This is my somewhat "wasted" innovation project proposal. I intend to share it here for academic purposes. This is just a draft however and should not be used in citations or referencing. I decided to put it here in this platform finally because I no longer want to engage the pleasures of the higher ups. Otherwise, this will just be a matter of compliance and not love for genuine learning and academic freedom. The whole research and innovation process in DepEd has become too tedious, restrictive, and red-taped. If you write too long, they may want your paper to be concise or shorter and then if you cut it short, they then want it to be much longer. I still cannot see how some people become so obsessed with editing or proofreading nowadays when we don't even have the perfect English in this country and we don't have the same wavelengths to understand each other. of my innovation project proposal for this School Year 2021-2022 in fulfillment of the
overall accomplishment of the ancillary services of the Araling Panlipunan department
of the school. These services include the School Monitoring, Evaluation and Adjustment
(SMEA), School Enrollment Focal Person (SEFP), and Information and Communications
Technology (ICT) Coordinatorship.
The title of the innovation is “Project OACES-MNCHS: Online and Automated
Certification and Enrolment System of The Masbate National Comprehensive High
School Through Google Workspace for Education.” Its main objectives and
corresponding plans are laid out in the project proposal itself.

• Present the reasons for doing this project as well as stating the objectives of the project.
The main objective of this innovation project is to “Enhance and automate the online
enrolment and certification system of the Masbate National Comprehensive High School
(MNCHS).” The main reason cited is that the MNCHS lacks full capacity in automating
and digitizing the enrolment and certification processes of the school. Many tasks are still
manually done. Online and automated systems can help improve the procedures and

minimize labor, paper-works, paper trail, carbon footprint, and expenses.
• Write concisely and clearly. The proponent must be able to answer the following questions:
o Why will you do this project?
As part of his tasks as the SMEA Coordinator and SEFP, the proponent takes it
upon himself to develop and improve a more manageable and reliable data gathering
and maintenance procedure for the school. This will help in attaining the so many goals
of the school such as elevating its SBM Level of Practice, increasing enrolment levels,
enhancing the delivery of educational services, developing school improvement plans,
providing transparent records and services, among others.
o What will you do?
As such, the proponent would like to enhance the online and automated
enrolment and certification systems and processes of the school using Google Workspace
for Education Applications that include Google Forms, Google Drive, Google Sheets,
Google Slides, Googles Docs, AutoCrat, and Gmail.
o How will you do it?
The proponent intends to do it by maximizing the school’s as well as teachers’
Google Accounts, Applications, and other Productivity Tools and Skills in order to
properly come up with an enhanced online and automated enrolment and certification
system for the school. Step-by-step processes will be outlined in the next sections of this
proposal.
o Who will do it?
The proponent will not be the only one doing all of these. He will be accompanied
by other school personnel, especially ICT Coordinators, who have the knowledge of the
enrolment and certification systems of the school. He will also be helped by external

stakeholders and consultants who have more knowhow as regards digital products
involved in the use of Google Workspace for Education.
o Where will it be done?
Most of the innovation project will be done in the vicinity of the Masbate National
Comprehensive High School while the rest will mostly occur online or in the
virtual/digital world.
o How long will it take?
The project will take three (3) months.
o How much does it cost?
The project will cost twenty-nine thousand five hundred seventy-five (Php
29,575.00) pesos.
III. Project Background and Rationale
A. Background/Context
o Write the background why this project will be implemented. The School
Improvement Plan and School Report Card are important sources of
information.
The main objective of the innovation project is to enhance and automate the online
enrolment and certification system of the Masbate National Comprehensive High School
(MNCHS). The main reason identified is that the MNCHS lacks full capacity in
automating and digitizing the enrolment and certification processes of the school ever
since. Many aspects of the procedure have been done either manually or semi-digitally.
For instance, enrolment was done mostly on-site during the past School Years before the
pandemic ensued. Not only that, the provision of enrolment forms also required a lot of

