THE CURRENT SITUATION The implementation of the Bologna Process in Portugal led to the adoption of key measures to promote equal opportunities in accessing higher education, by improving student support systems, and levels of participation and completion in higher education programs, as well as attracting new audiences in the context of lifelong learning and ensuring the qualifications of Portuguese citizens in Europe. Thus, it was necessary to adopt a set of action laws and policies, leading to a profound reform of the legal system for higher education towards the implementation of the National Qualifications Framework for Higher Education.
