4. What have we proven/ disproven about the use of
digital technologies in advancing responsive and
accountable governance?
´ Most technology developers focus on the ideal tech design/
configurations and deploy it immediately. According to our
comparative analysis with some existing tech developments
deployed in the province, which resulted to people, NOT using the
development. As tech developers we have to take into account
factors like people’s capacity, culture, infrastructure, and be
prepared to rollout the technology gradually. This way, we got higher
usage and we had better engagement with the local government.
5. ´ In your implementation strategy, do not just isolate the problem you
are trying to address. In real life, the fate and sustainability of your tech
solution most likely will lie on how well you can integrate your solution
with the entire context (existing infrastructure, local culture, other
problems the community faces, etc.) In OUR case, we hinged
Balangay’s sustainability at first with the local private sector’s need for
the city to be more attractive to investors. So we framed Balangay as a
tech solution which can help ease the investors’ worry about the city
having the Mayon Volcano and being prone to typhoons and other
risks. From there we engaged with more and more sectors, partners,
aligning our goals until eventually we got the Cloud Legazpi Smart City
contract.
