The COSME program aims to strengthen the competitiveness and sustainability of EU enterprises, especially small and medium-sized enterprises (SMEs). It has a budget of €2.3 billion from 2014-2020 to improve SMEs' access to finance, access to markets, business environment and framework conditions, and promotion of entrepreneurship. Some key instruments include financial facilities to provide loans and venture capital to SMEs, the Enterprise Europe Network of over 600 business support organizations across 54 countries, and initiatives to reduce administrative burdens, develop skills and foster new markets.
