Towards Integrated Prevention 11th Annual IAFMHS Conference Barcelona, SPAIN June 29 - July 1, 2011 Forensic placement of people with intellectual disabilities ,[object Object],[object Object],[object Object],Introduction There is a higher proportion of people with intellectual disability in correctional settings 1 .About 3% of penal population in Spain. The pathway of people suffering from intellectual disability is no always easy 2 ,Some sentences give an alternative to imprisonment. In this study we look at a distribution of mental retardation and application either community or prison sentence (in a penitentiary psychiatric hospital or ward) in a sample of people with learning disabilities and treatment orders in the last 10 years. Method Penal data from Justice Department and Federació Dincat (Programa Accepta who does an approach to people with intellectual disability and penal sentences ) from year 2000 until june 2010 was collected. We look at the variables like socio-demographic (age, sex housing, psychological (IQ), clinical (psychiatric comorbidity) and penal data (prison or community sentence, crime data and length of sentence ). Results Forty two people( only a woman ) with intellectual disability had 47 MPA (treatment orders). Aim The aim of this study to look at the current placement(both in prison and the community) of people suffering from intellectual disability that have committed an offence.

Lurigio Loyola University Chicago, Illinois John Fallon Thresholds This paper presents a case study that illuminates the clinical and practical challenges that accompany the treatment of people with serious mental illness (SMI) and criminal involvement. We discuss the historical conditions that led to the influx of a large number of people with SMI into the criminal justice system. We discuss the case history of Richard P., which illustrates the use of Assertive Community Treatment (ACT) to care for criminally involved people with SMI. We focus on the ACT model that was employed by Thresholds to treat Richard P. It was known as the Thresholds Jail Program. We track his progress in the program and explicate the case management considerations that are most salient in treating offenders with SMI. Statement of the Problem The jails found within the Philippines have been enlisted as one of the world’s worst jails. Previous studies have shown that 518 individuals sleep in spaces provided for 170 people. According to a researcher, Dr. Raymund Narag, The Philippines is officially the most overpopulated correctional institution in the whole world in which persons deprived of liberty (PDLs), the inmates, are over-congested up to 1000 percent (Sorita). In 2017, a total of 146,302 individuals were living in the prison facilities of the country, which exceeded the maximum capacity of 20,653 (Ayalin). Ever since President Rodrigo Duterte won the presidential election on May 9, 2016, the population of persons deprived of liberty (PDLs) increased by 512%. This increase was caused mainly due to the apprehension of drug dealers and users. The President of the Philippines focused on going against drug usage; therefore, most of the people arrested were people related to drug usage. The emergence of jail congestion gave way to many infectious diseases spread amongst some PDLs. According to the Bureau of Jail Management and Penology, PDLs are mainly suffering from skin and lung illness that can lead to diseases such as tuberculosis, bronchial asthma, respiratory tract infections, and more (Chavez). Because of this, the Republic Act No. 10575, which is entitled The Bureau of Corrections Act of 2013, states that PDLs have a right to medical and health services, proper facilities and equipment, rehabilitation programs, and visitation. Despite the claims of the government of giving certain rights, the situation within the prison grounds is still below the acceptable conditions due to the widespread of diseases and lack of space. Though PDLs are deprived of the free world, they are not deprived of their rights. These rights include the freedom to exercise their chosen religion and freedom from physical and mental abuse. B. Purpose of the study The intended result of this research is to raise awareness concerning the current state of city jails in Metro Manila. The outcome will determine whether or not the PDLs are receiving proper and appropriate housing and care that corresponds well with the 1987 Philippine constitution. The researchers will benefit from the study by learning from the past experiences of members of the organization and gain knowledge regarding the issues that are occurring inside the jail. People with mental disorders are being incarcerated at a higher rate compared to those without mental problems. Combined, the number of mentally ill adults in the correctional facilities are more than those in the mental state hospitals in the whole of the United States (Wallace, Fahmy, Cotton, Jimmons, McKay, Stoffer, & Syed, 2016). The rate of adult incarceration in the United States is the highest among the developed nations, with more than 2 million adults currently in prisons and jails. Adults having mental disorders have been increasingly incarcerated during the past thirty years, and this has been attributed to the deinstitutionalization of the state mental health systems. In effect, the correctional facilities have generated to become de facto state health facilities, and there exists more persistently and seriously mentally ill in prisons than in all state hospitals in America. In 2006, the United States Department of Justice conducted a study which revealed that more than 50 percent of all the jail and prison inmates have mental health problems compared with an estimated 11 percent of the total population (Wallace, Fahmy, Cotton, Jimmons, McKay, Stoffer, & Syed, 2016). In spite of this, only one in three of those in prisons and one in six of those in jails get any form of mental health treatment. This paper will explore this strong relationship and look for solutions. Additionally, the paper will address why so many mentally ill patients end up in prisons and jails, and what the percentage of those behind bars suffering from mental problems. However, that has changed over the past four decades considering that the rates of imprisonment have multiplied. Currently, the United Sates has over 2.2 million incarcerated adults which is by far the largest population globally. The rapid increase of incarceration in the US for the past four decades has prompted various critiques including the question as to why there is a large population of incarcerated citizens. The aim of this paper is to argue on the ethical issues existing with the mass incarceration particularly the breaches that occur minus ethics. Also the paper will discuss the constitutes of ethical behaviour within the U.S system by using Utilitarianism, Ethical Egoism, Deontology which will shed light on the concerns of mass incarceration as well as the prison industrial complex. Incarceration is among the most applicable strategies to handle social issues which act as an interference to the poor. Generally, the problems are joined together and defined as crime. The most targeted population in this case are people of color (Wagner & Sawyer, 2018). Some of the impacts of the increased rates of incarceration are homelessness, drug addiction, mental illnesses, unemployment and many more. Generally, prisons do not make the social issues or crimes go away rather, they make people disappear. The practice of making people disappear away from immigrants the poor as well as racially marginalized societies has currently become a business. The increase in the rates of imprisonment is among the most systematic applied government social program in the contemporary world. However, issues such as criminalization, social profiling and mass imprisoning of people of color is the main challenge in the criminal justice system. Another ethical concern is making mass incarceration a source of income or rather a business. Prison privatization is also another ethical concern which is the capital’s contemporary movement in the prison industry. Generally, government run prisons are typically in gross violation particularly in international human rights standards making the private prisons less liable. Incarceration is nothing less than slavery considering that a large number if these inmates offer labor services to a country without a living wage, bargaining power of even labor protections. Generally, labor is the only thing the imprisoners can withhold. The breaches of ethics in slavery, racial profiling and using incarceration for profiting purposes in the prison industry are too much. Among the ethical breach that is reflective is the health in the system. Both mental and physical health of the inmates is a primary concern considering that a large number of the inmates suffer.

