10. In the forests of Finland people enjoy “everyman’s
rights.” Helsinki citizens have translated this tradition

• A need for policy design + new practical tools in order to make the interaction
between the City and its residents run more smoothly
• Can urban planning move from a specific plan to strategy that adapts to change:
How to apply the tactics of spontaneous, self-organized projects to the planning
process of a large, bureaucratic organization that is used to making stable, long-
term decisions?
• Continuity: On what level will the temporary activities remain as part of the
permanent structures?
• Scaling up the activity: Can smaller towns and suburbs learn from Kalasatama