writing and printing, as well as encoding. Repeated steps have been done all through the
years since its foundation in 1917. Furthermore, the generation of school forms and
certificates, including the former Form 137 or SF-10 now, other school forms and even
diplomas, necessitated a process that was replete with errors and traditional encoding-
based tasks. As mentioned above, online and automated systems can help improve the
procedures and minimize labor, paper-works, paper trail, carbon footprint, and expenses.
(A more detailed analysis and evaluation of the status of enrolment and certification
systems and processes will follow).
As part of the tasks of the SMEA Coordinator and SEFP at the same time, the
proponent takes it upon himself to provide the school with a more manageable and
reliable data gathering, monitoring, and maintenance procedure. This will simplify a lot
of processes that are essential and embedded in the enrolment and certification systems
of the school. Aside from that, this project will also help the MNCHS achieve excellence
in many areas and academic goals. These include the following: 1. elevating the SBM
Level of Practice; 2. increasing enrolment levels; 3. enhancing the delivery of educational
services; 4. developing school improvement plans; 5. providing transparent records and
services; 6. improving data gathering and maintenance procedures; and 7. legitimizing
the reporting (to stakeholders), monitoring, evaluation, adjustment, and sustainability of
school records and indicators.
o Project must be highly relevant and directly related to the priority school
problems and needs identified in the School Improvement Plan.
As stated in the MNCHS School Improvement Plan and its localized Basic
Education – Learning Continuity Plan (BE-LCP), an online enrolment system is a top
priority of the school. To ensure that this one is achieved all throughout the period of the

long-term plans, internal and external stakeholders need to develop reliable and
sustainable procedures and initiate systemic changes in the process.
Issue/s Addressed
o This section briefly summarizes the situation within which the
problem/opportunity exists. Give the reasons why this project is important to
the improvement of the school.
MNCHS enrolment system and processes rely mostly on manual operations and
traditional encoding-based tasks. The school also has a relatively low enrolment turn-out.
Certificates and forms oftentimes have errors and imply laborious methods of
preparation especially on the part of teachers. Although, the project does not intend to
eliminate manual or on-site enrolment and school forms preparation in their entirety, it
aims to at least expedite many of the automatable aspects of school enrolment and
certification systems and processes.
o Cite specific causes or issues based on your characterization in the School
Monitoring, Evaluation and Adjustment (SMEA) and/or results of the problem
analysis in the Continuous Improvement Process (CIP)
As identified in the data gathering procedure of the SMEA and Enrolment Focal
Person, the school has an on-site and manual enrolment in the context of the COVID-19
pandemic and distance learning. This poses great health-related risks on teachers,
students, home coordinators (parents and guardians), and other stakeholders. Manual
operations and traditional encoding-based tasks within the system also constitute several
steps backward in terms of modernization. The school nevertheless needs to open its
virtual gates to other digital possibilities that stipulate error-free and less arduous
procedure.

o Cite related issues or school concerns affected by the main issue if ever there is
a chain effect
The related issues and concerns that have chain effects vary across the following
categories: 1. teacher-based, 2. student-based and 3. school-based. For one, teachers
perform tasks that are prone to errors and repetition. Requiring more personnel to do the
tasks would mean more monetary expenses on the part of teachers as well as the school
in general. As for students or learners, some are discouraged to enroll because of health
and distance-related concerns. Also, many of those who can potentially be attracted to
enroll in the school opt to avoid face-to-face transactions because some school personnel
concerned are sometimes either non-responsive or unavailable. This results in low
enrolment rates of the school and presence of misleading or inaccurate information in
school forms and certificates, including but not limited to diplomas. Overall, the
relatively outmoded MNCHS enrolment-related data, correspondence, and certificate
management system and procedure signify low institutional performance in terms of
national assessment indicators such as School-Based Management (SBM) Level of
Practice, School Report Card (SRC), Results-based Performance Management System
(RPMS), and Seal of Exemplary Leadership and School Governance (SELSG).
IV. Project Objectives and Outputs

The general objective, which is to “Enhance and automate the online enrolment

(MNCHS),” reflects the modernization efforts of the school in general.

The expected output is that the “MNCHS will have automated and digitized
enrolment and certification systems and processes that will make all tasks error-free and
less manually done.” Online and automated systems will then help improve key
procedures and minimize labor, paper-works, paper trail, carbon footprint, and expenses.
Eventually, the school and its teachers will gain higher performance ratings and levels
such as in terms of RPMS-IPCR and SBM Level of Practice.
B. Specific Objectives

VII. Project Monitoring and Evaluation
Describe how progress will be evaluated throughout and at the end of the project. This includes
the provision of Quality Assurance, Technical Assistant, monitoring and Evaluation
(QATAME) in every phase of the project.
The progress of the project will be evaluated using Google Forms-based
assessment forms. Google Sheets-based tabulation and computation of evaluation results
(target is 90 % rating or higher) will also be employed. Statistical validation procedures
will be in place and technical assistance by Google Educators and Experts will be
maximized.
