Centralized, monolithic databases primarily built using relational approaches have ruled for decades; they’ve given us tremendous advances such as vertically scaled business-critical transactional systems and web applications. The next generation of microapps, microservices, and web widgets demand a scale that vertical scale application-centric relational databases are having difficulty with so we need to move to a more service-oriented database approach in which even small services like those that service patients in a patient portal or specific modules of EHRs can and should have their own databases. This talk encourages the idea of service-focused databases and how they differ from application-centric databases; using this new approach allows faster delivery of applications, less coupling, and better scalability. Healthcare and biomedical databases are notoriously complex and no single database technology can serve its needs so we need a more service-oriented approach to database design. You’ll learn how to choose the right database technology for each service, how to model service-oriented databases differently than application-oriented ones, and how to keep service databases running smoothly.

Open data portals have been a primary source for publishing datasets from various sectors of administration, all over the world. However, making open data available does not necessarily lead to better utilisation from citizens and businesses. Our paper presents a new framework and a prototype system for supporting open application development by citizen communities, through gathering and making available open data and open web services sources from governmental actors, combined with an application development environment, training material and application examples. This is a presentation of Gov4All platform, a web site for managing citizen-driven development in Greece.

SOA and Web Services technologies can provide powerful tools and capabilities to effect migration towards an Enterprise Architecture (EA), but what are the challenges to such an exercise, and how can they be overcome? Based on a case study at the Department of Housing and Urban Development (HUD), the first effort in HUD to analyze and design the replacement of several legacy systems with an integrated and services-based system, this presentation will provide a technical overview of SOA and Web Services, and lessons learned from the project. These lessons will cover methodologies and modeling artifacts that were developed for the effort, the use of BPM based on the Business Process Execution Language (BPEL) and system adapters to provide an abstraction layer for system integration, an example of how Web Services can directly support EA migration, and final considerations to pass onto similar projects.

The basic argument of this paper is that successful contribution of ICT to development goals is partly dependent on the nature of the cooperation between partners. Thus if there is a need to assess the contribution of ICT, then one needs to look further than just the basic quantitative measures and include cooperation issues as criteria for success. The purpose of the research reported in this paper was therefore to take one step closer towards a framework of cooperation issues in so-called BOP projects, specifically in the ICT arena, with the ultimate aim of developing a way to assess factors that may present a risk to the success of these projects. This framework could serve as the foundation for further research into developing a diagnostic instrument for this purpose. Due to these, this cross discipline attracts the variety of researchers from various disciplines to conduct the versatile research and experiments in this area.
