THE CURRENT SITUATION Framework for Higher Education Qualifications  The Bologna Declaration  (1999) In general, HE was shaped in function of this european framework, mainly based in some key ideas and concepts: Mobility(Students & Faculty members) Lifelong learning (formal + informal) Teaching quality assurance

THE CURRENT SITUATION The implementation of the Bologna Process in Portugal led to the adoption of key measures to promote equal opportunities in accessing higher education, by improving student support systems, and levels of participation and completion in higher education programs, as well as attracting new audiences in the context of lifelong learning and ensuring the qualifications of Portuguese citizens in Europe. Thus, it was necessary to adopt a set of action laws and policies, leading to a profound reform of the legal system for higher education towards the implementation of the National Qualifications Framework for Higher Education. Law #74/2006

Only the most active and ‘open-minded’ Portuguese Universities seek participation in European projects.To what extent will the design of future national policies directed at facilitating the implementation of educational media in higher education be dependent from European directives and regulations?
