3. The researchers role is between expertise and document elaboration,
defining the problem and developing the solution
and sometimes following the process of
implementation.
Due to lack of expertise in Master-planning and of practice in using the
contemporary European urban ‘language’ of the local administration requested
and received expertise in the following domains:

In collaboration with The Deutsche consultancy for
Gesellschaft für Technische Zusammenarbeit
(GTZ) the organisation works in the field of
rehabilitation
international cooperation for sustainable of the historic
development, Timisoara City Hall developed the
CRUT (Center For Urban Rehabilitation), an
buildings of
independent unit of expertise available to any Timisoara
citizen for guidance and services.
6. Integrated urban transport Traffic Study:
‘Politehnica’ University of Timisoara and Optimizing
Fraunhofer IPA Stuttgart Institute ( German traffic
research institute ) realized ‘The Integrated
Transport Strategy of Timisoara and the Public transport
Metropolitan Area’, interconnecting different
domains in order to provide the proper mobility Bicycle lanes
for the citizens of Timisoara

22. Difficulties in Cooperating with
researchers
- Most of the times the issue results from a existing need or problem.
Researchers want to find a rule, give a law not to solve a punctual
problem, they give holistic, integrated approaches and sometimes
without offering the ‘tools’ for operational implementation. In lots of
cases it is necessary also to build up new ‘tools’.
-The lack of up to date information, the accessibility of data in short time
-The short period of time that the Public Administration needs the results
and the long period of time necessary for the researcher to prepare a
documented answer.
23. Advantages resulting from cooperating
with researchers
- We received answers with a proved degree of experience
- Connections and experience exchange has been created and that
leads to a better understanding of the problems on both sides
