Samajwadi Awas Yojana is one the most popular and affordable government scheme which is launched for urban areas for full filling the needs of Houses in very affordable price for different categories of Uttar pradesh.
Uttar pradesh government initiated this samajwadi avas yojana by the help of Public private partnership. Chief Minister of uttar pradesh has already given there approval regarding the Samajwadi Avas Vikas Yojana.

According to National Urban Housing and Habitat
Policy (2007), in every housing scheme at least 15 per
cent of the saleable net residential land and FAR
should be reserved for social housing
5. At the slum decadal growth rate of 34%, the
slum households are projected to go upto 18 million.
2 million non-slum urban poor households are
proposed to be covered under the Mission.
Hence, total housing shortage envisaged to be
addressed through the new mission is 20 million.

8. • Government already providing free of cost houses in rural areas
through the Indira Gandhi Avas Yojana as well as Dr Lohiya
Samagra Gavan Avas Vikas Yojana. But these schemes were
focused only on rural areas.
• In first phase of this scheme government will provide 3 lakh
houses in Urban areas on very affordable prices.
• Development of these building will be done through Avas Vikas
parishad AVP and district development authority.
• Government will use such lands which were not used since long
time. Government also working building new houses in urban
areas.
• Under this scheme government will develop new and cheap
houses in small cities and town .
9. • Government also fixed the rate for these houses. 2500
per square fit rate set for small cities.
• The Samajwadi Avas yojana was published for
providing affordable houses to all financial group of
families as well as all category of the families of Rural
and Urban areas .
• This scheme will be helpful changing the lifestyle of
urban areas of Middle class in a systematic manger.
• Under this scheme for lower class and Middle Class
family. Such type of house will included 2 rooms, 1
kitchen, 1 bathroom and Latrine, and 1 corridor. Carpet
area will be 75 Square meter. Construction
expenditure will be 15 to 30 lakh .

