Right here let me make as vigorous a plea as I know how in favor of saying nothing that we do not mean, and of acting without hesitation up to whatever we say. A good many of you are probably acquainted with the old proverb: "Speak softly and carry a big stick—you will go far." If a man continually blusters, if he lacks civility, a big stick will not save him from trouble; and neither will speaking softly avail, if back of the softness there does not lie strength, power. In private life there are few beings more obnoxious than the man who is always loudly boasting; and if the boaster is not prepared to back up his words his position becomes absolutely contemptible. So it is with the nation. It is both foolish and undignified to indulge in undue self-glorification, and, above all, in loose-tongued denunciation of other peoples. Whenever on any point we come in contact with a foreign power, I hope that we shall always strive to speak courteously and respectfully of that foreign power. Let us make it evident that we intend to do justice. Then let us make it equally evident that we will not tolerate injustice being done to us in return. Let us further make it evident that we use no words which we are not prepared to back up with deeds, and that while our speech is always moderate, we are ready and willing to make it good. Such an attitude will be the surest possible guarantee of that self-respecting peace, the attainment of which is and must ever be the prime aim of a self-governing people.
 
The fundamental foreign policies of the United States should be raised high above the conflict of partisanship and wholly dissociated from differences as to domestic policy. In its foreign affairs the United States should present to the world a united front. The intellectual, financial, and industrial interests of the country and the newspaper man, the wage earner, the farmer, and citizen of whatever occupation must cooperate in a spirit of high patriotism to promote that national solidarity which is indispensable to national efficiency and to the attainment of national ideals. . . . The diplomacy of the present administration has sought to respond to modern ideas of doing good business. This policy has been characterized as substituting dollars for bullets. It is one that appeals alike to idealistic humanitarian sentiments, to the dictates of sound policy and strategy, and to legitimate commercial aims of the nation. It is an effort frankly directed to the increase of American trade upon the self-evident principle that the government of the United States shall extend all proper support to every legitimate and beneficial American business interests abroad.
 
That all nations are equally interested in the peace of the world and in the political stability of free peoples, and equally responsible for their maintenance; that the essential principle of peace is the actual equality of nations in all matters of right or privilege; that peace cannot securely or justly rest upon an armed balance of power; that governments derive all their just powers from the consent of the governed and that no other powers should be supported by the common thought, purpose or power of the family of nations; that the seas should be equally free and safe for the use of all peoples, under rules set up by common agreement and consent, and that, so far as practicable, they should be accessible to all upon equal terms; that national armaments shall be limited to the necessities of national order and domestic safety; that the community of interest and of power upon which peace must henceforth depend imposes upon each nation the duty of seeing to it that all influences proceeding from its own citizens meant to encourage or assist revolution in other states should be sternly and effectually suppressed and prevented.
