President to be from IndiaNew Development Bank: First Major Triumph of the BRICS Countries
L
eaders of the BRICS emerging market nations, Brazilian President
Dilma Rousseff, Russian President Vladimir Putin, Indian Prime
Minister Narendra Modi, Chinese President Xi Jinping and South
African President Jacob Zuma recently met at the 6th BRICS Summit in
Brazil from July 14-16 2014. To inaugurate the second cycle of BRICS
Summits, the theme chosen for their discussions was "Inclusive Growth:
Sustainable Solutions”, in keeping with the inclusive macroeconomic
and social policies carried out by our governments and the imperative to
address challenges to humankind posed by the need to simultaneously
achieve growth, inclusiveness, protection and preservation.
“BRICS, as well as other EMDCs, continue to face significant financing
constraints to address infrastructure gaps and sustainable development
needs. With this in mind, we are pleased to announce the signing of
the Agreement establishing the New Development Bank (NDB), with
the purpose of mobilizing resources for infrastructure and sustainable
development projects in BRICS and other emerging and developing
economies. We appreciate the work undertaken by our Finance
Ministers. Based on sound banking principles, the NDB will strengthen
the cooperation among our countries and will supplement the efforts of
multilateral and regional financial institutions for global development,
thus contributing to our collective commitments for achieving the goal of
strong, sustainable and balanced growth”, the Declaration said.
It further said the Bank shall have an initial authorized capital of
US$ 100 billion. The initial subscribed capital shall be of US$ 50 billion,
equally shared among founding members. The first chair of the Board of
Governors shall be from Russia. The first chair of the Board of Directors
shall be from Brazil. The first President of the Bank shall be from India.
The headquarters of the Bank shall be located in Shanghai. The New
Development Bank Africa Regional Center shall be established in South

The sixth international AITEC
banking and mobile money
conference which took place in
Accra, Ghana from the 9th – 10th
July2014hasendedwithexhibitors,
speakers and participants calling
for rules and regulations from
central banks within Africa to give
mobile money operators more
room to operate.
They also called for banks and
telecommunications companies to
allow customers to be able to use
their different networks to transfer
money. For instance, a customer
on MTN mobile money transfer
in Ghana cannot collect money
transferred from Airtel Ghana. This
accordingtomostspeakersdoesnot
help the money transfer business in
Africa thereby making it difficult to
make the cashless mantra in Africa
a near impossibility.
The conference which did
not only provide a platform for
operators, customers and all other
stakeholders in the financial sector
to update their knowledge with
latest international developments
in payment technologies, best
practices, and latest trends in
customer service delivery, also
covered broader themes of
risk management, governance,
regulation and compliance critical
in deepening and broadening
financial intermediation.
The theme of the conference
was “See the future of Banking and
Payment in West Africa.”
Ghana’s Finance Minister’s
welcome remark which was
delivered by Joseph Chognuru,
Director, Financial Sector Division
(FSD)highlightedtheimportanceof
The Tanzanian and Zambian
governments have agreed to inject a
further US$80 million in the TAZARA
railway line, which is currently also
receiving added support from China.
The line was constructed some 40
years ago to link Zambia with a reliable
rail link to the port of Dar es Salaam.
The option through Apartheid South
Africa at the time was not viable.
The decision was reportedly
reached at a meeting of ministerial
delegations, with some US$9 million
disbursed immediately to pay for
salaries and other operational expenses.
The railway, almost from the start,
was dogged with technical issues,
poor management, financial losses
and a series of never ending labour
disputes, but has survived against all
odds.

Monument its status as a
national monument
The Liberty Monument was unveiled
on the occasion of Seychelles 38th
Independence anniversary and it
represents the country’s powerful
symbol of freedom and liberty.
It was Seychelles Minister for
Tourism and Culture, Alain St.Ange,
who got the ball rolling for Seychelles
National Monument Board to start
the process of classifying Liberty
Monument as a national monument.
The will eventually mean that the
new Liberty Monument will become
the Seychelles 47th classified national
monument.
Seychelles National Monument
Board said that the Liberty Monument
has all “the merits” to be classified as
a national monument. Marcel Rosalie,
Chairman of Seychelles National
Monument Board spoke of the Liberty
Monument’s “esthetically seen
values and of its historical values’’
which he said weights immensely in
the process of its classification as a
national monument.
On Thursday 3rd June, Minister
St.Ange, Benjamine Rose, the
Principal Secretary for Culture met
at the Minister's Conference Room
at Espace with the chairman and
members of National Monument
Board to table the motion.
Minister St.Ange said that the
Liberty Monument was unveiled at
an opportune time, when Seychelles
needed to move to the future as a
united country.
The Seychelles National
Monument Board will now start a
documentation process to classify
of Liberty Monument as a national
monument.

