PAHRODF is a 5-year Australian government project that seeks to enhance the effectiveness of selected development programs and reforms in the Philippines. It aims to develop management, planning, and organizational capacities of individuals and groups involved in service delivery. PAHRODF's objectives are to strengthen these competencies and enable better use of human resource systems to improve service delivery. It has components for strategic planning, organizational assessment, human resource development, research, and monitoring and evaluation. The new facility under PAHRODF emphasizes long-term organizational capacity building, systems-thinking approaches, and using a variety of training mechanisms like awards, twinning, and shorter or longer courses.
