By 2030, the EU’s objective is to ensure that democratic life and public
services online will be fully accessible for everyone, including
persons with disabilities, and benefit from a best–in-class digital
environment providing for easy-to-use, efficient and personalised
services and tools with high security and privacy standards. Secured e-
voting would encourage greater public participation on democratic life.
User-friendly services will allow citizens of all ages and businesses of all
sizes to influence the direction and outcomes of government activities more
efficiently and improve public services. Government as a Platform, as a new
way of building digital public services, will provide a holistic and easy access
to public services with a seamless interplay of advanced capabilities,
such as data processing, AI and virtual reality. It will also contribute
to stimulating productivity gains by European business, thanks to more
efficient services that are digital by default as well as a role model
incentivising businesses, in particular SMEs, towards greater
digitalisation.However, the gap to reach this vision is still significant.
Despite the increasing use of public services online, services provided
digitally are often basic e.g. filling in forms. Europe must harness
digitalisation to drive a paradigm change in how citizens, public
administrations and democratic institutions interact, ensuring
interoperability across all levels of government and across public services.

As technologies become outdated, any legislation or regulation that prescribes their use will follow suit, as they lock in outdated approaches to achieving policy outcomes. This can stifle innovation. The pace of change accompanying the Fourth Industrial Revolution means that the imperative to reform technologically prescriptive legislation is getting stronger every day.

A DAO refers to the governing body of a project or protocol. DAOs are essentially dapps (decentralized applications) providing the ability to run parts or the entirety of an organization in a completely decentralized manner. As such, DAOs are a way of eliminating central autocracies having complete control of a project or platform.
A fundamental technology enabling DAOs is smart contracts. Smart contracts provide holders of a particular token with the right to democratically participate in the governance of a platform. Furthermore, tokens providing the right to participate in polls are governance tokens. Therefore, holders of governance tokens have the opportunity to influence the future direction of the platform/project.
Civil Law and Common Law are two very different models of legal order in terms of structure and application.
The Italian legal system is structured civil law, and is opposed to that typical of the Anglo-Saxon systems, called common law.
Civil law: the roles that the written law and the decisions of jurisprudence assume in the two systems in relation to concrete cases.
The term common law refers to the legal system based on the prevalence of jurisprudential law;
that of civil law is instead a system based on codes and laws of a country.