Ms Lynne Featherstone,
Parliamentary Under -Secretary of
State for International Development,
said mining should change the
fortunes of the people for the better.
She said though Africa was
endowed with numerous natural
resources, the people had not felt
the impact in terms of development
due to unscrupulous investors and
corruption.
Ms Featherstone said numerous
reasons such as 'resource curse,'
weak government institutions,
inconsistent policies, outdated
infrastructure, lack of expertise and
skilled workers, corruption had been
assigned.
'I could add unscrupulous
investors with an eye on short-term
profits rather than long-term value-
addition to that list,' said.
She said should the situation
remain unchanged there could be
conflict and long-term instability
and appealed to governments to see
themselves as custodians but not
the owners of these resources.
She also called for a long term
vision that transcends a political
cycle and the individual, and
urged investors to maximize job
opportunities, strengthen linkages
with local markets and supply
chains, promote transparency and
respect for human rights, in line with
global best practice.
Alhaji Inusah Fuseini, the
Minister of Lands and Natural
Resources, said that apart from
gold, bauxite, manganese, and
limestone, Ghana could boast of
other minerals such as iron, steel,
solar salt and Chlor-Akali.
He said Ghana needed a major
refinery that would serve other gold
producing countries in West Africa.
The Minister appealed to
investors to consider the venture
that would go a long way to add
value to gold produced in Ghana and
the neighbouring countries.
The Summit created a platform
for all stakeholders to chart a path
for developing the continent's rich
mineral wealth for the benefit of all.
Angola, South Sudan,
Botswana, South Africa, Namibia,
Congo, Uganda, and Zambia, among
other African countries, participated
in the Summit.

and explained his government’s
efforts in uplifting the country’s
financial sector.
“Evidence all over the world
indicates that a vibrant financial
sector is critical to unleash
the economic potentials of an

and development. Government
has therefore embarked on
various reforms over the years
and is working assiduously to
bring our financial sector to a
higher level that will enable the
sector continue to contribute
meaningfully to our development
process. We therefore find this
conference timely and opportune,”
he stated.
The Chairman of AITEC, Mr.
Seam Moroney in his welcome
note stated that “the financial
melt-down in the US and Europe
over the past five years has
demonstrated the folly of a
banking hell-bent on short-term
profits and bonuses rather than
the traditional core role of banks
i.e. financing medium and long-
term wealth creation through
financial facilities and investments
in productive activities across
all levels.” He therefore stress
the need for developing higher
standards of customer service,
customer education, financial
exclusion, driving down cost
through innovation and effective
security which he said the
conference tried to address.
Various companies in the
mobile banking industry were at
theexhibitionstandtodisplaytheir
products. Most of the participants
who came from the banking and
telecommunication industry were
full of praise for the success of
the conference. They indicated
the conference has helped them
to appraise themselves with the
new face of mobile banking and
will do their best to keep pace with
the current trend in the banking
industry.
Kigali, LAPSSET from the port of Lamu
to Juba and Addis Ababa and plans
in Tanzania to rehabilitate the Central
Rail-line, with plans also on the table
to link the port of Tanga with Musoma
on Lake Victoria.
TAZARA links Dar es Salaam
with parts of Tanzania otherwise only
accessible by air due to the often poor
road network, and still forms a key
import and export axis for Zambia.
The Chinese government
has in recent months made firm
commitments to assist in the upgrade
and refurbishment of the line and
rolling stock, giving hope for rail users,
that together with the financial input by
the two governments, the railway will
in due course return to full operations,
cut down on journey time and add
much needed capacity.

their respective foreign affairs
ministers of a general cooperation
agreement, which will mark the
beginning of extensive bilateral
ties.
President Obiang arrived in
Kigali for a two-day state visit
yesterday as the two countries
look to boost trade, a major step
towards enhancing South-South
cooperation, officials say.
The agreement will cover
a number of sectors, including
economy, investment, security,
transport, and mutual support
in global affairs, according to
foreign affairs minister Louise
Mushikiwabo. A key component
of the agreement is set to include
frequent flights from Rwanda to

and the world at large," Mr. Prime
Minister said.
On welcoming the goals set
by the World Bank Group to help
countries end extreme poverty
and to promote shared prosperity,
the Declaration said that “we
recognize the potential of this
new strategy in support of the
fulfillment of these ambitious
goals by the international
community”.
“We support the efforts by
the UN, in particular the UN
Organization Stabilization Mission
in the Democratic Republic of
the Congo (MONUSCO), deployed
under UN Security Council
resolution 2098, and the regional
and sub-regional organizations
to bring peace and stability to
the Democratic Republic of the
Congo (DRC), and we call upon all
involved to honor their obligations
in order to achieve lasting peace
and stability in the DRC”, said the
Declaration.
Brazil, India, China and South
Africa conveyed their gratefulness
to Russia for its offer to host the
Seventh BRICS Summit in 2015 in
the city of Ufa and extended their
full support to that end.

operationalization, according to
the Declaration.
For the Indian Prime Minister
it was his first international
multilateral engagement. Mr.
Prime Minister Narendra Modi
preferred an open, rule-based,
international trading regime
which is acute for global economic
growth and said the BRICS nations
should safeguard that the New
Development Bank and contingent
reserve arrangement should
inaugurate a new example.
Addressing the opening
session, he said the new trading
regime must address aspirations
of developing world and
accommodate the need of the most
vulnerable sections of society
especially in areas such as food
security.
Mr. Prime Minister said he was
delighted to be at the sixth BRICS
Summit. "This is my first Summit
and I look forward to benefiting
from your wisdom. I convey my
profound gratitude to our gracious

Summit in Malabo, the capital of
Equatorial Guinea.
In particular, the African
leaders agreed to spearhead the
integration agenda.
Condemning genocidal past
Shortly after his arrival,
President Obiang visited the Kigali
Genocide Memorial Centre, Gisozi,
where he paid tribute to the victims
of the 1994 Genocide against the
Tutsi and condemned the genocidal
regime for slaughtering its own
people.
“It is a shame that those who
were supposed to protect people
turned out to be the ones killing
them. What happened in this land
was inhuman and should be a
lesson to everyone in pursuit to
fight impunity. Whoever took part
in this should face justice,” he said.
The Equatorial Guinean leader
also visited the Kigali Special
Economic Zone as a way of better
understanding Rwanda’s recovery
and development efforts.