ABSTRACT Background Changes in mental health service provision in most western countries have been associated with an increasing role of the police in the community management of people with mental health problems, but little is known about how the police perceive this in the UK. Objectives To investigate police offi cers’ views on their roles in dealings with people with mental health problems and with mental health services. Methods Nine in-depth semi-structured interviews were conducted with front line police offi cers. These interviews were analysed for recurrent themes using interpretative phenomenological analysis. Results The recurrent themes identifi ed were: emotional aspects of dealing with people with mental health problems and with services, impact of incidents on police resources and on people with mental health problems, success through collaborative working with health services and failure in its absence. Conclusions Police offi cers’ experiences of work with people with mental disorder in the community in Scotland had much in common with those previously reported in the USA and in Australia. Development of more collaborative approaches and mutual respect between the police and mental health service providers would resolve many of the currently perceived diffi culties. The study was conducted in Anywaa Zone Prison Center in Gambella Regional State of Ethiopia. It was designed with the objective of studying psychosocial consequences of crime on prisoners in Anywaa Zone Prison Center. To achieve its objectives, descriptive survey design through systematic random sampling technique was applied to conduct the study from 169 out of 280 prisoners. In order to obtain the data, both primary and secondary sources of data were used. The primary data were collected using open and closed ended questionnaires, semi structured interview, document review and recorded files of young prisoners in the office Anywaa Zone Prison Center. To analyze the data for quantitative data, simple statistical tools and logistic regression were used. On the other hand, qualitative data were narrated in textual form. Therefore, the overall findings of the study showed that drug, anxiety, guilty, feeling shame, depression, and isolation from other peoples are the major problems that have psychosocial consequences of crime on prisoners. So, to overcome the psychosocial consequences of crime, job opportunities must be created in order to alleviate these psychosocial consequences of crime on prisoner’s issue.

Effectiveness of a prolonged incarceration and rehabilitation measure for high-frequency offenders N. Tollenaar & A. M. van der Laan & P. G. M. van der Heijden Published online: 8 May 2013 # Springer Science+Business Media Dordrecht 2013 Abstract Objectives To estimate the incapacitation effect and the impact on post-release recidivism of a measure combining prolonged incarceration and rehabilitation, the ISD measure for high frequency offenders (HFOs) was compared to the standard practice of short-term imprisonment. Methods We applied a quasi-experimental design with observational data to study the effects of ISD. The intervention group consisted of all HFOs released from ISD in the period 2004–2008. Two control groups were derived from the remaining population of HFOs who were released from a standard prison term. To form groups of controls, a combination of multiple imputation (MI) and propensity score matching (PSM) was used including a large number of covariates. In order to measure the incapacitation effect of ISD, the number of convictions and recorded offences in a criminal case of the controls were counted in the same period as their ISD counterfactuals were incarcerated. The impact on recidivism was measured by the prevalence and the frequency of reconvictions corrected for time at risk. Robustness of the results were checked by performing a combined PSM and difference-in-difference (DD) design. Results The estimate of the incapacitation effect was on average 5.7 criminal cases and 9.2 offences per ISD measure. On average 2.5 convictions and 4 recorded offences per year per HFO are prevented. The HFOs released from ISD showed 12 to 16 % lower recidivism rates than their control HFOs released from prison (Cohen’s J Exp Criminol (2014) 10:29–58 DOI 10.1007/s11292-013-9179-y N. DD analysis and sensitivity analyses confirmed the robustness of the PSM results.