• Lohiya Awas yojana is social welfare program which is created by
State government of uttar pradesh to provide housing for the rural
poor India.
• Differences are made between rural poor and urban poor for a
separate set of scheme operate for urban poor. It’s one of the most
popular flagship governments housing scheme of uttar pradesh
government.
• Under the Dr Ram Manohar Lohiya avas yojana government provided
financial assistant in plan and as well as difficult area for
construction of houses.
• Up government published the official notification 107/38-4-2013-
05(Budget)/2012 on 20 February 2013 for the execution of Lohiya
Gramin Avaas Yojana.
12. • Basic aim of providing the Lohiya housing scheme
is to fulfill the best housing requirement of the
beneficiaries.
• Important information of DR Ram Manohar
Lohiya Gramin avas yojana as are following
• All category of the candidates like sc , st, obc and
un reserved candidate are eligible for Dr Ram
Manohar Lohiya scheme of Rural area .
• Lohiya Awas yojana is only provided for those
candidates who have no residence for living.
Home is provide free of cost by state government
of uttar pradesh.
13. • Eligibility Criteria for Lohiya Awas yojana:
• Family income for Lohiya Awas yojana: maximum family income must not
be greater then 36000 per year and candidates should not be listed in BPL list
which was published in 2002.
• Over all total amounts will be 120000 for per beneficiary family in which 1
lakh will be payable for material and Rs 20000 will payable for labour
charged.
• Minimum cover construction will be 21.11 square meter for two
rooms. Category of selected beneficiary: all category of the candidates can fill
application form for Lohiya Awas yojana . Total 23.5 % house will be reserved
for SC ST category candidates and 76.5 % houses will be distributed from
General and OBC category of the candidates.
• Fund will be transferred to 50% - 50% basis in two instalment. Fund will be
transferred directly in he bank account of beneficiary.
14. • Central government already launched the
scheme of Indira Gandhi avas yojana for BPL
card holder.
• Maximum no of citizen of uttar pradesh are
living without any permanent Home. BPL list
was prepared in 2002 for distributing Home to
poor people.
• Government every year select a fixed no of
beneficiary for distributing Home in rural areas
as well as urban areas. This list is prepared on
district level after that execution of this scheme
is done through District magistrate of concerned
district.
Basic difference between Indira Awas
yojana and Lohiya Awas yojana is Indira
Awas yojana is sponsored by central
government and Lohiya Awas is funded by
State government of Up.
Indira Awas yojana is provided only for
those candidates’ people who are listed In
BPL list of 2002. But Lohiya Awas yojana
cover all Non BPL candidates of Rural areas
of all category.
15. Priorities of different categories as are following
Selection of the eligible candidates will be done on priority basis. Priority will
be given as are following:
1: family and Widow of Martyr of army, and other armed force.
2: SC / ST such family in which Widow or single unmarried is available.
3: physically handicapped, mentally distributed SC / ST candidates
4 : affected person from earth quake , flood , fir or any other natural disaster
or Riot , land accusation etc There is no maximum age limit for apply Lohiya
Awas yojana.
16. • The Samajwadi Party government in Uttar Pradesh has
made women from poor rural background direct
beneficiaries of Lohia Grameen Awas Yojana and has
allotted Rs 520 crore for the scheme to provide shelter to
homeless rural populace of the state, which was launched
on Mar 24, 2013,.
• The government has decided to light up these houses
through solar lights, and beneficiaries would be given Rs
15,000 for solar lighting. Non-Conventional Energy
Development Agency (NEDA) has been roped in for the
purpose.
• Like the rural housing schemes of Mayawati (Mahamaya
Awas Yojana and Mahamaya Sarvjan Awas Yojana), Lohia
Grameen Awas Yojana will also be implemented by the
rural development department.
18. 1. The state government of Uttar Pradesh started
Aasra Yojana for the poor people of the state to
provide free houses. Aasra Yojana started 2012-
13 to provide free houses for the poor people of
the state.
2. Under this scheme the state government has
provided 33941 houses to the poor people
of the state.
3. The scheme launched by Mr. Yadav, the Asra
Yojana came to action after scrapping the old
scheme “Manyavar Kanshiram Shahri Garib Awas
Yojna” which was launched by the Mayawati the
ex-chief Minister of UP.
19. 1. The Old housing scheme launched by
Mayawati focus on providing free houses for
majority of SC and ST peoples of the states.
However, under the new scheme Aasra
Scheme all caste poor people will able to get
benefited.
2. During the first phase of the scheme the chief
minister of UP, Mr. Yadav has allotted Rs. 100
crore budget for constructing around 4000
houses.
3. In order to avail free houses from the state
government of Uttar Pradesh, the applicant
must be a resident of UP and should not own
a home/house under their name.
20. The Current Status of the scheme Aasra Yojana
More than 10 thousand poor people across the UP
state receives the free houses under this scheme.
More than 33 thousand houses has been
constructed in the 31 cities so far and the completed
houses had been provided to rightful poor people of
the state.
22. 1. Newly formed Uttar Pradesh government is planning to provide free homes to
the poor homeless people in the state.
2. Housing and Urban Planning Department of Uttar Pradesh is reportedly working
on preparing the plan of providing free housing units to the homeless poor of the
state. Under the scheme the government would also provide affordable homes to
people belonging to Low Income Group category of the society.
3. Yogi Adityanath Government has decided to provide free housing to such poor
homeless families.
23. 1. The new housing scheme for poor may be named after Pandit Deen Dayal
Upadhyay. Under the scheme, apart from free housing for poor, people belonging to
LIG category would be provided homes at affordable cost.
2. The flagship housing scheme of central government to provide housing for all by
2022, Pradhan Mantri Awas Yojana is already running in the state. Under the PMAY,
central government is providing financial assistance of up to Rs. 1.5 lakh for EWS
beneficiaries while state government is providing Rs. 1 Lakh. About 35 Lakh families
have already been selected through SUDA for the benefits under Pradhan Mantri
Awas Yojana.
3. Samajwadi Awas Yojana which was started by the earlier government has failed to
provide much benefits to the state residents. The scheme has been renamed as
Mukhyamantri Awas Yojana. Under this scheme, development authority and Awas Vikas
Parishad is constructing about 25 thousand homes.