Potential of The Gambia
The Gambia is an investment
heaven. This potential and talent
is based upon comprehensive and
reliable macroeconomic policies,
constitutional guarantees against
expropriation of investment and
for protection of investment.
The Gambia has a liberal,
market-based economy branded
by traditional subsistence
agriculture, a historic reliance on
groundnuts (peanuts) for export
earnings, a re-export trade built up
around its ocean port, low import
duties, minimal administrative
procedures, a fluctuating exchange
rate with no exchange controls,
and a significant tourism industry.
Agriculture accounts for roughly
30% of gross domestic product
(GDP) and employs about 70% of

The nation is mainly an
agricultural country with 80
percent of the population of 1.5
million reliant on agriculture
for its food and cash income.
The farming economy is the
single means of income making
for the main stream of rural
families. This sector contributes
32% of the Gross Domestic
product, providing employment
and income for 80% of the
population, and accounting for
70% of the country's foreign
exchange earnings. It remains
the prime sector to raise
income levels, for investments,
to improve food security
and reduce levels of poverty.
Cash crops such as cotton
and groundnuts are grown in
the up-land areas and rice in
lowland, riverine areas (rain-
fed swamps or under irrigation)
for both subsistence and cash.
Other principal subsistence
cereal crops grown are maize,
sorghum and millet.
Manufacturing
Manufacturing events are
restricted to small and medium-
scale enterprises producing
mainly for the domestic market.
There are large deposits of
kaolin discovered in one of the
provinces (URD), and salt which
are currently unexploded. The
call for sanitary wares and quality
ceramic tiles are currently met
through imports. Investment in
a foundry that uses scrap metals
for the production of finished-
iron and metal plates required
in the construction industry and
small-scale repair workshops,
offers good opportunity. Also, light
pharmaceutical industry and light
engineering for manufacturing
and assembling of electrical
and mechanical components for
domestic appliances and repair
workshops, are reflected to be
potential areas of investment.
Due to its strategic location and
modest prices, manufacturing
sector in the Gambia relishes
export opportunities to the sub-
regional markets.
Service Sector
The expansion of capital market
and growth of financial mediators
to widen and alleviate access
to credit by investors in the
productive sectors of the economy
will improve the production
capacity of these enterprises
with the multiplier effects on
the growth of the economy.
Government is dedicated to
establishment of a capital market
and other financial intermediaries.
Private sector investments in
this area are encouraged by
the government. Investment
opportunities are obtainable in air
and sea transport services linking
the Gambia and the sub-region to
enhance trade as well as simplify
supply sources of raw material
inputs for the industries. Similarly,
investment in river transportation
linking, Banjul and up-country
will facilitate movement of goods
and people to urban centers.
Lastly, the Gambia's open door
policy, respect for human rights
and rule of law, provides an ideal
investment climate.
Mining
The Gambia does not have a large
mining industry nor does it own
large exposed deposits of valuable
minerals or gems, but there are
deposits of lower value minerals
in certain areas. Successful mining
of glass and quartz sand deposits
for treasured minerals has been
carried out near the coast South of
Banjul.
SECTORS TO INVEST IN

peanut production accounts for
6.9% of GDP, other crops 8.3%,
livestock 5.3%, fishing 1.8%, and
forestry 0.5%. Industry accounts

peanut processing, bakeries, a
brewery, and a tannery). Other
manufacturing activities embrace

Barclays has been named 'Best
Bank in Ghana' by the prestigious
global news publication
Euromoney. The bank was named

Vodafone
welcomes the
lifting of NCA
ban
After the outage that led to the ban,
Vodafone instituted various remedial
measures to enhance the resilience
of its network. The company went
through a thorough root cause
analysis, which established a power
surge as the cause. This in turn
caused some boards in the routers
to malfunction. These boards have
since been replaced.
The company conducted a
detailed Technology and Power audit
to provide assurance of the reliability
of its network. The outcome of the
audit was shared with the NCA.
Several network performance
tests were also undertaken, which
showed that the network experience
and traffic quickly returned to normal
on the very day of the outage once
the network had been restored.
Vodafone compensated all of its
fixed and mobile customers for the
inconvenience caused by the outage
at level agreed with the NCA. Full
details of customer compensation
were published in the media. Whilst
welcoming the lifting of the ban,
Vodafone Ghana is grateful to its
customers for their understanding
and loyalty over the years. The

n Africa, one person in every four, miss sufficient
nutrition for a healthy and vigorous life, and high
food prices and scarcity are pushing more people
into poverty and starvation.
Food security occurs when all people at all
times have both physical and economic access to
adequate food to meet their nutritional needs for a
productive and healthy life. Attaining food security
necessitates that adequate capacities of suitable foods
are consistently available, individuals have adequate
proceeds or other resources to buy or barter for food.
Food should be appropriately processed and stored
and individuals should have sound acquaintance of
nutrition and child care that they put to good use, and
have access to adequate health and sanitation services.
Presently Africa safeguards food supply by a blend
of domestic food production and foreign food imports.
West Africa for example hinge on to 40% on imports
in safeguarding sufficient rice supply with Thailand as
the main rice supplier (FAO, 2010). The total volume
of cereal imports in Africa was around 66 million tons
in 2010 (FAO, 2013a). This means that for the whole
of Africa 30% of all cereals expended were imported.
(Cereals exports are negligible: Even if all exports
were instead to be used for domestic consumption,
28% of cereals consumed would still be constituted of
imports. (FAO, 2013b)) One of the five largest trade
flows of wheat in the world is from the US to Nigeria
(FAO, 2013a). Despite domestic production and import
efforts there were 239 million malnourished people
living on the African continent in 2012, most of them in
Sub-Saharan Africa.
During the last two decades the number of
undernourished people in
Africa has increased by
more than 35% (FAO,
2012). This shows
that food insecurity
already now is of
increasingly
relevant
concern. In
meeting
the rising
food demand
caused by
the growth in
population in
Africa, there are
three options of how
this rising demand can
theoretically be covered by sufficient
food supply: raise overseas food imports, raise
domestic food production, or increase both food
production and food imports.
There are numerous explanations heading to
the conclusion that safeguarding food supply through
augmented overseas food imports will not be a choice
which could mollify the snowballing demand for food.
The present world population could so far be
affirmed through the paybacks of modern agriculture,
which endorses the practice of irrigation systems,
chemical fertilizer, farm machinery, and large-scale
monoculture farms for augmented efficiency and
yields.
The African population is anticipated to double
from one to two billion people in the course of the
next 40 years. This population growth necessitates a
noteworthy increase in food supply. By now there is
an increasing number of undernourished people that

