the need the SMF could be applied at sector, prog, proj level. This of course requires adjusting the questions, the processing, the sharing of the results,.. As explained in the former slide: the SMF has been designed to measure the (future) likelihood of sustainability. This needs to be kept in mind when defining the set of questions which will come up later on in the presentation.