Dr. George Owusu Essegbey, Director
of CSIR Science and Technology Policy
Research Institute (STEPRI), has said
that the institute is concerned with the
application of Science and Technology
to address development challenges
in Agriculture, Industry and the
Environment.
He said the CSIR- STEPRI was focused
on demonstrating the practical relevance
of research in all its features.
Dr Essegbey made these remarks
at a sensitization workshop organised
by CSIR/STEPRI, in conjunction with
the University of Ghana's Institute of
Statistical, Social and Economic Research,
for stakeholders on the Development
Research Uptake in Sub- Saharan Africa
(DRUSSA) Project.
He said Ghana is seeking for innovative
ways to solve its socio-economic
challenges, as such, the DRUSSA project
can demonstrate the out of the box
thinking, that enables the country to
meet the challenge of effective policy
formulation and implementation.
Dr. Essegbey said Ghana needed
relevant research and this could be done
if there was effective communication and
flow of information between research/
academia and policy-makers. He said,
while policy decisions will always be
influenced by factors, other than evidence,
including political, economic, cultural and
sociological factors, strengthening the use
of research evidence is a critical challenge
that holds the promise of leading to
significant development gains.
Mrs. Justina Onumah, Research
Scientist, STEPRI, told the Ghana News
Agerncy in an interview that the DRUSSA
Project will update the activities of
research works in the country, and report
back to where it is supposed to be used.
The programme, funded by
the Department for International
Development, is committed to
strengthening research uptake capacity
and participation in the international
development research system at 24 sub-
saharan universities across 12 countries.
Aside its goal of improving the
accessibility and utilization of locally
relevant research evidence to inform
sub-saharan and global development
policy and practice, it will also work
towards strengthening the capacity of
policy-makers in Ghana and Uganda to
use research evidence.The programme
consists of 'Policy symposia for senior
officials on key debates in the sciences',
'Professional development courses on
handling science and evidence for junior
and mid-level policy advisors, and 'Early
career policy fellowship scheme'.

Africa as a continent is presently partially
dependent on food imports yet an adequate increase
in food imports is dubious to occur. This is due
to globally stirring population growth and due
to progressively challenged modern agricultural
systems with their high dependence on non-
renewable resources.
The mounting global population will cause
national governments to cut food exports in order
to meet national food demand. Deteriorating non-
renewable resources on which the agricultural
sector is depended will cause an upsurge in food
prices and a decrease in harvests, both contributing
to compromised global food production and reduced
opportunities for food imports to Africa.
Rather than growing the dependence on
food imports, which would pose an increasingly
large risk in the future as the 2008 rice crisis has
already showed, the African nations must stress on
increasing domestic production sufficiently. This
objective will however also be severely challenged
due to the less favorable growing conditions in many
African regions and will be further impaired by the
ongoing climate change.
How should the African nations answer to these
challenges? Highest instant urgency should be given
to developmental efforts that upsurge agricultural
competence such as the prevalent implementation of
drip irrigation schemes to offset the negative effects
of climate change while still increasing production.
Cognizance has to be created about the effects
of climate change on food security and suitable
adaptive capacity should be created. Changes in diet
and a lower dependence on
meat based food might
have to be promoted.
Finally, an answer
to the ongoing
unsustainable
population
growth needs
to be
originated.
In a world of plenty, no
one, not a single person,
should go hungry. But
almost 1 billion still do not
have enough to eat. I want
to see an end to hunger
everywhere within my
lifetime.
Africa has the greatest
challenge of food security
today but Africa also has
the potential not only to
feed itself but also the world
tomorrow, which is why the
United States’ campaign for
addressing extreme hunger
and poverty in Africa is the
way for the future.

communication and multimedia. I am in
India since 2010.
2.	How would you describe your music
for the public audience if they have
never seen you before?
	I regularly captivate audiences as a lead
guitarist and vocalist all over the world, my
music demonstrate a range of shades and
temperaments. The sound builds down to
acoustic simplicity, which draws influences
from an electric range of genres from soukousse,
blues, Afrobeat and Reggae.
3.	Tell us about a project, concert or
accomplishment that you consider to be the
most significant in your career?
	The project that is currently in my mind is to
make some exchange between Africa and India
by art and culture, and that is why I created the
music band by the name of “Solo Indien” which
is playing blues, soucousse, afrobeat and reggae.
4.	What are your fondest musical memories?
	When I was invited to participate in a music
festival in the desert of Kanu/dunes in India in
November 2012 for the first time, the festival
named Ragasthan. I discovered a lot of things
there.
5.	Have you attended any of the music festivals
in India? If yes, then how was it different from
Africa?
	Yes, I have participated in some of festivals in
India as well-known Ragasthan, Holiguns Fest,
Duplay After Hours... It was my pleasure to
deeply associate with all these festivals and to
learn how to organize them in a better way.
6.	You’re in India for a quite a long now. Tell
us about the musicians in India you have
collaborated or worked with?
	Well, there are many amazing musicians and
bands that I’ve worked with in India like: The
Reggae Rajahs, Tritha, Stefan Kaye, Gautam
Gosh, Nikhil Vasudevan and much more … It
was such a wonderful collaboration for me to
understand a lot of things from them and it’s
always a pleasure for me to collaborat with
different musicians.
7.	During your performances, you must have
visited various places in India, which city or
state you loved the most and why?
	Over here, I have played a various concerts in
different cities or states in India, but Delhi is
the city I love the most, there is some reason
behind, it’s a place that I have started my music
career as an independent artist and I find right
people who supported my music to grow up with
another perspective and these days I’m working
on my upcoming album “One Love”. Stay tuned
for more updates!!
8.	What advice you would like to give to the
beginners?
	Actually, the process of learning to play music
is much like learning to drive or swing a golf
club. Like these other skills, you require practice
to master and love your talent. Be cool and
natural….

the composition of a
Commission of Enquiry

the Black Stars at the 2014 FIFA
World Cup.
The world football governing
body says: 'The composition and
competences of commission are
unclear' and wants the Ghana
Football Association to furnish
them with details.
It looks like FIFA deems the
three-member body announced
by Sports Minister Mahama
Ayariga as interference which
could attract an indefinite ban.
Ghana President John
Mahama through constitutional
instrument 82 announced the
commission with the powers
of the high court to probe all
activities surrounding the
Rwanda Cycling Federation
(Ferwacy) is planning to make
this year’s Tour of Rwanda, the
best ever cycling competition in
Africa ever since the event became
recognised on the UCI Africa Tour
six years ago.
The 17th Tour du Rwanda
scheduled for November 16 to 23,
will for the first time be watched by
residents of Ngoma and Nyanza
districts.
Aimable Bayingana, the
president of local cycling
federation (Ferwacy), said that
their main objective this year is
to raise the level of riders and the
level of the competition.
The long-week competition
will cost Rwf400m compared to
last year’s Rwf372 million.
“Preparations are underway.
We want to make this year’s
edition even better with hope of
having our riders registering better
performances this year,” added
Bayingana.
This year’s edition will cover
seven stages including the new
routes of Kigali Amahoro Stadium
to Ngoma District (94 kilometers)
and Rubavu to Nyanza district, the
most grueling route which covers
173km.
Ferwacy has included new
routes on the tour following the
introduction of Kirehe District
route last year which has since
been replaced, meaning that the
Tour of Rwanda’s total distance
has risen to 911.6km compared to
last year’s 805km.

Excellency, you have held several
positions, proudly representing
India in the past years. How is your
experience on being appointed as the
Indian High Commissioner to Dar es
Salaam, Tanzania?
On hearing about my appointment
as the Indian High Commissioner to
Tanzania at Dar es Salaam in early 2012,
I was both excited and apprehensive. I
was excited because this would mean
elevation to an Indian Diplomatic Mission
which was of much larger size than the
one I headed then in Baku, Azerbaijan,
and also because I was aware of India’s
close ties with Tanzania. However, I was
apprehensive because I had never served
on a posting in Africa till then.
To me the appointment to Tanzania
entailed learning from scratch. However,
very soon, after settling into my job
in Dar es Salaam, I realized that the
environment in Tanzania is quite
conducive and welcoming for an Indian
diplomat. I had no problem in finding my
feet on the ground in this very friendly
and hospitable nation.
Could you please bring into limelight
the Indian corporates which are
making a strong foothold in Tanzania
and in which sectors?
Some of the well-known Indian
corporate with a physical presence in
Tanzania are the Tata group, Airtel and
NMDC. Tatas are involved in trading and
retail marketing, including automobiles,
chemicals and pharmaceuticals. Bharti
Airtel entered Tanzania by taking over
the existing assets of a local mobile
telecom operator from its previous
Kuwait-based owners, and have since
invested a lot more to upgrade and
improve a wide range of service in this
sector.
NMDC is the only Indian entity with
exploration and mining license for gold,
which it hopes to produce in the coming
months.
Several major Indian brands are
also well known in Tanzania with
local distribution and service facilities
such as Bajaj and TVS two and three
wheelers (as a matter of fact the three
wheeler auto is locally known as ‘Bajaji’);
Escorts-made tractors; Swaraj tractors;
Sonalika tractors; Eicher buses; Ashok
Leyland trucks and buses; Kirloskar
diesel engines; Godrej security products,
etc. Indian IT services are widely used,
including in the banking and insurance
sectors. Engineering design, consultancy
and supervision services are being used
for several infrastructure projects.
Many people residing in Tanzania
are of Indian origin. What kind
of assistance is the Indian High
Commission giving to Indian nationals
planning to start their operations in
Tanzania?
The Indian High Commission in Dar
es Salaam and the Consulate General in
Zanzibar provide a wide range of services
for both Indian nationals and the local
community. Visa and Consular services
are provided on a time-bound basis so as
to assist business and other interaction
between the two countries. A large
number of Tanzanians are travelling
to India for medical facilities, which is
assisted through our visa facilities. The
same goes for about 700 student visas
issued annually. The High Commission’s
Economic and Commercial Section helps
Indian business persons and investors
to connect up locally with investment
promotion bodies, regulators, business
associations and even individual
businesses. In case of commercial or
labour disputes, the High Commission
intervenes to try and settle the matter
amicably.
In late 2012, the High Commission
took the initiative to organize Indian
business and professional interests in
Tanzania to come together under one
umbrella, called the Indian Business
Forum (IBF) which was formally
launched in September 2013 in the
presence of the visiting Hon’ble Minister
of State for Commerce and Industry Dr.
D. Purandeswari. The High Commission’s
website provides information to
Tanzanian businesses interested in
trading with India, and a weekly news
letter is circulated electronically to all
such registered users. The Mission
has worked closely with CII, FICCI and
several export promotion councils and
associations from India in hosting road
shows and B2B meetings for Indian
business delegations.
What provisions have been taken to
ease the registration process for a
foreign company in Tanzania?
Tanzania has now instituted a
relatively transparent process for
registration of a foreign company. There
is a one-stop shop styled as ‘Tanzania
Investment Centre’ (TIC) which is the
most important destination for the first
time investor and business person. It
helps such persons to register their
companies, to acquire land/premises,
to register with the tax authorities, and
even to obtain necessary work permits.
Those investors interested in
exporting their finished products are
directed to the Tanzanian EPZ Authority
(EPZA) which functions similarly as the
TIC, in respect of entities who would be
producing mainly for export purposes.
Indian investments in the two decades
upto 2012, as per data provided by TIC
and EPZA, are in excess of US$ 2 billion,
supporting over 50,000 direct local jobs
and an even larger number of indirect
jobs and self-employment opportunities.
Tanzania and India have traditionally relished close, open and co-operative relations. The
true example of this strong bond is the establishment of the High Commission of India
in Dar es Salaam, Tanzania. In an exclusive interview to INDO AFRICA TIMES, the Indian
High Commissioner to Tanzania, H.E. Mr. Debnath Shaw talked about the framework of
cooperation between the two countries.

To inaugurate the second cycle of BRICS Summits, the theme chosen for their discussions was "Inclusive Growth: Sustainable Solutions”, in keeping with the inclusive macroeconomic and social policies carried out by our governments and the imperative to address challenges to humankind posed by the need to simultaneously achieve growth, inclusiveness, protection and preservation. “BRICS, as well as other EMDCs, continue to face significant financing constraints to address infrastructure gaps and sustainable development needs. Sackitey, Accra Ghana The sixth international AITEC banking and mobile money conference which took place in Accra, Ghana from the 9th – 10th July2014hasendedwithexhibitors, speakers and participants calling for rules and regulations from central banks within Africa to give mobile money operators more room to operate. They also called for banks and telecommunications companies to allow customers to be able to use their different networks to transfer money. For instance, a customer on MTN mobile money transfer in Ghana cannot collect money transferred from Airtel Ghana. This accordingtomostspeakersdoesnot help the money transfer business in Africa thereby making it difficult to make the cashless mantra in Africa a near impossibility. The conference which did not only provide a platform for operators, customers and all other stakeholders in the financial sector to update their knowledge with latest international developments in payment technologies, best practices, and latest trends in customer service delivery, also covered broader themes of risk management, governance, regulation and compliance critical in deepening and broadening financial intermediation. The theme of the conference was “See the future of Banking and Payment in West Africa.” Ghana’s Finance Minister’s welcome remark which was delivered by Joseph Chognuru, Director, Financial Sector Division (FSD)highlightedtheimportanceof The Tanzanian and Zambian governments have agreed to inject a further US$80 million in the TAZARA railway line, which is currently also receiving added support from China. The line was constructed some 40 years ago to link Zambia with a reliable rail link to the port of Dar es Salaam. The option through Apartheid South Africa at the time was not viable. The decision was reportedly reached at a meeting of ministerial delegations, with some US$9 million disbursed immediately to pay for salaries and other operational expenses. The railway, almost from the start, was dogged with technical issues, poor management, financial losses and a series of never ending labour disputes, but has survived against all odds. Marcel Rosalie, Chairman of Seychelles National Monument Board spoke of the Liberty Monument’s “esthetically seen values and of its historical values’’ which he said weights immensely in the process of its classification as a national monument. On Thursday 3rd June, Minister St.Ange, Benjamine Rose, the Principal Secretary for Culture met at the Minister's Conference Room at Espace with the chairman and members of National Monument Board to table the motion. Minister St.Ange said that the Liberty Monument was unveiled at an opportune time, when Seychelles needed to move to the future as a united country. The Seychelles National Monument Board will now start a documentation process to classify of Liberty Monument as a national monument. Eturbo News Ms Lynne Featherstone, Parliamentary Under -Secretary of State for International Development, said mining should change the fortunes of the people for the better. She said though Africa was endowed with numerous natural resources, the people had not felt the impact in terms of development due to unscrupulous investors and corruption. Ms Featherstone said numerous reasons such as 'resource curse,' weak government institutions, inconsistent policies, outdated infrastructure, lack of expertise and skilled workers, corruption had been assigned. 'I could add unscrupulous investors with an eye on short-term profits rather than long-term value- addition to that list,' said. She said should the situation remain unchanged there could be conflict and long-term instability and appealed to governments to see themselves as custodians but not the owners of these resources. She also called for a long term vision that transcends a political cycle and the individual, and urged investors to maximize job opportunities, strengthen linkages with local markets and supply chains, promote transparency and respect for human rights, in line with global best practice. Alhaji Inusah Fuseini, the Minister of Lands and Natural Resources, said that apart from gold, bauxite, manganese, and limestone, Ghana could boast of other minerals such as iron, steel, solar salt and Chlor-Akali. He said Ghana needed a major refinery that would serve other gold producing countries in West Africa. The Minister appealed to investors to consider the venture that would go a long way to add value to gold produced in Ghana and the neighbouring countries. The Summit created a platform for all stakeholders to chart a path for developing the continent's rich mineral wealth for the benefit of all. Angola, South Sudan, Botswana, South Africa, Namibia, Congo, Uganda, and Zambia, among other African countries, participated in the Summit. Modern Ghana Africa wants mining to benefit citizenry a vibrant financial sector to every nations economic development and explained his government’s efforts in uplifting the country’s financial sector. “Evidence all over the world indicates that a vibrant financial sector is critical to unleash the economic potentials of an economy and ensure accelerated, inclusive and sustainable growth and development. Government has therefore embarked on various reforms over the years and is working assiduously to bring our financial sector to a higher level that will enable the sector continue to contribute meaningfully to our development process. We therefore find this conference timely and opportune,” he stated. The Chairman of AITEC, Mr. Seam Moroney in his welcome note stated that “the financial melt-down in the US and Europe over the past five years has demonstrated the folly of a banking hell-bent on short-term profits and bonuses rather than the traditional core role of banks i.e. financing medium and long- term wealth creation through financial facilities and investments in productive activities across all levels.” He therefore stress the need for developing higher standards of customer service, customer education, financial exclusion, driving down cost through innovation and effective security which he said the conference tried to address. Various companies in the mobile banking industry were at theexhibitionstandtodisplaytheir products. Most of the participants who came from the banking and telecommunication industry were full of praise for the success of the conference. They indicated the conference has helped them to appraise themselves with the new face of mobile banking and will do their best to keep pace with the current trend in the banking industry. Kigali, LAPSSET from the port of Lamu to Juba and Addis Ababa and plans in Tanzania to rehabilitate the Central Rail-line, with plans also on the table to link the port of Tanga with Musoma on Lake Victoria. TAZARA links Dar es Salaam with parts of Tanzania otherwise only accessible by air due to the often poor road network, and still forms a key import and export axis for Zambia. President Obiang arrived in Kigali for a two-day state visit yesterday as the two countries look to boost trade, a major step towards enhancing South-South cooperation, officials say. The agreement will cover a number of sectors, including economy, investment, security, transport, and mutual support in global affairs, according to foreign affairs minister Louise Mushikiwabo. A key component of the agreement is set to include frequent flights from Rwanda to Subah Infosolutions Ghana Limited has won an award at the recent AITEC Africa conference for Mobile Money and Banking which was held on Accra, Ghana on July 9-10, 2014. Brazil, India, China and South Africa conveyed their gratefulness to Russia for its offer to host the Seventh BRICS Summit in 2015 in the city of Ufa and extended their full support to that end. Modern Ghana Vodafone welcomes the lifting of NCA ban After the outage that led to the ban, Vodafone instituted various remedial measures to enhance the resilience of its network. The company went through a thorough root cause analysis, which established a power surge as the cause. This in turn caused some boards in the routers to malfunction. These boards have since been replaced. The company conducted a detailed Technology and Power audit to provide assurance of the reliability of its network.   • 6. I n Africa, one person in every four, miss sufficient nutrition for a healthy and vigorous life, and high food prices and scarcity are pushing more people into poverty and starvation. Food security occurs when all people at all times have both physical and economic access to adequate food to meet their nutritional needs for a productive and healthy life. Attaining food security necessitates that adequate capacities of suitable foods are consistently available, individuals have adequate proceeds or other resources to buy or barter for food. Food should be appropriately processed and stored and individuals should have sound acquaintance of nutrition and child care that they put to good use, and have access to adequate health and sanitation services. Presently Africa safeguards food supply by a blend of domestic food production and foreign food imports. West Africa for example hinge on to 40% on imports in safeguarding sufficient rice supply with Thailand as the main rice supplier (FAO, 2010). The total volume of cereal imports in Africa was around 66 million tons in 2010 (FAO, 2013a). This means that for the whole of Africa 30% of all cereals expended were imported. (Cereals exports are negligible: Even if all exports were instead to be used for domestic consumption, 28% of cereals consumed would still be constituted of imports. (FAO, 2013b)) One of the five largest trade flows of wheat in the world is from the US to Nigeria (FAO, 2013a). Despite domestic production and import efforts there were 239 million malnourished people living on the African continent in 2012, most of them in Sub-Saharan Africa. During the last two decades the number of undernourished people in Africa has increased by more than 35% (FAO, 2012). This shows that food insecurity already now is of increasingly relevant concern. In meeting the rising food demand caused by the growth in population in Africa, there are three options of how this rising demand can theoretically be covered by sufficient food supply: raise overseas food imports, raise domestic food production, or increase both food production and food imports. There are numerous explanations heading to the conclusion that safeguarding food supply through augmented overseas food imports will not be a choice which could mollify the snowballing demand for food. He said Ghana is seeking for innovative ways to solve its socio-economic challenges, as such, the DRUSSA project can demonstrate the out of the box thinking, that enables the country to meet the challenge of effective policy formulation and implementation. Dr. Essegbey said Ghana needed relevant research and this could be done if there was effective communication and flow of information between research/ academia and policy-makers. He said, while policy decisions will always be influenced by factors, other than evidence, including political, economic, cultural and sociological factors, strengthening the use of research evidence is a critical challenge that holds the promise of leading to significant development gains. Mrs. Justina Onumah, Research Scientist, STEPRI, told the Ghana News Agerncy in an interview that the DRUSSA Project will update the activities of research works in the country, and report back to where it is supposed to be used. The programme, funded by the Department for International Development, is committed to strengthening research uptake capacity and participation in the international development research system at 24 sub- saharan universities across 12 countries. Aside its goal of improving the accessibility and utilization of locally relevant research evidence to inform sub-saharan and global development policy and practice, it will also work towards strengthening the capacity of policy-makers in Ghana and Uganda to use research evidence.The programme consists of 'Policy symposia for senior officials on key debates in the sciences', 'Professional development courses on handling science and evidence for junior and mid-level policy advisors, and 'Early career policy fellowship scheme'. suggest the increasing significance of safeguarding food security. How should the African nations answer to these challenges? Highest instant urgency should be given to developmental efforts that upsurge agricultural competence such as the prevalent implementation of drip irrigation schemes to offset the negative effects of climate change while still increasing production. The long-week competition will cost Rwf400m compared to last year’s Rwf372 million. “Preparations are underway. We want to make this year’s edition even better with hope of having our riders registering better performances this year,” added Bayingana. This year’s edition will cover seven stages including the new routes of Kigali Amahoro Stadium to Ngoma District (94 kilometers) and Rubavu to Nyanza district, the most grueling route which covers 173km. Ferwacy has included new routes on the tour following the introduction of Kirehe District route last year which has since been replaced, meaning that the Tour of Rwanda’s total distance has risen to 911.6km compared to last year’s 805km. How is your experience on being appointed as the Indian High Commissioner to Dar es Salaam, Tanzania? On hearing about my appointment as the Indian High Commissioner to Tanzania at Dar es Salaam in early 2012, I was both excited and apprehensive. I was excited because this would mean elevation to an Indian Diplomatic Mission which was of much larger size than the one I headed then in Baku, Azerbaijan, and also because I was aware of India’s close ties with Tanzania. However, I was apprehensive because I had never served on a posting in Africa till then. To me the appointment to Tanzania entailed learning from scratch. However, very soon, after settling into my job in Dar es Salaam, I realized that the environment in Tanzania is quite conducive and welcoming for an Indian diplomat. I had no problem in finding my feet on the ground in this very friendly and hospitable nation. Could you please bring into limelight the Indian corporates which are making a strong foothold in Tanzania and in which sectors? Some of the well-known Indian corporate with a physical presence in Tanzania are the Tata group, Airtel and NMDC. Tatas are involved in trading and retail marketing, including automobiles, chemicals and pharmaceuticals. Bharti Airtel entered Tanzania by taking over the existing assets of a local mobile telecom operator from its previous Kuwait-based owners, and have since invested a lot more to upgrade and improve a wide range of service in this sector. NMDC is the only Indian entity with exploration and mining license for gold, which it hopes to produce in the coming months. Several major Indian brands are also well known in Tanzania with local distribution and service facilities such as Bajaj and TVS two and three wheelers (as a matter of fact the three wheeler auto is locally known as ‘Bajaji’); Escorts-made tractors; Swaraj tractors; Sonalika tractors; Eicher buses; Ashok Leyland trucks and buses; Kirloskar diesel engines; Godrej security products, etc. Indian IT services are widely used, including in the banking and insurance sectors. Engineering design, consultancy and supervision services are being used for several infrastructure projects. Many people residing in Tanzania are of Indian origin. What kind of assistance is the Indian High Commission giving to Indian nationals planning to start their operations in Tanzania? The Indian High Commission in Dar es Salaam and the Consulate General in Zanzibar provide a wide range of services for both Indian nationals and the local community. Visa and Consular services are provided on a time-bound basis so as to assist business and other interaction between the two countries. A large number of Tanzanians are travelling to India for medical facilities, which is assisted through our visa facilities. The same goes for about 700 student visas issued annually. The High Commission’s Economic and Commercial Section helps Indian business persons and investors to connect up locally with investment promotion bodies, regulators, business associations and even individual businesses. In case of commercial or labour disputes, the High Commission intervenes to try and settle the matter amicably. In late 2012, the High Commission took the initiative to organize Indian business and professional interests in Tanzania to come together under one umbrella, called the Indian Business Forum (IBF) which was formally launched in September 2013 in the presence of the visiting Hon’ble Minister of State for Commerce and Industry Dr. D. Purandeswari. The High Commission’s website provides information to Tanzanian businesses interested in trading with India, and a weekly news letter is circulated electronically to all such registered users. The Mission has worked closely with CII, FICCI and several export promotion councils and associations from India in hosting road shows and B2B meetings for Indian business delegations. What provisions have been taken to ease the registration process for a foreign company in Tanzania? Tanzania has now instituted a relatively transparent process for registration of a foreign company. There is a one-stop shop styled as ‘Tanzania Investment Centre’ (TIC) which is the most important destination for the first time investor and business person. It helps such persons to register their companies, to acquire land/premises, to register with the tax authorities, and even to obtain necessary work permits. Those investors interested in exporting their finished products are directed to the Tanzanian EPZ Authority (EPZA) which functions similarly as the TIC, in respect of entities who would be producing mainly for export purposes. Indian investments in the two decades upto 2012, as per data provided by TIC and EPZA, are in excess of US$ 2 billion, supporting over 50,000 direct local jobs and an even larger number of indirect jobs and self-employment opportunities. Tanzania and India have traditionally relished close, open and co-operative relations. The true example of this strong bond is the establishment of the High Commission of India in Dar es Salaam, Tanzania.
